A medical fitness certificate of PTI Chairman Imran Khan, prepared by the Pakistan Institute of Medical Science (Pims) post-arrest and released to the media on Friday, claimed that the former prime minister appears “under stress with anxiety symptoms” and had “little insight about the seriousness and reality of the current situation”.

The report — prepared by a five-member Pims panel of Dr Rizwan Taj, Dr Sajid Zaki Chowhan, Dr Irshad Hussain, Dr Asfand Yar Khan and Dr Syed Mehdi Hassan Naqvi — was shared by Health Minister Abdul Qadir Patel in a press conference.

He said the report showed the results of Imran’s tests conducted while he was under the National Accountability Bureau’s custody earlier this month. The PTI chief was whisked away from the Islamabad High Court premises by paramilitary forces on May 9, leading to violent protests nationwide.

The report, a copy of which is available with Dawn.com, said there was “extensive anger/anxiety about the events happening in the last few weeks.

“The mental stability is questionable. There are some inappropriate gestures,” it added.

However, the certificate also declared Imran’s higher mental function to be “intact”, clinical status as “stable” and termed him “fit” for detention by the accountability watchdog.

Talking to the media in Karachi today, Patel said: “The medical report says, ‘When we analysed him and examined him, his behaviour wasn’t that of a mentally fit and sane man but questionable and some actions were such that a normal sane man wouldn’t do those’.”

He also said that Imran’s medical tests had no mention of a fracture on the ex-premier’s leg. It should be noted that the PTI chief sustained bullet injuries in his leg during an assassination attempt in Wazirabad last year.

However, Patel claimed that contrary to Imran’s claims, he did not have a fracture in his leg. “Why did he then carry around a plaster on his leg for the past five to six months?”

The health minister said that he would write a letter to the Pakistan Medical and Dental Council — which he claimed is the regulatory body related to hospitals and doctors and had a disciplinary committee present to take action against fake and wrong practices — seeking summons for the doctors who had recommended a plaster on Imran’s leg.

The health minister also alleged that the initial report of Imran’s urine sample showed the presence of toxic chemicals, “the likes of alcohol and cocaine”.

But he said the government would not reach any conclusion until the proportions and concentrations of the sample’s constituents did not arrive.

After that, the health minister said, possible action such as the registration of a first information report could be taken against Imran.

PTI to pursue legal action against Patel

Hours after Patel’s conference, the PTI issued a sharp rejoinder and said that it would pursue legal action against the health minister.

“Imran has approved bringing the health minister, NAB, health ministry and Pims doctors to justice,” a statement issued by the party on Twitter said.

The PTI said its legal team, under Barrister Abuzar Salman Khan Niazi, had initiated preparations and action would be taken against Patel under defamation and other laws.

Meanwhile, PTI’s Farrukh Habib termed Patel’s claims examples of “shamelessness and vulgarity”.

Habib said the PTI would not “tolerate any more nonsense” or permit it.

Abdul Qadir Patel ran off after being tried for anti-terrorism charges. He returned, the court adjourned but he isnt clear. A man on such charges , goes onto make such dumb claims. Obviously his aim is for the charges to be dropped and this was his work in helping his cause.

They may as well had someone like Dr Harold Shipman doing the presser.

Well, when Imran was arrested he did got hit on his head and was half unconscious. In this state they took his medical examination and are now declaring him mentally unfit.
Also, if this health minister claims this report is authentic then he should immediately be arrested for making someone's medical record public. It's unethical and a crime to disclose a person's medical report. Plus tampering with it.
I myself had worked as an Application Support Analyst in an IT department of a hospital in Dubai and we as employees had to sign a consent that disclosing any patients medical record which includes his diagnosis or even his/her MRN or Encounter number will result in immediate termination. These are highly secure data.

Senior journalist Abbas Nasir urged the stakeholder to do better: “Surely, PPP could do better than to use this so-called ‘medical report’. Seriously, at least think about your own respect,” he tweeted.

Political analyst Mosharraf Zaidi termed the certificate a “joke of a letter” and questioned the quality of doctors who put together the reports.

“Forget former PM Imran Khan’s blood tests and the quality of doctors that would put together that joke of a ‘letter’.

Zaidi also seemed to criticise Patel’s competence as the health minister. “Just take a moment to breathe in the reality of Abdul Qadir Patel as Health Minister.

“A very elaborate and cruel simulation is being enacted,” he wrote.

Journalist and ARY TV show host Maria Memon discussed the medical report on her show, questioning the standard of ethics and seriousness of the doctors who signed the report as well as of Patel, who held a press conference “to discuss the urine sample of a political opponent.”

“If you consult medical experts about the report — both in Pakistan and abroad — they call it a joke.”

“I wish Qadir Patel had consulted someone about what the report even says. On the first page, Imran Khan’s higher mental function is intact, but on the second page, the mental function suddenly deteriorates… How is there such a big difference in the contents of page one and page two?” Memon questioned.

Lawyer Abdul Moiz Jaferii said, “We are not a serious country. What kind of a doctor would sign this? What are you telling the world?

“His higher mental function is ‘intact’ and he is ‘fit’ for nab custody on page 1 but his mental stability is questionable on page 2.

Jaferii dubbed the entire situation “a clown show.”

PTI Chairman Imran Khan on Tuesday sent a Rs10 billion defamation notice to Health Minister Abdul Qadir Patel after the latter held a press conference claiming, among other things, that the ex-premier’s mental stability was questionable.

Last week, the government had shared the confidential medical reports of Imran’s tests, supposedly conducted while he was in custody earlier this month, claiming that no fracture was found on his legs while traces of alcohol and an illegal drug were found in his urine sample.

The details were shared by Patel at a press conference in Karachi. The minister had described the PTI chief’s medical report as a “public document” and stated that he didn’t need anyone’s permission to release it.

However, politicians and analysts had pointed out the glaring contradictions in the report. While the report claimed that Imran’s “mental stability is questionable”, elsewhere it had declared his higher mental function to be “intact”, clinical status “stable” and deemed him “fit” for detention by the National Accountability Bureau (NAB).

The notice served to Patel, a copy of which is available with Dawn.com, was sent under Section 8 of the Defamation Ordinance, 2002 for circulating “wrongful, baseless, false, misleading, erroneous, malicious and defamatory” information in his May 26 press conference.

“The press conference was watched in Pakistan as well as all over the world through electronic media channels, YouTube and various other social media platforms. Moreover, details regarding the press conference were also published in newspapers nationally as well as internationally,” the notice said.

The notice said that Imran had sustained a head injury on the day of his “illegal arrest” on May 9 but there was no mention of it in the medical report.

It said that the medical report had emphasised “a lot” on Imran’s mental state but no details were provided of an examination being conducted in this regard.

The notice said that Patel made the remarks “knowingly, consciously, willingly, deliberately and maliciously”. It added that the minister’s remarks were also in “violation of the standards and ethics which [a] member of the federal cabinet must possess.”

It said that Patel’s defamatory claims had caused damage to Imran’s good will, “injury to his reputation”, and had adversely affected his “honour”.

“Likewise, you (Patel) have also caused emotional trauma, mental agony and anguish and distress to our client (Imran),” the notice added.

The notice called on Patel to retract his statements “in the same mode and manner in which you made them in the first place” and tender an unconditional apology and admit “you have misstated”.

It also called on the minister to pay Rs10bn, which would be donated to Shaukat Khanum Memorial Cancer Hospital and Research Centre, for defaming Imran and levelling false allegations against him. It called on Patel to refrain from making further defamatory comments.

The notice said that Imran would be compelled to initiate legal proceedings if the minister failed to take the aforementioned steps within 15 days.

PTI Chairman Imran Khan’s blood and urine test reports as available with the National Accountability Bureau (NAB) do not even hint at any use of alcohol and cocaine. An informed source in the Bureau told The News that the medical reports of Imran Khan do not endorse what Federal Health Minister Abdul Qadir Patel alleged a few days back.

The source said that the medical reports, which the source claimed to have read, instead show all his health signs normal. He said that the blood and urine samples of Imran were collected when he was under NAB’s custody and for the same reason the reports of these samples are the property of NAB.

“The medical reports as available with NAB do not endorse what the health minister alleged,” he said.

The health minister, in a press conference that he addressed a few days back, had alleged that the medical test of Imran, done when under arrest in a corruption case, showed the use of alcohol and cocaine.

Patel referred to the report prepared by a panel of five doctors. He said that the initial medical report revealed the use of “toxic chemicals” such as “alcohol and cocaine”. The health minister, who said the government would make Imran’s medical report public, had also claimed that PTI chief’s mental stability was questionable.

Independent medical experts have already rejected the accusations of the health minister and found the allegation “not only laughable but also unfounded”.

Geo’s anchorperson Shahzeb Khanzada said in his show last week that at least three doctors with whom the report and the health minister’s press conference were shared, declared Patel’s claims to be “laughable and unfounded”.

They said that a urine sample report is usually shared within a few days; it was surprising that the health minister had taken 17 days to share the report which was only a preliminary one. The health minister had said that “once the detailed report comes”, it would be sent to the police.

“The doctors said that the claims made by the health minister could not be substantiated by the report,” Khanzada shared. The doctors said that while the health minister had claimed Imran was mentally unstable, the report itself claimed otherwise.

Now the PTI chairman has served a defamation notice to Health Minister Patel after the latter disclosed that “traces of alcohol and cocaine were found in the former premier’s urine analysis”.

After sending a defamation notice to Health Minister Abdul Qadir Patel for making “false” claims about his health, PTI Chairman Imran Khan has now also sent a similar notice to Dr Rizwan Taj — the doctor heading the Pims medical board that prepared and released the ex-premier’s medical report.

The notice stated that the information shared in the report, of Imran’s tests conducted after his arrest on May 9, was “false, untrue, baseless and defamatory in nature”.

It asked Dr Taj to pay Rs10bn for “deliberate and malicious representations through the preparation of a fabricated and false medical report of the client”.

The notice, dated May 30, also called on the doctor to make a public apology to Imran, both on national and international media, on “account of the reputational damage caused” by the report.

It warned that failure to do the above within 14 days will result in legal proceedings being initiated against the doctor, possibly including proceedings under the Defamation Ordinance 2002, criminal proceedings and filing of a complaint against him before the Pakistan Medical and Dental Council and other relevant forums.

Federal Minister for Health Abdul Qadir Patel has found himself sandwiched between his own party's ire and a rival party's legal firepower as the Pakistan People’s Party (PPP) has served him a show-cause notice, while PTI chairman Imran Khan fired back with a Rs10 billion defamation notice over a fiery press conference.

Surprisingly, the PPP has issued a show-cause notice to its health minister for not taking the party into confidence before holding a news conference against the PTI chairman on May 26. During the conference, Patel had claimed that "traces of alcohol and cocaine were found in the former premier's urine analysis".

Patel had held the presser on Imran's medical report, which was taken after he underwent an examination at PIMS hospital following his arrest on May 9 in the Al-Qadir Trust case.

Sources familiar with the matter revealed that the PPP chairman's office has issued the show-cause notice to the health minister and expressed extreme displeasure, as the minister held the press conference on his own without first bringing it to the party's attention.

"The chairman's office is not happy with Patel's press conference and has not only expressed displeasure but also issued a show-cause notice to him," a source in the PPP told The Express Tribune. The PPP leader stated that "the party was not consulted before the presser," and that "he (Patel) did it on his own”.

Through the show-cause notice, the sources said that Patel has been directed to explain his position within a week's time. A PPP lawmaker explained that taking the party leadership into confidence is crucial, as the party has to move forward on different platforms and defend its position when necessary.

Just as the PPP issued a notice to Patel, Imran also sent him a hefty defamation notice regarding the "dissemination and circulation of wrongful, baseless, false, misleading, erroneous, malicious, and defamatory information" against him during the press conference.

Faced with a dual deluge of notices from his own party and the rival party, Patel met with Pakistan Muslim League-Nawaz (PML-N) Law Minister Azam Nazir Tarar on Tuesday in the parliament, presumably to consult over the double whammy.

Patel met Tarar in Minister for Commerce Naveed Qamar's chamber but did not stop to answer any queries when they walked out of the chamber. Usually, Patel is among the outspoken lawmakers, but he did not say anything on Tuesday before the assembly's session.

During the press conference, Patel, while referring to the initial medical report, claimed that Imran's "mental stability is questionable." Reading from the report, Patel said that Imran had little insight into the seriousness and reality of the current situation.

In response to the press conference, Imran, through his counsel, sent a defamation notice to Patel, stating that his remarks were made "knowingly, consciously, willingly, deliberately, and maliciously, which is highly irrational and goes against the principles of ethics and morals."

The notice demanded that Patel retract his statements, tender an unconditional apology, pay Rs10 billion for defamation, and added that the money would be donated to Shaukat Khanam Memorial Cancer Hospital. Non-compliance would result in legal proceedings.
