Audit report 2019-20 finds corruption, irregularities amounting to Rs270bn

ISLAMABAD: The first audit report of the PTI government pointed out irregularities and corruption worth Rs270 billion in 40 government departments and ministries.

According to Geo News, the Auditor General of Pakistan has prepared the audit report of 2019-20 after conducting an audit of 40 government ministries and departments.

The audit revealed corruption and fake receipts in ministries and departments to the tune of Rs12.56 billion. It stated that recovery cases of Rs79.59 billion in federal ministries were reported and a record of Rs17.96 billion was not provided to the auditor general by government departments.

The report further said that Rs8.89 billion in corruption cases had been reported owing to weak internal controls and cases worth Rs152.20 billion were reported due to poor financial management.

The auditor general recommended that government institutions should not be allowed to undertake expenditures unless approved from the parliament and similarly, to not allow supplementary grants to these institutions without the parliament's approval.

He recommended that corruption cases should be handed over to investigative agencies.

Top auditor finds over Rs15tr irregularities by ministries

ISLAMABAD: The Auditor General of Pakistan (AGP) has pointed out irregularities of more than Rs15.67 trillion worth of public money by the federal ministries and divisions during the audit year 2018-19.

In its report laid before parliament as required under Article 171 of the Constitution, the AGP highlighted a series of violation of rules and regulations, weaknesses of internal control, misappropriation or overpayment of public funds and negligence. The funds audited were of the fiscal year 2017-18 which is described as audit year 2018-19.

The audit objections regarding the accounts of the federal government for the audit year 2018 are far greater (87 per cent) than the Rs5.8tr a year before, showing that financial control over public money has deteriorated instead of having been improved or the AGP office was too consumed in procedural niceties under the decade-old rules and regulations.

So in last year of PML-N there were 15 trillion of irregularities.

Khata hai tu lagata bhi hai, Avenfield mein.

Don't expect Mamoon and MRSN to come here.

Horrendous mess from Sharif & Co - good riddance.

So there is corruption of 270 billion in Madinah riyasat Pakistan?

Did Imran say he will end corruption or reduce it?

What happened to the following drama?

“When the leader is honest, the people below him are also honest”

So there is corruption of 270 billion in Madinah riyasat Pakistan?

Did Imran say he will end corruption or reduce it?

Yup, it's a magic switch located in the PM house. You push it and voila, all the corruption is eradicated for good.

Yawn, as usual corruption is perfectly alright when it comes to the PPP and PML N but not for PTI

Yup, it's a magic switch located in the PM house. You push it and voila, all the corruption is eradicated for good.

But that is what Imran claimed during his campaign and these are the statements that his fans did bhangra on with red and green paints on their face.

If you had listened to his speeches and dharnas, you would think he has the Harry Potter elder wand .

Let me summarize the “promises” Imran made during his campaign:

- I will eradicate corruption. When I take oath, the next day I will jail all corrupt politicians and officers.

- It will take 2 weeks for me to bring back $200b looted wealth to Pakistan.

- I will make Pakistan so prosperous that people from the west will come here for jobs.

- I will convert PM house and CM house into universities and libraries.

- I will rather commit suicide than beg others for money

_______________

Who asked him to play god?

His followers now say that all politicians make tall claims. But Imran categorically stated that he is not like other politicians and will keep up the promises.

So basically, he fooled the nation and thus deserves all the criticism.

There has been enough rona dhona on PMLN and PPP. The nation no longer wants to listen to that garbage.

It's a good start but the figures are far too high. Well done IK, you have started a long journey but IA you will succeed.

There has been enough rona dhona on PMLN and PPP. The nation no longer wants to listen to that garbage.

Uncle Tom you must be embarrassed to show your face on here. Look at a difference a year makes. As always your crooks destroy and loot and Kaptaan has to rebuild.

Although the irregularities are high, this is a massive reduction compared to previous years. Seems like Noon upped the corruption scale in their final years with passion.

The heart burn of the losers can be felt all the way here, this shows that Kaptaan is bringing tangible change.

This is an astonishing turn around. The passion from Kaptaan can be felt in the numbers. Still a long way to go,to make the PK we want but make no mistake, this is real change.

There has been enough rona dhona on PMLN and PPP. The nation no longer wants to listen to that garbage.

Then your godfathers should return the money instead of faking illness and sitting in London. Big liars.

Mamoon, So Uncle Tom what was done about the 15trl?,

We have heard enough rona dhona about the previous governments and their “mess”.

Focus on the 270b corruption that has happened in Naya Pakistan. Hiding behind “it is lower than previous years” will not work. That is not a good enough excuse or justification.

For perspective, that's a decrease of more than 98%. :inti

Does anything actually ever come out of these audits? Clearly it didn't in the past, seeing how the irregularities kept multiplying during PML-N's tenure.

Hopefully the current govt. is able to reverse that trend.

15.7 Trillion means 15700 Billions, Right ? or its actually 15.7 Kharb and not 15.7 Trillions ?

So there is corruption of 270 billion in Madinah riyasat Pakistan?

Did Imran say he will end corruption or reduce it?

If those figures are true then not sure how can you criticize for figures not being zero.

Just to put it in perspective, 270B is 1-2% of 15.67tn.

So there is corruption of 270 billion in Madinah riyasat Pakistan?

Did Imran say he will end corruption or reduce it?

Its not like you go to sleep with 1570 billion corruption and wake up in morning with ZERO corruption. Its your headache if you misunderstood pre election promises of IK.

What Mamoon is saying is this, when he 'prescribes' medicine, the results are instant. Patients are cured before they leave his surgery. Listen to him people!

Oh, great work IK!

Lol, you have no issues with Rs 15 trillion worth of corruption from the PML N and PPP but have issues with Rs 270 billion corruption from the PTI

PTI and it’s supporters use vague terms because they do not want to be held accountable.

They never say judge us after 2 years, 5 years or 10 years.

Or they never say that we will show results in 2 years, 5 years, or 10 years.

They always say “it will take time”, but this means absolutely nothing. It is only their tactic of ensuring that people do not hold them accountable for their actions.

Basically, PTI operates on two formulas:

Formula #1:

If anything good happens, the credit goes to PTI. If anything bad happens, the blame goes to PMLN/PPP.

There is actually a more detailed explanation of this formula with all the common excuses:

(a) PTI inherited a country that was in a bad state because of the previous governments.

(b) PTI could not find a good team. Apparently the logic that when you have a good leader the team is also good doesn’t work anymore. As a result, there is now infighting between PTI members and this has impacted the performance.

(c) There are “mafias” in the country that oppose Imran’s tabdeeli drive. Apparently, a new “mafia” emerges every month, and then we find out that the key players of these mafias were Imran’s ATMs during his election campaign.

The latest mafia in the news is the oil mafia. When they held back the supply and caused shortage, we were told that Kaptaan along with his Tiger Force would grab the oil mafia by the throat and destroy them.

However, Kaptaan bowed down to their demands and increased the petrol price. He didn’t just increase them; he triggered the biggest percentage increase in Pakistan history.

Kaptaan, the savior of the poor, would rather burden the poor people than upset his mafia friends.

(d) if not the mafias, it is the judiciary that seems to get in their way. The last honest judge was Saqib Nisar. Everyone else is corrupt.

(e) the people are stupid and ignorant. Apparently, they weren’t stupid and ignorant when you were doing dharnas to win their votes. During the ongoing pandemic, we have not seen a semblance of leadership from Imran.

It took him about 3 months to realize it is not a normal flu, and he and his government do nothing except give warnings, and then they say it is not our fault because people do not listen.

So if people don’t listen you will just sit and watch them die. Incredible leadership.

He has three achievements during this pandemic:

Achievement 1: he has collected an assortment of jobless losers who were bored at home during the lockdown and given them the title of Corona Tigers. I am yet to see a single white t-shirt wearing tiger in action, and we are yet to see how they have helped mitigate the crisis.

Apparently, these tigers will also help us fight climate change and battle locusts. Perhaps they would also help us capture Kashmir. Modi would shiver at the sight of these white knights.

Achievement 2: he has come up with creative names for lockdowns. First it was smart, then it was selective and now it is smart again. We are yet to hear what is the difference between a smart and a selective lockdown.

Achievement 3: Imran managed to ease restrictions at the worst possible time, i.e. the last week of Ramzan. The excuse? “Other countries also lifted restrictions at this time”. But in other countries, people do not go crazy with Eid shopping in the last week of Ramzan.

This unbelievable exhibition of stupidity allowed the virus to spread like wildfire.

(f) So Imran not only inherited a broken country, a poor team, mafias, corrupt judiciary and a stupid nation, he also has an unreliable tongue which seems to slip far too often.

We have heard the “it was just a slip of tongue” excuse 4 times now. His slips are getting more and more dangerous, and soon it will slip the entire country to a point of no return.

Formula #2:

By hiding behind the vague “it will take time”, PTI is cleverly positioning themselves to ensure that they escape all criticism.

If they spend 10 years and bring no tabdeeli, they will say that oh well we tried our best but the mess was too big to deal with.

But if they succeed in bringing tabdeeli, then of course they will take all the credit.

These days, PTI ministers have learned a new line: “Rome was not built in a day”.

Certainly, but Rome wasn’t built by charlatans either.

It wasn’t built by a foreign minister who sits cross-legged with an obnoxious turban on his head and cuts the hair of young women after casting a spell on them.

It wasn’t built by a science and technology minister who claimed that Pakistan sent the Hubble telescope to space and can’t differentiate between solar and lunar eclipse.

It wasn’t built by a minister of climate change who thanked Imran Khan for the increase in rainfall and snowfall and claimed that the ‘19’ in COVID-19 stands for 19 points or symptoms.

These are the specimen that Imran has unleashed on the nation to usher the era of Naya Pakistan, and we are supposed to believe that they are going to make a difference in the long run.

Yes let’s be patient and start doing bhangra. Nothing but a positive future awaits us under the tutelage of Imran Khan and these great leaders who will show us the way.

Amazing stuff by PTI...

IK doing an amazing job in an extremely difficult environment.

We have heard all this from you umpteen times previously in various threads but good work on compiling it all together once again, just in case someone missed out or wanted to read it again.

However, a quick search with Ctrl+F reveals that there is no mention of "audit" or "irregularities" in either of the posts so I'm not sure exactly how much relevance they have to the topic at hand.

Uncle Tom, you are in pain. You keep worshipping criminals, it's your destiny. Let us, the adults with morals talk about the significance of these figures. Even if these figures have a margin of error, that is some doing in 2 y4aes. Go to the Noora social media pages, and get a graphic or tweet to give you some consolation.

Rome wasn't built in day and where was you when everything was being looted and billions laundered abroad. All I remember of your posts is how good NS was, or SS is great, AZ is amazing, Billo is a future leader and some other moronic, immoral trash.
A start has been made, I am with you that 270bn is far too high but you didn't see trillions as a problem, so 270 in comparison is chicken feed.

If Mamoon is unhappy, you know the govt is doing something right

I think they need to kick on and make clean audits a part of the Ministers and civil servants terms of employment. The public then need to see the fruits of this in terms of more spending on projects.

Most of these are part of election rhetoric. It is difficult for even US or China to achieve some of those goals lol. We can appreciate that Imran did bring the corruption down by a large margin, credit to him..

Mamoon It's also important to remember that there is a time and place for bashing PTI.

On this occassion it isn't warranted because as others have mentioned 270bn is just under 2% (0.017% to 3 s.f.) of the irregularities done by the previous government (15.67 trillion).

98% drop should be commended if anything.

Unfortunately the PTI is showing incompetency when it comes to corruption as well.

Tbh, I would have taken around 20% as a solid start. This figure, even if we accept has a margin of error, is an amazing change. But 270 is a big figure for PK and we need to get that down. But the reason uncle Tom Mamoon was so distraught is because his narrative at the PTI not making any headway suddenly becomes worthless. Kaptaan has taken on the Sugar mafia, the petrol mafia has won round 1 but IA that is not the end of the matter.

Kudos to you for being objective.

The next step is widen the tax net and more work on the welfare programs.

Lol, i predict Mamoon will come and say that we will prefer Rs 20 trillion worth of corruption in exchange for competency

So there is corruption of 270 billion in Madinah riyasat Pakistan?

Did Imran say he will end corruption or reduce it?

This, ladies and gentleman, is what you get when you make things appear black and white instead of looking at things in a more nuanced and realistic way.

Wonderful stuff from PTI

Some posters on here put up with PPP and PMLN for decades yet expect miracles from Imran Khan in 3 years. It is truely laughable. Save your energy and dont bother debating with them, they arent interested in learning
