How can states effectively eliminate gangs/mafias/cartels from societies?

Gangs/mafias/cartels are major problems worldwide. Innocent people often get harassed and even killed by these criminals.

How can states effectively deal with them?

Should they be executed? Should they be reformed? Should they receive harsher punishments?

I personally think harsh punishments and death penalties are justified for some of these criminals (if the crimes are severe).

This is great from El Salvador. This is one way to deal with some of these criminals.
 
strive for greater economic equality, whereever there is a large populace of very poor people living amongst a tiny populace of rich people, they will make themselves available to serve the needs of the rich which cannot be serviced in the legal econmy.

whether it is smuggling, trafficing, narcotics, primiarly the end users are significantly richer than the the foot soliders who run these operations.

the other way is to accept that people with means will always be above the law, therefore excessive legal restrictions are inherently prejudiced against the poor. most countries with such issues tend to have laws which are to expensive to enforce.

I agree with your suggestion.

It can work to an extent.

But, there are some genuinely bad people. They often never learn and keep on committing crimes. These folks should be put down to protect innocent people.

yes, some people are sociopathic, but you asked about gangs, mafias, cartels, these are all analytical and logical businesses which happen to operate on the wrong side of the law. violence is a means to an ends for them, which is making money.

as far as natural sociopaths go, its difficult to say, because its very difficult to identify them until they commit suich a crime, and you cannot pre emptively act against these individuals until they have commit a crime.

quite a lot of them are very high achieving people, who find non violent ways to control and exploit people too.
