Can T20 leagues produce an international class batsman?

Pakistan always had hard time producing quality batsmen, this problem has been exaggerated by continue to play in UAE (which is meant for 40+ years old, low and slow kills whatever talent you had) and now with putting too many eggs in the basket of PSL. From T20 to Test teams are selected on basis of PSL. There is some crazy thought process in Pakistani think tang in last few years.

A more fundamental Question is:

Has PSL/IPL produced a international class batsman? Or Can it produce?

PSL has been around 4 years now, IPL more than 10. Caribbean players are playing these T20 leagues all over the world for more than a decade. Quality of their batters have only gone down. Do we have any evidence of quality batsman coming out of any T20 Cricket??
 
Franchise cricket doesn't produce anything except entertainment & PSL is regressing in that department with each passing season just because of the poor quality of the pitches
 
Can't be expecting to find a proper technic batsmen out of a T20 league. That's not how it works.
 
Ahsan Ali looks real good to me as well that guy umar siddiq. but for world cup we need umer akmal
 
This is like asking whether an annual exam can produce a great student. The answer is no it is the year long hard-work that produces great students.
 
Playing Test and ODI cricket end up improving your skills and temperament, develop you as a player. But more T20 you play limited you get as a player. There is lot of mis-conception that PSL is going to give us player. This mis-conception is not only among fans but PCB is putting all eggs in PSL basket. Teams are getting selection based on PSL performance, not only for T20 and ODI but for test as well...
 
T20 leagues don't produce batters. You don't learn about batting from T20 cricket. Even the young Indian players who have done well in the IPL have good FC stats.
