Would it be a good idea for countries to have an exchange program where the best domestic sides play in each other's domestic season? Gujarat playing division one cricket and Essex play in the Ranji Trophy?

Has something like this already been tried? If not, what are the obstacles?

I know that the A teams already play against other teams, but this would mean playing a full season as opposed to a couple of 4 day games.
 
It's already happened in List A.

Kent took part in the Windies Regional Super50 in 2016/2017- they didn't reach the knock out stages but played all 8 group stage matches.

Kent and Hampshire have been invited to take part in the 2018 edition so it seems like the idea was well received.

Agree with OP that it should also happen with FC cricket.

Has happened in T20 as well. Sussex, Hampshire and Somerset had all played in the WI T20 tournament before the CPL as well.
 
I don't think that serves any purpose.

You want players that are earmarked for furture national caps to get experienced. Not some nobodies.

In a whole first class team, if it's the best team of the competition. You can expect 2, maybe 3 players who have potential to make it to the international team.

Which is why A-team serves that purpose. Best of the local talent are grouped and sent to get experience in varied conditions.
