Well it's not about money but commitment which he already made to Hampshire.

Unfortunately committments need to change depending on the need of the situation.

It's already going to be a watered down joke of a PSL and Pakistan can't afford to lose their star bowler to an overseas league on top of that.

I'm sure it was tough for Shaheen but it's very commendable that he's choosing to be loyal to his country over the opportunity to play a more profitable and higher standard of cricket.
