Does PCB focus on performance based on consistency rather than past laurels?

Lately I am sensing this new trend where performances are judged by how consistent the players are rather than how many 50s or 100s a player has scored or taken wickets. Days of multiple come backs seems like taking a back seat and culture of "senior player"or "bhijaan" of cricket is coming to an end where a player would some how survive in the team and then start dictating terms on new players just because he has label of "senior player"or become the "bhijaan of cricket" by making multiple comeback and here and there kind of performance. I hope PCB sticks to consistency.

Problem is when they dont do that - fans say they have no clue and we dont have true talent to replace the oldies/seniors/tried and tested types.
 
Just a month ago we had 'seniors' in the team during the T20 WC. Even now, we have 'bhaijaans' in the Test team. I hope this culture is nipped in the bud, we have already suffered a lot due to this senior culture.
