A proposal to assess the correct worth of a Test side

In my opinion.
A) Home performances.(10 points)
B) Away against weak 2 teams(10 points)
C) Away against top 3 teams(10 points)
Then take out an average of these three. That gives a fair position of an overall test team.
For eg.
Aus(1999-2008)
A) 9/10
B) 9/10
C) 7.5/10
So, overall 26.5/30= 8.5 points.
India (current)
A) 10/10
B) 9/10
C) 6/10
So, 25/30= 8.33.
Is this the fairest method?

Away against top 3 needs to have greater weighting.

"Fair" depends on whether you are just assigning 9/10 or 6/10 subjectively - or is there an objective metric used to assign these points?
