How much do you agree with I.F. Stone's statement that all governments lie?

You can see that many time state narratives are based upon a lie.

In Pakistan we have paid for falsely held state narratives regarding Jihad and war on terror.

Lyndon Johnson's blatant lie resulted in Vietnam war which although beneficial to military-industrial complex costed thousands of unfortunate deaths.

Not very long ago Bush's mantra of WMDs and the Iraq war disturbed the whole middle east and this anarchy spread to other parts of the world too.

A research also shows that although Hitler's regime in Nazi Germany was dictatorship in essence still it was highly popular in Germany.

Similarly, it came to light afterwards that John F Kennedy's fear of Russian space prowess was ill founded and cold war mantra of evil empire somehow overblown.

I would like some serious discussion from PPers here on this topic.
 
Sometimes it's the opposite for example India gave into China's friendship talk and was so unprepared that it cost us forever to recover.(anyone can correct me if it's the opposite)

Similarly USA wasn't well prepared w.r.t Japan and paid the price ,it's not great to have propaganda by govt on their population but sometimes it might be a requirement.

W.r.t propaganda Libyan dictator was always cautious of Western powers and looks like his fear was not without cause seeing the way Libya suffered.

I don't understand how does it relate to government's propaganda to its own population?
