Did Lahore Qalandars tamper with rules in PSL4 by playing Haris Rauf as an emerging player?

They kept on playing Haris Rauf as an emerging player when he was older than the limit for the emerging player. That being said it really didn't matter because they finished last anyways but still rules are rules.
 
Valid question but PCB makes and finalizes the lists of each category for draft. LQ must have requested Haris to be part of emerging category or PCB thought of it themselves. Haris was around 24 when the draft list of PSL 2019 took place which was more than 23 but, he never played FC cricket and LQ found him through their development program so I guess this much leniency should be allowed for having your own development program. I dont think other franchises have much issue as well.

He didn't play any domestic cricket before PSL. You can play 23+ as long as you haven't played any domestic cricket
 
Not only Haris, this year they have picked 27 year old Dilbar Hussain as their emerging player.

Dilbar is a good talent he bowls 140kph plus and swings the ball. Has a good yorker.

You can be an emerging player for 2/3 years. If a player is established and being classed as an emerging player it is a waste of a spot.

Players who are U23 but have been called up to the Pakistan squad before the category finalization process cannot be a part of the Emerging category. Additionally, U23 players cannot be part of a squad as an Emerging player for more than two years unless they have played three or less matches in these two years.

Rules seem OK to me. Two years isn't bad. Plus, automatic promotion to silver if they are selected for Pakistan.

Is he? I don't know that for a fact.

Perhaps there is some unwritten rule where players who haven't played any professional cricket before can be picked as emerging players, though I haven't heard about it previously.

It's unfair on other teams that a team can play a 25-year-old player as an emerging player whereas they have to play a player under 23.

Who is stopping them to start their own talent hunt programs and find hidden gems who have never played cricket in any PCB tournament? Then they might also be able to request and get leverage of year or so.

Other teams are more concerned about the performance of their team rather than useless talent hunts. Harris Rauf played in Australian club cricket and the standard of that is probably higher than Pakistan domestic.

LQ arranged for Haris to play club cricket in Aus, he was playing local cricket in Pak before that. Other teams are also doing decent job in selecting their emerging players and they had no concerns regarding Haris being 25 years of age when he played for LQ as LQ found him out of nowhere.

As I said in my first post, this much of leniency for a franchise with own talent hunt program and adding or trying to add talent to Pak cricket out of nowhere shouldnt be a problem especially when the players were in no way involved in any PCB setup or tournaments previously.

Looks like there is a rule allowing over-23 players, probably if they haven't played any professional cricket before the draft.

Haris Rauf last year wasn't under-23. Don't know Dilbar Hussain's age this year but he isn't under-23 either.
