News TV blackouts in Pakistan draw fresh accusations of censorship

Opposition parties have accused Prime Minister Imran Khan of intimidating broadcasters into a blackout on television coverage of his critics, after several TV channels were briefly taken off-air and opposition protests and news conferences passed unreported.

The prime minister denies censoring the media and described such accusations as “a joke” during a visit to Washington in July, but relations with the press and broadcasters have become increasingly strained since he took office nearly a year ago.

Fuelling the criticism, as Prime Minister Imran headed back from the United States last Wednesday a news conference by opposition leader Maryam Nawaz, which would normally be carried live on TV news stations, went unseen as broadcasters held back from coverage.

“Pakistan’s media is facing the worst censorship,” Maryam told the news conference, which was broadcast on YouTube. “If any news channel tries to air our presser or rallies, it is threatened to go off air.”

Media managers were reluctant to comment publicly when contacted by Reuters, but statements from industry bodies have complained about pressure on journalists and their employers.

News groups have also been alarmed by proposals to establish special courts to hear cases relating to the media.

The All Pakistan Newspapers Society (APNS) described the proposal as institutionalised “arm-twisting”.

“The media is already braving strong pressures in the form of press advice and measures of intimidation from ruling quarters which are tantamount to undeclared censorship,” it said.

Prime Minister Imran's government dismisses the criticism and says it is dealing with the consequences of abuses by past administrations, who it says used lucrative government advertising business to buy favourable coverage.

His Pakistan Tehreek-i-Insaf (PTI) party earlier this month posted a series of tweets warning media houses and journalists that they should not “end up propagating (the) enemy’s stance” in criticising the government.

Turbulent relations
Pakistan’s press has had a turbulent relationship with successive governments and the powerful military over many years. Some in the media complained of a severe crackdown in the run up to the 2018 general election that saw PTI sweep to power.

Writers and bloggers say several cases of reporters being abducted and beaten, critical columnists being denied space, advertising business cut to media houses and sackings of unfavourable TV commentators have created a climate of fear and self-censorship.

The military and government have denied state agencies have been involved in any of those incidents. They also reject opposition accusations that the army colluded in bringing the PTI to power.

PML-N says it is the main target of a renewed crackdown, which comes after it aired a video apparently showing one of the judges who convicted party founder and former prime minister Nawaz Sharif last year on corruption charges saying he had been blackmailed to deliver a guilty verdict. The judge, who later denied the allegations, has since been sacked.

In recent weeks planned interviews with party leader Maryam have been pulled without explanation at the last minute, while her voice has been repeatedly muted mysteriously during interviews.

Geo News TV has suffered a series of problems since late July.

Coverage was abruptly suspended and its position on cable dials dropped from a favourable place at the top of the list to a slot near the bottom.

Geo TV’s Managing Director Azhar Abbas said the broadcaster had received no warning or explanation and had not been notified of who had ordered the changes.

“The closure is without any prior notice to the organisation by the regulatory authority or the government,” he told Reuters. “We have made fervent attempts to reach out to ... the military media wing, but officials there also deny any involvement.”

Three other TV channels, 24 News, AbbTakk News and Capital TV, were shut down for one day after they gave Maryam Nawaz live coverage earlier this month.

“I was informed by management that they received instructions this couldn’t be carried,” said Najam Sethi, a 24 News anchor, who had scheduled an interview with Maryam.

“We, media owners and journalists alike, are in a state of siege. Pressure to control, manipulate, plant, tilt, block and propagate the news and analysis cycle comes from overt and covert civil-military platforms. Big brother isn’t just watching anymore. He is cracking the whip and it’s painful.”

Ansar Naqvi, the station’s director programming and current affairs, said Sethi was asked not to conduct the interview in line with a request from the country’s broadcasting regulator.

“We have verbal instructions from the regulator to ban Maryam’s coverage completely,” he told Reuters, adding that there was no written directive.

Mohammad Tahir, spokesman for the state-run regulator Pakistan Electronic Media Authority (Pemra), denied that it had issued instructions to broadcasters not to run interviews. Asked who pulled the interviews, he told Reuters: “We didn’t.”

The government’s main spokesperson, Firdous Aashiq Awan, told a meeting of Pakistani newspaper editors in Karachi last week that the Pemra was an independent body just doing its job. She did not comment on who was behind the blackouts.

The Pakistan Broadcast Association (PBA) has condemned the shutdowns, while the US-based Committee to Protect Journalists (CPJ) said the blockage of Geo TV was “an unfortunate illustration of how widespread censorship has become in Pakistan”.

Journalists’ bodies in Pakistan have held demonstrations nationwide.

Reporters without Borders said in a statement last week that Pemra, “takes its lead from the military establishment”.

The military, which denies accusations of interfering in civilian matters, said it would not respond to unspecified accusations.

In Washington, Prime Minister Imran dismissed concerns about media freedom, saying it was freer than the media in Britain.

“The criticism I have received from my own press, unprecedented,” he said. “So, to say that there are curbs on Pakistan press is a joke.”

Well done PTI convicts shouldn't be given any air time to show their hatred and throw filth against state insititions.

All the journos are openly bashing PTI govt, Army Establishment and even courts in some cases on media and social media 24/7 without any problem but they still cry about censorship just because coverage of convicts are stopped from going on air.

Geo News along with Dawn should be banned. Media is meant to be impartial and not fed by corrupt money like Geo and Dawn were who both received billions from the previous governments. They're not there for state propaganda whether PMLN, PPP or PTI. Dawn's head was taken apart by BBC's Hardtalk interview on the same issue in the post above. I am glad convicts are being banned, sorry Major!

If we ban everything, then we are truly isolated. If Imran khan was campaigning as opposition, their supporters would be singing different tunes. Is it going to be dictatorship from now on? Not good signs but that being said, some censorship are necessary and some shouldn’t to ensure the image of democracy intact.

I am really confused. We have all these anchors talk trash about PTI all day and then they cry censorship

There is reporting which is half baked truth like say the tabloids in UK in which exegerate certain facts. What Dawn and Geo do isn't even that, it's complete falsehood and lies that have nothing to do with the truth. A media channel should absolutely get punished and censored for it. This isn't the first time either. So many times I'll read a headline in Dawn about something and have a laugh that it's probably false and later on it will be confirmed as complete untruth. It's completely ridiculous.

You are so right.... today Dawn carried a news that review target for July was missed by Rs. 14b. However, other media houses reported that FBR achieved 96% of review target and there was a massive jump in revenue collection from same month last year. Pakistani governments have let these media behemoths grow and now nobody can stop them from spreading fake news or half truths.
 
There needs to be a complete ban on opening/starting new channels in Pakistan as it is I think Pakistan has one of the most news channels in the world as I do not see or have come across any other country having so many.

Any news be that someone beat his/her wife/husband on something becomes a breaking news and then you have entertainment channels running a ticker on their channels of the news as well 24/7.

On top then you have cities having their own channels as I see there is Lahore Rang and then there is Lahore News as in like what do you want now every city to have their own news channel as if there is no work for people to do and just sit and watch their low level news with zero tolerance for other religions and communities, no ethics and no as I would appreciate if some news channels were only focusing on minorities and their issues and raising it up in parliament or bring it to the public's attention.

Bro, Reuters source of their information is Maryam. Hardly an unbiased source. I don't know why you're even disagreeing us, you opened the other thread happy that Sirjani was kicked out, when we later found Geo reported a complete lie.

Such blatant disregard for facts deserve censorship.
 
It's the general intolerance in the society that reflects upon the politics of censorship. Even if we accept the premise that certain media outlets are smearing the government through lies and half truths, it still doesn't give the government the right to ban media outlets without proper litigation. Now we have a situation where journalists are being arrested on trumped up charges and people are justifying it because they'd let them to be put away either by the hook or crook.
Secondly, even if the litigation is completed and the courts decide against these media outlets, we'll still have a scenario where a sizable chunk of population would believe that courts are puppets of establishment. Whether there is truth to that notion or not, such decisions would always remain controversial.
To me, a better strategy is to fight propaganda through facts and counter narrative. If the government is on the right, the majority will side with the government, media outlets will have very little to complain on international forums, and the overall image of Pakistan will improve.

So a few months ago, some unknown armed men forced the hawkers to give up and stop distributed dawn's Newspapers. That's just one example of illegal censorship. And yes, there will be idiots like NS who would spread fake news, but as I said facts and only facts can shame this idiots into irrelevance. But once you take their ability or platform from spewing their venom, you only open other platforms and audiences to be influenced by them. Get rid of people like NS from TV and you'll find them on Twitter, YouTube and other social media platforms. Censoring is counterproductive. You know it but don't want to admit it.

Pakistan has tolerated corrupt and incompetent politicians with the help of paid journalists for decades.

I’m sure few paid media can tolerate accountability for the betterment of a country.

If not then they can go back to Canada and will be subservient to accountably on their own.

Yes and watchdogs dole out punishments anywhere to channels if they report WRONG and FALSE news. Its not even half truths. Their reporting is false. I don't give a hoot what their point is, noone cares. There is no censorship now and they still b1tch regardless.

It's another of his fake nonsense and falsehoods. Dawn's head was questioned about this on Hardtalk and had absolutely zero answer and changed his answer to oh you see some try to censor social media. Which of course we know is another lie. It's up on YouTube if anyone wants to watch.

NFP has been in DC for very long now, and he is mostly active from his Facebook these days. Free press is just a drama in Pakistan. It is only free as long as you say what the masters want to hear.
