India wary as China plans to deploy own security personnel in Pakistan

New Delhi: The People’s Republic of China’s (PRC) plan to deploy its own security personnel to guard its citizens and assets in Pakistan has alerted India, with New Delhi closely monitoring the development to take timely diplomatic action to prevent any such move by Beijing.

“If required, India will spare no effort to register its protest officially with Pakistan and China,” highly-placed diplomatic sources told The Sunday Guardian. Sources said that China has already made a formal request seeking to deploy its own security company to guard its citizens and various projects as well as assets in Pakistan. “The reason Beijing has cited for this plan is recent attacks against its citizens and projects in Pakistan,” sources added.

China is sending huge funds to Pakistan under the Belt and Road Initiative (BRI), but the project’s safety is of paramount concern for the Chinese government, given recent terror attacks against Beijing’s interests there. Top diplomatic sources told this newspaper that China’s senior diplomat Yang Jiechi, who is known to be the country’s top troubleshooter, discussed this issue with Pakistan’s Prime Minister Shahbaz Sharif and Foreign Minister Bilawal Zardari Bhutto in Islamabad.

“Indian diplomats were closely following the development,” sources said. “China’s plan to deploy its security company guards in Pakistan also figured during the talks in Islamabad,” sources said, adding,
“The indications are that Pakistan has not yet given its go-ahead for the Chinese plan, but Beijing is continuously stepping up pressure on Islamabad which is already in the grip of China due to heavy debts.” “Beijing will continue pushing for this and Pakistan will finally relent,” an official said.

The Chinese Ministry of State Security recently asked Pakistan to allow a Chinese security company to deploy guards there. The proposal is said to be under consideration in the Interior Ministry in Islamabad. What pressed the alarm button in China is that 10 Chinese people were killed last year in an attack on a bus in the northern city of Dasu.

This year’s attack on Chinese instructors at the Confucius Institute in Karachi prompted China to try and finalise the plan to deploy its guards. “For this it is mounting pressure on Pakistan,” sources said.

Diplomats in India believe that if it happens, then it will be a kind of “China’s Pakistani outpost”.

In fact, Beijing wants to expand its strategic role in Pakistan and it will do so under the pretext of giving security to its citizens and projects there, they said. Experts of foreign affairs said that it will be a direct security threat to India if Chinese company personnel are deployed.

“On the pretext of protecting BRI interests, China has been implementing its dirty agenda of increasing its foothold in various countries and Pakistan is one of them, ‘’ an official said. Sources informed that diplomats and officials of Ministry of External Affairs and Ministry of Home Affairs and other security establishment experts are closely following the developments.

The global community is also expected to take a view of the same so that there is a collective effort to pre-empt any such Chinese plan, sources said.

“US has already taken every single update on this development, as its diplomats in Islamabad have even formally sought inputs from their Pakistani counterparts,” sources added. Pakistan has given information that it has denied entertaining China’s request on guard deployments, sources said.

Why is this India-centric news? If China has to deploy its own security in another country to protect its workers, it’s Pakistan that needs to clarify why there is no trust in their police/intelligence/security agencies.

Probably going to start an Ind-Pak flame war but am I too off with that?
 
China is right to do this if Pak security can't look after them. I don't see anything wrong in this at all.

Expect a lot of cases of Raymond Davis type gun downs , security forces running over people and possible use of women for services and abuse that's what happens when you invite foreign armies on your soil especially ones who are alien to cultural norms of a host country
 
So the start of Chinese take over of Pakistan has now officially been announced.

Pakistan looks like it is digging a bigger hole for itself...

We are not inviting Chinese soldiers to Pak at all. I think the Chinese just want their own security teams here.
 
China should take over Pakistan altogether.
Been saying this for years now.

We don’t need any Pakistani leader or political party or the army, to run this country - we tried it all in the last 70 odd years and we failed miserably at every single count.

Freedom is like a loaded gun - if you give it to a monkey, it will shoot itself in the foot.

And this is exactly what we have done with our country.
Failure after failure after failure in a down spiral motion - and here we are after 75 years - Standing proudly at 140 on the scale of honesty under a national debt of $200 BILLION with no water, electricity, gas, law n order, safety and security to the public, and every single institution being corrupt to the core.


This is best for all that China takes over.

And no, we don’t have any islam or emaan so don’t worry about losing it if you fear that China will treat you like Uigurs - you’ve got nothing to lose.
 
China lauds security measures for its citizens
Islamabad, Beijing agree to enhance cooperation in law-enforcement domain

ISLAMABAD:
Beijing on Sunday appreciated and acknowledged the measures taken by Islamabad to ensure the safety and security of its projects and personnel in Pakistan as well as the efforts made towards unearthing the terrorists and their facilitators targeting Chinese nationals.

Additionally, Pakistan and China in-principle reached an agreement on various joint measures that includes furthering cooperation in the law enforcement domain. It also includes capacity building of the law enforcement agencies.

Islamabad and Beijing also agreed to the need for countering the agendas of the hostile elements in ensuring safety and security of Chinese personnel and projects in Pakistan through mutual efforts.

The acknowledgment came and decisions were made during the 9th meeting of the Joint Working Group on Safety and Security of the China Pakistan Economic Corridor (CPEC) held at the Chinese Embassy.

The meeting was co-chaired by Special Secretary Ministry of Interior Saif Anjum and the Chinese ministry of public security director general. Ambassador of China to Pakistan Nong Rong was also present in the meeting.

“It was reiterated that ensuring safety and security of CPEC projects in Pakistan is of immense significance in furthering the bilateral relations,” an official statement read.

“In order to further enhance the prospects of bilateral relations, [an] in-principle agreement had been made on various joint measures including furthering cooperation in the law enforcement domain and capacity building of the law enforcement agencies,” it added.

Both sides also mulled over the proposal of establishing a separate joint working group for the security of non-corridor projects.

“[Islamabad and Beijing] agreed to the need of countering the agendas of the hostile elements in ensuring safety and security of Chinese personnel and projects in Pakistan through mutual efforts,” the statement added.

Earlier this year, China's most senior and influential diplomat Yang Jiechi, a member of the Politburo of the Central Committee of the Communist Party of China (CPC) and director of its Central Commission on Foreign Affairs, had visited Pakistan.

Reportedly, he was on a special mission against the backdrop of Chinese concerns over the security of its nationals in Pakistan after the increased attacks against its interests and personnel.

It was said he had come to discuss two main issues: security of Chinese and dues of Chinese companies particularly in the power sector. However, officials had back then said China said it could compromise on the issue of dues but it would never be on the security of its national.

China was particularly concerned over the lack of progress in investigation into the Karachi University attack in April in which three Chinese teachers were killed. It wanted progress into the case and persecution of those behind the attack.

Sources had claimed at that time that the top Chinese official was informed that the mastermind of Karachi University attack was arrested and another suspect killed.

It was said the Karachi University attack was claimed by Majid Brigade, a wing of Baloch terrorist organisations formed especially to target CPEC and Chinese interests in Pakistan.

China shares Pakistan’s concerns that Majid Brigade is being backed by external forces, including India.

Because of increased attacks on its nationals, China wanted to bring its own security but the proposal was not acceptable to Pakistan as it had assured Beijing to ensure foolproof security for its nationals.

On July 29, the Chinese ambassador to Pakistan had called on Chief of Army Staff (COAS) Gen Qamar Javed Bajwa at the GHQ.

During the meeting, matters of mutual interest, defence collaboration, progress on CPEC and regional security were discussed in detail.

The COAS had said that Pakistan valued China's role in global and regional affairs and the country looked forward to enhancing the strategic partnership.

The army chief had reiterated that Pakistan remained committed to cooperate with its international partners for peace and stability in the region.

Ambassador Rong had thanked the army chief for the special measures taken for provision of safe and secure environment for Chinese personnel employed on various projects in Pakistan and efforts towards regional stability.

He had also assured to play his role for further improvement in diplomatic cooperation with Pakistan at all levels.

The understanding was reached during the 9th meeting of the Joint Working Group on Safety and Security of China Pakistan Economic Corridor (CPEC), in Islamabad. During the meeting, both sides reiterated that ensuring safety and security of CPEC projects is of immense significance in furthering the bilateral relations.

The Chinese side acknowledged the measures taken by Pakistan for safety and security of Chinese projects and personnel in the country. They also appreciated the efforts made towards unearthing the perpetrators and facilitators of terrorist incidents targeting Chinese nationals in Pakistan. The meeting also discussed proposal of establishing a separate Joint Working Group for security of non-corridor projects.

Pakistan rejects Indian propaganda on Neelum-Jhelum project

ISLAMABAD: Pakistan on Thursday rejected as baseless an Indian propaganda that Chinese engineers and staff have abandoned repair of the 969-megawatt Neelum-Jhelum hydropower project.

Foreign Office spokesperson Asim Iftikhar told a weekly press briefing that India was once again churning out false and baseless reports about the hydropower project. He said a fault was detected in the project and is currently undergoing remedial works for which the entity concerned, Gezhouba Group of China, has been contacted.

He said the group has alrea**dy attained full mobilisation at the site and at present the work was proceeding smoothly without any interruption and completion of the project was expected in 2023.

The FO spokesperson said there was no truth in any report of work stoppage or so-called abandonment. He said these reports were aimed at misleading the public as well as part of malicious propaganda meant to fuel controversy around Pakistan-China relations. He said such efforts will not succeed, as all-weather strategic cooperative partners were fully committed to strengthening bilateral cooperation for the benefit of both countries and people.

Answering a question about the presence of a UN-designated individual in Afghanistan, Mr Iftikhar said the person was a proclaimed offender and wanted in numerous terrorism-related cases in Pakistan. He said Pakistani authorities have formally raised this issue with the relevant Afghan interlocutors on multiple occasions. He said Pakistan as well as the international community have sufficient reasons to believe that there were still pockets of ungoverned spaces in Afghanistan that have been used by terrorist groups as safe havens.

The spokesperson said multiple deadly cross-border terrorist attacks from Afghanistan only increase these legitimate concerns. He urged the Afghan interim authorities to take concert and verifiable actions to deliver on the assurances they have given to the international community that they will not allow anyone to use Afghan soil against any country.

About the continuing grave human rights and humanitarian situation in India-held Kashmir, he said unabated wanton state-terrorism by Indian occupation forces resulted in martyrdom of three more young Kashmiris in fake encounters in the occupied valley. This brings total extra-judicial killings to 670 since Aug 5, 2019 and to 150 since the beginning of this year.

“Today the Indian Illegally Occupied Jammu and Kashmir (IIOJK) is the world’s most heavily militarised zone, which has in fact been turned into the world’s largest prison — where people are not allowed to speak freely; APHC leadership, youth, journalists, civil society and human rights defenders are jailed and silenced,” he added.

He urged the international community to call upon India to end its gross and systematic violations of human rights in IIOJK, revoke its illegal and unilateral actions since Aug 5, 2019, and free all political prisoners, including the true Kashmiri leaders.

Politicking aside, having Chinese military in Pakistan may not be a bad thing for India . It stabilizes the region, creates a more secure environment for business to thrive in the region. Chinese will always be interested when there is a business opportunity regardless of all the rivalry and skirmishes.
