PCB study reveals 'staggering mismanagement and misuse of valuable funds' regarding grounds

The Pakistan Cricket Board (PCB) had awarded two-month contracts to curators who were previously employed by the 16 regions until 19 August 2019. Through an extension to that arrangement, the PCB has decided that it will make an additional two-month ex-gratia payment to these curators i.e. until 19 December 2019, following which the ground owners themselves will make a decision pertaining to their future employment at the respective grounds.

In this relation, the PCB has already contacted most of the curators to inform them of the decision, and their payments are expected to be transferred into their bank accounts very soon.

In 2010, the PCB had decided to pay the curators directly on behalf of the regions after it had received complaints of either delayed or reduced payments.

Meanwhile, a study carried out by the PCB Domestic Cricket Operations Department on the state and condition of the 63 grounds which were either developed or facilitated by PCB, has revealed staggering mismanagement and misuse of valuable funds, resulting in the current deplorable conditions of the grounds.

The audit exercise has further revealed 27 grounds were not fit to host any level of cricket matches, while barring a few, the remaining 36 grounds are also not up to the required standard to stage PCB-organised matches.

Similarly, at a number of grounds, matches have not been held in the last few years, while the investigations have also unearth cases of ghost employees.

Over the past five years, the PCB had provided funding of over PKR 317million to the 16 regions to manage these 63 grounds in terms of equipment, repairs and administrative expenses.

The following is the breakdown of funding provided to the 16 regions:

Office Staff (2014-2019) – PKR34,780,911
Ground staff (2014-2019) – PKR221,546,514
Equipment/maintenance (2015-2019) – PKR36,264,019
Office running expenses (2015-2019) – PKR24,760,076
Total cost – PKR317,350,620

As the 16 regions have ceased to exist following the promulgation of the new PCB Constitution on 19 August 2019, the PCB has decided it will no longer provide financial support for ground-related expenses.

The PCB has also decided these grounds will be handed over to the six Cricket Associations, who will be required to develop, maintain, manage and use them as ‘home’ venues in their respective jurisdictions.

In the meantime, the PCB advises all cricket ground owners (or those having legal rights in relation thereto) to approach the PCB directly for any assistance in terms of providing support through the provision of relevant equipment and/or grants for engaging ground staff.
 
as I said Waseem is worth every penny if he can take down mafias operating within PCB. This is a good start.
 
Yes Waseem is an educated guy who left Uk for Pak who on earth would do that...people are blaming him willy nilly..i complete agree misbah for dual role was the worst decision ever but it could be mani etc or somebody else involved to make that
 
Wasim Khan has no doubt done some great things to bring PCB and the cricket infrastructure out of the stone age.

However, the appointment of Misbah as head and batting coach plus chief selector is ruining everything he is doing right.
 
At least he ain’t filling up his pockets like all the previous crooks.

He was some county executive in England and has been made the CEO of the national cricket board which in Pakistan is a very high profile job with a large salary, perks, free worldwide travel, big mansion in the city center.

There are very few people who will reject such a offer.

317 million / 16 grounds / 5 years = 38 lac (24.5k USD) per year for a ground where matches are held constantly throughout the year. Is this considered a large amount?

Check your math, Sir. My rough calculation tells me it's close to 2 million USD

EDIT: Ok per ground you say. Still, it's the overall sum that counts. He's paid for his salary by just this solitary alpha move.

He was not just some county executive. He was top contender for the ECB chief gig. Anyone who hasn’t lived in Pakistan wouldn’t move there for a lil extra money. This is a fact because life in the west has far more comfort and less headaches.

LAHORE: The Pakistan Cricket Board (PCB) has spent a very meagre amount on the (now defunct) regional cricket associations as compared to what it has received from the International Cricket Council (ICC) for the development and what it is paying in salaries to its top office bearers in the Board.

This was stated on Wednesday by member of the PCB Board of Governors, Nouman Butt, who has been sacked for raising voice against PCB chairman Ehsan Mani’s policies and is now fighting a legal case in the Lahore High Court against his ouster.

Referring to a press release in which the PCB claims it has spent PKR 317,350,620 on the regional cricket development through (now defunct) regional cricket associations, Nouman said: “This is some kind of a joke. Pakistan Cricket Board (PCB) press release states that it has spent Rs 317.2 million on Regions (RCAs) for 4-5 years under the heads of office staff (2014-2019) — PKR 34,780,911, Ground staff (2014-2019) — PKR221,546,514,

Equipment/maintenance (2015-2019) — PKR36,264,019, Office running expenses (2015-2019) — PKR 24,760,076 (Total cost — PKR317,350,620).

“A careful stats-analysis of this figure demonstrated that PCB spent only Rs 52,89,177/- per month (Rs. 5.3 million) or Rs 6,34,70,129/- per annum (Rs. 63.47 million) on the development and uplifting of cricket in entire Pakistan through elected RCAs.

“This amount/cost is peanuts when compared to two basic parameters/things: How much did PCB annually received from ICC for cricket development? It received $13 million or Rs 1.7515 billion from ICC this year. And how much did it spend on salaries and perks and privileges of its five senior officials alone (Rs 11.6 million per month or Rs. 139.2 million per annum on its CEO Wasim Khan (Rs 3 million per month), Chief Selector-cum-head coach Misbah-ul Haq (Rs 3.5million per month), CFO Badar Manzoor Khan (Rs 1.8million per month), Director Media Sami-ul-Hassan Burney (Rs 1.5 million per month), Bowling Coach Waqar Younis (Rs 1.8 million per month),” Nouman pointed out.

“If calculated on the basis of present volume of their salaries etc - spread over five years - the total cost or payment to them would reach to Rs.696 million or Rs 69.6 crore for five years. This 69.6 crore expenditure in the shape of salaries, perks and privileges to just these five senior PCB officials is double the amount PCB incurred on entire Pakistan cricket development (16 RCAs) during the same period of five years,” he argued.

“Now coming to another comparison as to how much PCB invest in cricket development across Pakistan on its associations is that it received Rs 1.75 billion in one year from ICC for cricket development but incurred Rs. 63.47 million per annum on RCAs relating to matters mentioned in PCB press release.

“Primarily, it is the main reason and extremely faulty strategy of the PCB which cost our cricket development dearly every year,” insisted Nouman. “By viewing it, one can easily make a firm assessment with regard to declining cricket standard in Pakistan because of meagre spending on cricket development and huge, huge spending on salaries, perks and privileges of top PCB officials, now proving white elephants eating up Pakistan cricket without any mercy.

“A rational approach with a pardigm shift is need of the hour to put PCB house in order forthwith, making an end to doling out favours to their incompetent, inefficient and unprofessional touts and blue-eyed officials at the cost of this brilliant game called cricket,” concluded Nouman.
