Cricket is about winning not hurting players. But, then you could also win by taking down players but how often would you do that. Pace is good for intimidating batsmen but won't necessarily get you wickets.

He would be boom or bust for sure. Either going for 10-12 runs per over or ending with 3-4 wicket hauls. Certainly not going to be consistently bowling economically with 1-2 wickets per game.
