IIOJK redrawn constituencies give Hindus greater representation

India published on Thursday a new list of redrawn political constituencies for Indian Illegally Occupied Jammu and Kashmir, giving greater representation to the Muslim-majority region’s Hindu areas and paving the way for fresh elections.

Anticipating protests, the government put many political leaders under house arrest and cut off internet connections when it announced the move to split the state. IIOJK originally comprised the mainly Muslim Kashmir Valley, the Hindu-dominated Jammu region, and the remote Buddhist enclave of Ladakh.

The government said a delimitation commission had finalised 90 assembly constituencies for J&K, excluding Ladakh, with 43 seats for Jammu and 47 for Kashmir. Earlier, Jammu had 37 seats and the Kashmir valley 46.

The commission, whose report has been rejected by J&K's Peoples Democratic Party, said it had been difficult to accommodate competing claims from various sides, citing in a statement the region's "peculiar geo-cultural landscape".

Indian Home Minister Amit Shah said in January that elections would be held in J&K soon after the delimitation process was completed. He also promised to reinstate its statehood once its "situation became normal".

The Jammu Kashmir National Conference, which has governed the region, said it was studying the implications of the move that has been championed by Modi's Bharatiya Janata Party (BJP).

"No amount of gerrymandering will change the ground reality, which is that whenever elections are held the voter will punish the BJP and its proxies for what they have done to J&K over the last 4 years," the National Conference said on Twitter.

The BJP said on Twitter it would change J&K's image and future for the better if voted to power.

Pakistan has categorically rejected the report of the so-called ‘delimitation commission’ for Indian Illegally Occupied Jammu and Kashmir (IIOJK).

The Indian Charge d’Affairs was called to the Ministry of Foreign Affairs Thursday and handed over a demarche conveying the Government of Pakistan’s categorical rejection of the report of the so-called ‘Delimitation Commission’ which was aimed at disenfranchising and disempowering the Muslim majority population of Indian Illegally Occupied Jammu and Kashmir (IIOJK), a press statement by the Foreign Office stated.

The Indian side was conveyed that this entire exercise was "farcical and had already been rejected by the cross-section of political parties in IIOJK". Through this effort, India only wanted to lend ‘legitimacy’ to its illegal actions of August 5, 2019, the FO statement read.

It was emphasized that the ulterior motive of the Indian government was evident from the fact that, under the garb of so-called delimitation, the representation of Muslims in the re-designated constituencies had been reduced to their disadvantage.

"This shattered the rationale pushed by the Indian government that the ‘delimitation effort’ was aimed to ‘empower’ the local population. However, in reality, the new electoral boundaries would further disempower, marginalize and divide the people of the occupied territory. It would only pave the way for installing yet another puppet regime backed by the BJP-RSS combine" the statement read.

It was underscored to the Indian Cd’A that the Jammu and Kashmir dispute was an internationally recognised dispute and a long-standing item on the agenda of the UN Security Council.

The FO statement emphasised that any illegal, unilateral and mischievous attempt by India to allow disproportionately higher electoral representation to the Hindu population to the detriment of the Muslim population, is a mockery of all norms of democracy, morality and India’s obligations under the UN Security Council Resolutions and international law.

It was also stressed that the Indian government must refrain from bringing about any illegal demographic changes in the occupied territory, stop forthwith its oppression in the IIOJK, and let the Kashmiri people determine their own future through a free and fair plebiscite under the UN auspices as enshrined in the relevant United Nations Security Council resolutions.

Anantnag (Jammu and Kashmir) [India], May 6 (ANI): Former Jammu and Kashmir Chief Minister and Peoples Democratic Party (PDP) president Mehbooba Mufti on Thursday slammed the final delimitation order and said that the commission has become an “extension of the Bharatiya Janata Party (BJP)”.

She further added that the commission was set up to disempower the people of Jammu and Kashmir.

“What delimitation? One that has become an extension of the BJP? That overlooked the basis of population and acted as per their wish. We outrightly reject it. We don’t trust it. Its recommendations are a link to the abrogation of Article 370 – how to disempower the people of J&K,” Mufti told the media persons.

Further, she said that what is happening across the country today is a matter of concern. The atmosphere that is being created, especially against the minorities, is not being created by goons but BJP governments are supporting the ‘Gunda elements’, she added.

“In Jahangirpuri (Delhi), bulldozers worked for 2-2.5 hrs despite Supreme Court’s directions. BJP weakened institutions to such an extent that a municipality refuses to accept Supreme Court’s directions. Saw atrocities in J&K in the last three years. Things start here and then propagated elsewhere in-country,” she added.

Earlier today, the Delimitation Commission finalised the final delimitation order for Jammu and Kashmir on Thursday which has paved the way for assembly polls in the Union Territory. The delimitation order will come into effect from the date notified by the central government.

As per the final Delimitation Order, out of the 90 assembly constituencies, 43 will be part of the Jammu region and 47 of the Kashmir region.

Nine seats have been reserved for the Scheduled Tribes (STs) for the first time – six in the Jammu region and three in the Kashmir Valley.

Seven seats have been reserved for Scheduled Castes. The constitution of the erstwhile Jammu and Kashmir state did not provide for the reservation of seats for the Scheduled Tribes in the legislative assembly.

All five parliamentary constituencies will have an equal number of assembly seats for the first time. Jammu and Kashmir have been treated as a single entity for the purpose of delimitation.

Chief Election Commissioner Sushil Chandra said one of the parliamentary constituencies has been carved out combining the Anantnag region in the Valley and the Rajouri and Poonch of the Jammu region.

By this reorganisation, each parliamentary constituency will have an equal number of 18 assembly constituencies each.

Chandra said the Commission ensured that every assembly constituency shall be contained entirely in one district and the lowest administrative units – patwar circles (and wards in Jammu Municipal Corporation) were not broken and were kept in a single constituency. (ANI)

If people remains the same and places remains the same, how can it be greater representiave of particular community? No matter however you divide, there will plus and minuses. The overall effect is zero.
