I did not say it was a 'racial trait' - and I completely disagree with the premise that a 'more open sexual culture' leads to less sexually predatory behaviour.
As for South Asian culture, it is patriarchal, that is why women are mistreated, abused and discriminated against. However, as mentioned earlier, one cause of this is women themselves, whose attitude towards their sons leads the latter to view their female counterparts as less than them.
The human nature of man is to sleep with as many women as possible in order for these genes to have the most ample possibility of future survival. This can be seen in all primates.
Society means re-educating the inhabitants in order to create a safe and healthy environment for all people.
The best form of education is not to deem something like sex as forbidden and private, but to discuss it and understand how it relates to human nature, especially at a young age when hormones are raging.
In the case where something is not understood and discussed but rather pushed back into the subconscious due to fear of anxiety, it creates repression which can also cause anti social outlets for this repression.
When there is repression from early childhood to adulthood, there is a possibility of a more grotesque and enraged perversion of said desires (e.g alarming rates of rape from immigrants in western countries, e.g Priests abusing children at alarming rates).
Also I would argue that there is much more rape occurrences in 3rd world counties when compared to Western countries. The statistics do not tell the whole truth imo.
For example rape is rarely reported in muslim majority countries due to the repressive laws of said country. While in western countries rape is often overly reported due to the courts holding precedent to the woman in a rape case when compared to a man.
I lived in Pakistan for a year when I was 14 and on my street I knew of 3 younger boys that had been raped by 2 of the older boys. The older boys told me and would laugh about it. In this case the younger boys would never consider reporting this due to the shame it would bring them. I could only imagine how many times this may have happened to young girls.
