Suppose the Google search website is banned in India, it doesn't mean that Android phones will be banned. Even banning Google search is extreme, there are many less extreme ways to hammer Google. Fines can be imposed for denial of service if it is determined that Google has monopolistic power. The EU has imposed significant fines on US tech firms and they have quietly swallowed the fines.
In a country like USA, where many more citizens utilize the services of the tech firms on a daily basis, it is much harder to take action against them. In a country like India it is much easier.
