Is Islam regressive towards adoption?

They adopted by relatives or non-relatives, they're treated like their own kids but they don't have all the rights and responsibilites/restrictions of being biological kids, it's like an uncle adopting a niece

Uncles and Aunts bringing up kids is fine. What about kids who have no one. Millions of orphans will be like that.

They get raised by non relatives and call their adoptive parents "mom and dad" but they're not legally considered their children in Islam, they're not entitled to an inheritance although the adoptive parents can leave them an inheritance if they want as I've seen happen likewise the adoptive parents aren't entitled to the adopted kid caring for them when they're older, also since adopted children aren't blood they're aren't considered mahram to their opposite gender siblings and parent so have to observe the same ettituqutes that a non mahram would be required, that also means they're eligible to marry their non blooded related sibling.

Are you saying that orphan kids can call their guardians as Mommy and Daddy?

From my bolded part above, technically its okay for a man to adopt a baby girl, bring her up and then marry her when she is 18. Same with a boy can marry his adopted mom when he is an adult. Do you find it okay if someone does that?

No of course not, that's gross and I don't think anyone in there right mind ever would, from what I've seen it's more likely that the adopted child grows up marry its non-blood related sibling or cousin
