I don't love the way he has gone about it but he is not wrong. And frankly speaking, unless there is public pressure for PCB to change it ways, it won't do it and I do think change is required.
For one, owners should be actual owners of the PSL teams instead of basically leasing it. Other leagues around the world have owners actually owning the team and there is a reason why. The owner has an incentive to actually invest in the team, its brand, its facilities, its development program, medicals etc to make it as successful as possible. If you are leasing it, why bother when you can just lose the team as an owner one day and everything you've built is uprooted and everything you invested is flushed down the toilet.
PCB simply doesn't want to allow that because they can't stand not being in full control of it but seeing how poorly PCB operates, everyone should want this change. We see it every year, things are half-assed last minute and the league has completely stagnated in recent years when it should still be in the growing phase. Based on what Ali Tareen has described on podcasts, it seems like there is minimal staff that is even managing the PSL and simply just getting everyone together to even discuss, let alone resolve the issues takes forever to setup.
If there is any aspirations for PSL to be a big and stable league, then there are big changes that need to be made to modernize and professionalize it. You look at how North American leagues are run in Sports, or Football around the world and it's simply not a mediocre last minute setup like the PCB.
