To be raised in a country where the best facilities lie, where the best domestic setup is running every year, how has a team like England never raised up an ATG ODI bowler?

Australia is known for their fast bowlers, accurate, relentless, and then theres the magician Warne.

South Africa for their bouncy fast bowlers, consistent and deadly.

Pakistan for their swing and fast bowlers, producing the best offspinner of all time, Saqlain.

West Indies, even though they produce dross recently, they have produced some in the past, fearsome pacers.

Why not England, the big boy of cricket?

Are there any up coming bowlers who can attain ATG status or have massive potential?

That is what happens when batting capabilities are a criteria for selection as a bowler. Unless they find atleast three to four bowlers who can be selected only for their bowling skills they will continue to suffer. They will continue to be ranked somewhere in the middle tire

Yep, the likes of Woakes and Plunkett should be dropped simply because they can bat.
