ISLAMABAD: The cabinet division on Saturday issued the details of assets and dual nationalities of 20 advisers and special assistants to the prime minister.

The cabinet division’s notification placed on its website shows that out of 19 non-elected cabinet members, four special assistants to the prime minister (SAPMs) hold dual nationalities, including SAPM on Petroleum Nadeem Babar (US), SAPM on Overseas Pakistanis Syed Zulfiqar Abbas Bukhari (United Kingdom), SAPM on Power Division Shahzad Qasim (US) and and SAPM on Digital Pakistan Tania S. Aidrus (Canada).

Among those holding residency of other countries are SAPM on Political Affairs Shahbaz Gill (United States), SAPM on National Security Moeed Yousuf (US), SAPM on Parlia*mentary Coordination Nadeem Afzal Gondal (Canada) and Aidrus (Singapore).

Nadeem Babar owns properties both in Pakistan and the US worth over Rs160 million. His business capitals amount to over Rs2.15 billion.

Zulfi Bukhari owns properties both in Pakistan and the UK. He also owns a Toyota Land Cruiser in Pakistan and four vehicles in the UK — Bentley (2017), Range Rover and two Mercedes.

Moeed Yousuf owns properties worth nearly Rs26m in Pakistan.

Tania Aidrus owns properties in the US, Britain and Singapore.

Worth of Shahbaz Gill’s properties is over Rs110m.

SAPM on Poverty Alleviation Sania Nistar owns a joint property of 9.4 marlas in Saddar, Peshawar, and a Honda Civic (2014) car in her spouse’s name.

SAPM on Establishment Shahzad Arbab owns a house, plots and shops worth over Rs100m and fixed deposit amounting to Rs20m in his wife’s name.

SAPM on Information and Broadcast retired Lt Gen Asim Saleem Bajwa owns eight properties, including a house, plots, commercial plots and agricultural land (65 acres), worth nearly Rs150 million.

SAPM on Health Services Dr Zafar Mirza owns a house and property in Chattar, Islamabad, amounting to Rs20m and two plots in DHA Rawalpindi and Taxila worth Rs15m each.

SAPM on Accountability Shahzad Akbar owns assets worth Rs50m.

Adviser to the PM on Finance Dr Hafeez Shaikh owns properties and assets worth around Rs300m. Adviser on Commerce Abdul Razak Dawood owns assets worth over Rs2bn. Adviser on Climate Change Malik Amin Aslam owns properties and assets worth over Rs140m. Adviser on Parliamentary Affairs Dr Babar Awan owns assets worth Rs110m and Rs567m cash in hand.

So? Advisors aren't elected representatives unlike ministers and parliamenterians. You can get an advisor from Iceland or Burkina Faso, it doesn't matter - their job is to advise. If Elon Musk wants to be an advisor to Khan then by all means he should.
 
LAHORE (Dunya News) – Pakistan Muslim League-Nawaz (PML-N) leader Marriyum Aurangzeb on Sunday has demanded resignations of Pakistan Tehreek-e-Insaf (PTI) government’s ministers and advisors holding dual nationality.

In a statement, the PML-N spokesperson stated that Prime Minister (PM) Imran Khan had said that those having dual nationality cannot take decisions for the country.

She further asked why those possessing foreign passports have been allowed to sit in the cabinet.

The reaction came after federal government had released asset details of Prime Minister’s Advisors and Special Assistants. Notably, five Special Assistants hold dual citizenship.

Tania Aidrus, Special Assistant to PM for Digital Pakistan, holds Canadian and Singaporean citizenship. Special Assistant for Petroleum Nadeem Babar is a US citizen with assets worth Rs 2.75 billion.

Special Assistant Parliamentary Coordination Nadeem Afzal Chan also holds Canadian citizenship while Shahbaz Gill is an American green card holder.

Special Assistant for overseas Pakistanis Zulfi Bukhari has permanent British citizenship and owns over 1,300 kanals of land in Pakistan.

This level of transparency in unprecedented in Pakistan politics.

I have to admit the level of politics has been raised heaps and bounds by Imran in the last decade, first by being in opposition and KP Govt and now in Federal Govt. The actions he has taken in his time in politics has certainly raised or set new benchmarks which wasn't heard of in Politics before.

I still remember the ousting of members for horse trading in senate votes and now the transparency of his close aides finances. These actions are a breath of fresh air, real underlying tabdeeli in mindset and accountability. The other political parties are no match for Imran when it comes to taking such decisions.

NS( 3 times PM) was asked for a money trail that he still hasn't provided, because he has property abroad and its unaccounted for. Why has failed to provide the trail? What happened to that plastic bag that he gave to the speaker, can we see it. What was inside it?

It turns out that he isn’t a dual citizen, just a US resident. And from what I’ve read and heard from him and about him, he’s easily one of the better experts appointed. Those in the know appear to have a great deal of respect for him, and he comes across as a no-nonsense, going about his brief type of person.
 
They are cabinet members and advisors, not elected or belonging to any constituency. Pakistan should hire the best.

It turns out that he isn’t a dual citizen, just a US resident. And from what I’ve read and heard from him and about him, he’s easily one of the better experts appointed. Those in the know appear to have a great deal of respect for him, and he comes across as a no-nonsense, going about his brief type of person.

The ISI would never allow any guy anywhere near national security if there was even the slightest fear of dual loyalties or threat to national security.

Foreign Minister Shah Mahmood Qureshi has said that there is no law in Pakistan that prohibits anyone having foreign nationalities from becoming special assistants or advisers to prime minister.

The cabinet division on Saturday had issued details of assets and dual nationalities of 20 advisers and special assistants to the prime minister (SAPM).The list showed SAPM on Petroleum Nadeem Babar having US citizenship, SAPM on Overseas Pakistanis Syed Zulfiqar Abbas Bukhari United Kingdom's, SAPM on Power Division Shahzad Qasim US's and SAPM on Digital Pakistan Tania S. Aidrus having Canadian citizenship.

Following oppositions' outcry, Qureshi said that law only bars a dual national from becoming a senator or member of the National Assembly. He said the appointment of these SAPMs and advisor is not new as previous governments have also appointed people with foreign nationality.

The foreign minister further said that previous governments did not make its cabinet members’ assets public. He said Prime Minister Imran Khan's decision to have his cabinet members' declare their assets will help in transparency and holding them accountable.

Special Assistant to the Prime Minister on Overseas Pakistanis and Human Resource Development Sayed Zulfiqar Bukhari on Monday defended the presence of dual nationals in the cabinet saying we should not doubt their commitment towards Pakistan.

While talking to Geo News anchorperson Shahzeb Khanzada, Zulfi Bukhari said Prime Minister Imran Khan has always talked about dual nationals contesting elections and leaving the country after taking part in national politics.

The disclosures about the nationalities and assets owned by the PM’s aides, opened a new Pandora’s Box providing an opportunity to the critics to launch attacks on the government.

As promised, the government had released the asset details and other nationalities of all the special assistants and advisers to Prime Minister Imran Khan on Saturday for “transparency”.

According to the information made available to the public on Cabinet Division’s website, four special assistants to the prime minister hold dual nationalities, including Nadeem Babar (US), Syed Zulfiqar Bukhari (UK), Shahzad Qasim (US) and Tania Aidrus (Canada).

Zulfi Bukhari, a British national, told Geo News that he has come to Pakistan to settle here and that his dual nationality is because he was born in the UK.

“My parents moved to the UK more than 50 years ago. I have now returned to Pakistan to serve the country and settle down. My life and death are for Pakistan.”

Responding to a question about the filing of tax returns, Bukhari said the law provides him a two-year break but assured the anchorperson that his details would be available with the Federal Board of Revenue in a few days.

“Although I can do business here as well, my whole business is outside Pakistan. I will not sell out all my foreign assets to please a few people and come here.”

The PM’s aide said that he has declared all his assets and nothing is hidden, unlike PML-N's Ahsan Iqbal who did not disclose his iqama.

When asked about the discrepancy in the value of his Land Cruiser, he said it could be a typo on the document.

Bukhari said comparing the assets of SAPMs with that of a judge is not appropriate.

The ruling party is slammed by the opposition for setting "different standards" for those who are close to the prime minister.

Former federal ministers of PML-N Ahsan Iqbal and Khawaja Asif have been criticised by none other than the prime minister in his speeches for holding iqamas while holding cabinet portfolios.

Also fact is that first government in 60 years to build dams. They have also reduced CAD from $19b to less than $3b. Their handling of the corona virus has been exemplary as well.

PM’s special assistants cannot be disqualified over dual nationalities, rules IHC

ISLAMABAD: The Islamabad High Court (IHC) on Thursday set aside a petition seeking removal of all of Prime Minister Imran Khan’s aides with dual nationalities.

In the case pertaining to dual citizenship of the special assistants to the prime minister, the IHC remarked in a written judgement that the premier was accountable to the people and could not run the state affairs alone.

“The Federal Government has made the Rules of 1973 and has described the ‘Organization of Divisions’ in rule 4 ibid. Sub rule 6 of rule 4 enables the Prime Minister to appoint Special Assistant or Special Assistants and to determine their status and functions,” IHC Chief Justice Athar Minallah wrote.

“The Rules of 1973, particularly rule 4(6) are not in conflict with the provisions of the Constitution. Special Assistants are not members of the Federal Cabinet. Moreover, they are distinct from Advisors appointed by the President on the advice of the Prime Minister under Article 93(1) of the Constitution.

“The Prime Minister is the chief executive of one of the most important organs of the State and has to perform multiple/complex functions. A person elected as Prime Minister is answerable to the people of Pakistan and the Majlis-e-Shoora (Parliament). The onerous role of the Prime Minister described under the Constitution cannot be performed by the latter alone,” he added.

The IHC judge went on to say that neither the special assistants to the prime minister nor their patriotism could be doubted based on the fact that they held dual citizenship, the court ruled, and, thus, could not be disqualified either.

Their appointments were the premier’s prerogative, it said, adding further that there was no restriction on the number of SAPMs the PM could appoint.

“In order to enable the Prime Minister to transact business of the Executive organ of the State, the latter ought to have the freedom to appoint officials or other persons for assistance. Rule 4(6) is one of such modes whereby the Prime Minister has been empowered to appoint Special Assistants. There is no restriction regarding the number of Special Assistants that can be appointed by the Prime Minister,” he added.

“There is also no restriction of appointing persons having dual nationality. The only restriction provided in the Constitution is under Article 63(1)(c) and it is confined to disqualification of a person from ‘being elected or chosen as, and from being, a member of the Majlis-e-Shoora (Parliament)’.

“This disqualification is also attracted in case of the membership of the Provincial Assembly. There are some statutes, which prescribe renunciation of nationality of another State as an eligibility condition for employment. There is no such restriction for appointment of a Special Assistant under rule 4(6) of the Rules of 1973.

The IHC also emphasised that doubts could not be cast on any person holding dual nationalities.

“It is not fair to raise doubts or to be skeptical regarding appointment of a dual national as a Special Assistant by the Prime Minister. The importance and contributions made by dual nationals cannot be denied. The patriotism of Pakistani citizens holding dual nationality cannot be doubted. The august Supreme Court has acknowledged the contributions of Overseas Pakistanis in numerous judgments […].

“Patriotism of a person who is a citizen of Pakistan cannot be doubted nor suspected unless the State can demonstrably and without a shadow of doubt establish otherwise. A person who holds dual nationality is indeed a citizen of Pakistan and thus his or her commitment to Pakistan and patriotism cannot be doubted. A Pakistani citizen holding dual nationality is thus not ineligible or barred from being appointed by the Prime Minister as a Special Assistant under rule 4(6) of the Rules of 1973.

“Moreover, interference by this Court would adversely affect the transaction of business of the Federal Government and prevent the Prime Minister from discharging obligations under the Constitution thus warranting restraint,” the judge noted.

SAPMs with dual nationalities
Penned by IHC Chief Justice Minallah, the decision had been reserved earlier today after the court heard the arguments in the case.

It had emerged last week that four special assistants to the prime minister held dual nationalities. These included Nadeem Babar (US), Syed Zulfiqar ‘Zulfi’ Abbas Bukhari (UK), Shahzad Qasim (US), and Tania S Aidrus (Canada and Singapore), the SAPMs on Petroleum, Overseas Pakistanis, Power Division, and Digital Pakistan, respectively.

The disclosure about the nationalities opened the floodgates with the opposition parties slamming the prime minister for inducting dual nationals in the cabinet.

‘I always was and shall be a Pakistani’
However, Aidrus — an ex-Google executive — had resigned on Wednesday “in the greater public interest” after criticism for holding Canadian nationality.

“Criticism levied towards the state as a consequence of my citizenship status is clouding the purpose of Digital Pakistan. In the greater public interest, I have submitted my resignation from the SAPM role,” she wrote on Twitter.

She added that she would “continue to serve my country and the PM’s vision to my best ability”, noting that it was an “honour and privilege” to serve him.

“I returned to Pakistan with the singular intent to contribute and develop the vision of a Digital Pakistan, a concept which you have always voiced and I share.

“I always was and shall be a Pakistani,” she added.

LAHORE: Movement for Restoration of Cricket and Associations (MRCA) on Thursday demanded resignations of Pakistan Cricket Board (PCB) Chairman Ehsan Mani and Chief Executive Officer (CEO) Wasim Khan.

In a statement, MRCA spokesperson Tariq Sarwar stated that Mani and Wasim should immediately step down because they had permanent residency in the UK and were dual nationality holders.

The MRCA spokesperson said that in a consultative process through videolink, a resolution was passed by the MRCA which demanded resignation of Mani and Wasim.

The resolution says: “This all Pakistan representative forum —MRCA — urged Ehsan Mani and Wasim Khan to immediately step down from their offices in the best interest of the game of cricket. Ehsan Mani is a holder of permanent resident permit of UK and Wasim Khan is a British national. As such both should resign from their offices.”

MRCA demand came on the heels of resignation of two key special assistants to the Prime Minister, Zafar Mirza and Tania Andrus, who resigned reportedly on account of having dual nationality.

Two more PM’s aides rumoured to be on the way out

ISLAMABAD: The federal capital is abuzz with speculation that at least two more top aides of Prime Minister Imran Khan are likely to be shown the door after Eid-ul-Azha.

The two aides occupy Ministries situated on the third and fourth floor of Block A, Pakistan Secretariat - offices of Petroleum Division are situated on the third floor whereas Commerce Ministry is housed on the fourth, fifth and sixth floors.

Prime Minister’s two aides - Nadeem Babar and Abdul Razak Dawood are businessmen and have business interests in different sectors.

Insiders claim that import of different non-medical items from India under garb of life saving drugs was made possible by both Abdul Razak Dawood, Commerce Advisor and Dr. Zafar Mirza, Prime Minister’s erstwhile Special Assistant on National Health Services and Regulations, who was removed from office on Wednesday. This has fuelled speculation that Dawood would be the next man out - a man who was also questioned by the Sugar Inquiry Commission which termed his arguments unsatisfactory.

However, another viewpoint is that Dawood is very close to the Prime Minister and has extended substantial financial support to him in his philanthropic activities including running of Shaukat Khannum cancer hospital, NUML University in Mianwali and now under construction Spiritual University in Gujar Khan.

Nadeem Babar, who has stakes in energy sector since long, is also very close to the Prime Minister as well.

ISLAMABAD: The Supreme Court was on Tuesday requested to declare the appointment of eight special assistants and one adviser to the prime minister as illegal and unconstitutional for holding dual nationality and order withdrawal of notifications appointing them to the coveted posts.

The petition in fact is an appeal against the July 30 rejection of the same by the Islamabad High Court. The appeal was filed by Advocate Malik Munsif Awan through his counsel Mohammad Ikram Chaudhry, who had challenged the appointments in the high court.

The appointment of those challenged in the apex court included Special Assistant to the Prime Minister (SAPM) on Petroleum Nadeem Babar, Adviser to the PM on Commerce Abdul Razak Dawood, SAPM on Power Division Shahzad Qasim, SAPM on Overseas Pakistanis Syed Zulfiqar Abbas Bukhari, SAPM on Political Affairs Shahbaz Gill, SAPM on National Security Moeed Yousuf and SAPM on Parliamentary Coordination Nadeem Afzal Gondal.

In its judgment, the high court had held that the prime minister was the chief executive of one of the most important organs of the state and had to perform multiple/complex functions and this onerous role of the prime minister described under the Constitution could not be performed by him alone.

Same plea was rejected by Islamabad High Court on July 30

“In order to enable the prime minister to transact business of the executive organ of the state, he ought to have the freedom to appoint officials or other persons for assistance. There is no restriction regarding the number of special assistants that can be appointed by the prime minster.

“There is also no restriction of appointing persons having dual nationality. The only restriction provided in the Constitution is under Article 63(1)(c) and it is confined to disqualification of a person from being elected or chosen as, and from being, a member of the Majlis-i-Shoora,” the high court had held.

The appeal before the Supreme Court argued that the Cabinet Division had recently issued details of assets and dual nationalities of 20 advisers and SAPMs, adding that the notification showed that of the 19 non-elected cabinet members, four SAPMs held dual nationality.

In addition, the SAPMs also owned properties worth millions of rupees both in Pakistan and abroad, the petition contended, wondering when so many enemies were trying to cap Pakistan’s nuclear assets, how could one expect to have unbiased and honest advice from the foreign nationals on matters pertaining to national security, economy, digitisation and planning, future prospects, political and parliamentary affairs.

The appeal questioned the mechanism devised to check the alleged pilferage of sensitive information on party of individuals who had taken the oath of allegiance to other countries and had access and were exposed to sensitive information vis-à-vis the country’s nuclear assets as well as development and economy.

The appointment of these foreign nationals also amounted to abrogation of the oath to the office of the prime minister which envisaged loyalty to Pakistan, the petition argued, adding that every public servant/office holder was trustee of the national interest. To secure sensitive information, the petition contended, it had become essential to remove the foreign nationals from the coveted posts.

Prime Minister Imran Khan appointed Special Assistant to Prime Minister (SAPM) on National Security Division and Strategic Policy Planning Dr Moeed Yusuf as the National Security Adviser on Tuesday.

The cabinet division issued a notification, confirming Dr Yusuf's appointment for the post. The SAPM also confirmed the news to The Express Tribune.

According to the communique, the designation will be equivalent to a federal minister.

On December 24, 2019, Yusuf was appointed as Special Assistant to the Prime Minister (SAPM) on National Security Division and Strategic Policy Planning and was given the status of Minister of State.

Yusuf is the associate vice president at the Asia Center at the United States Institute of Peace (USIP) . He is the author of Brokering Peace in Nuclear Environments: US Crisis Management in South Asia.

In October 2019, he was made chairman of Strategic Policy Planning Cell (SPPC) under the National Security Division (NSD).

The cell was formed to assist the government through research and draft policy recommendations on national issues.

Yusuf has done Masters in International Relations and PhD in Political Science from Boston University.

He was a research fellow at the Frederick S Padree Centre for the study of the longer range future at the Padree School of Global Studies at Boston University’s Political Science Department before joining USIP in 2010.

"Today, I leave extremely satisfied and content, most of all because I know that the NSA’s office and the NSD are vibrant institutions with an exceptional team that will continue to make Pakistan proud," Moeed wrote on his official Twitter handle.

He thanked Prime Minister Imran Khan for trusting him with the immense responsibility and allowing him to do justice to his role as the NSA.

"Few individuals are fortunate enough to get an opportunity to serve their country in a high office. Even fewer get to do so at my age. By the grace of Allah, not only did I receive this honour, but it has been an incredible two-and-a-half-year journey that I will always cherish," he said.

Moeed also thanked all others who allowed the office of the National Security Adviser and the National Security Division/Strategic Policy Planning Cell to contribute to the national cause.

"I am extremely grateful to my team for reposing trust in me when I was in office and ensuring that together we were able to achieve several milestones that will Insha’Allah have a lasting impact on the country."

Moeed's resignation came a day later President Arif Alvi dissolved the National Assembly on the advice of Premier Imran, hours after National Assembly Deputy Speaker Qasim Suri declared the opposition’s no-confidence motion “unconstitutional” and prorogued the house without voting on it.

The prime minister advised the president to dissolve the assembly under Article 58 of the Constitution.

Imran took the decision of sending the summary after accusing the joint opposition of working with the United States to overthrow his government.
