Provincial Adviser on Education Ziaullah Bangash said that the female students are harassed on the way to school. In light of these events and to ensure safety of the students, observing pardah or covering up has been declared mandatory.

It appears that shalwar-kameez and dupatta is not modest enough, and because some pervs can not contain themselves, the schoolgirls will have to turn into ninjas to protect themselves.

A pathetic, regressive decision that sends a terrible signal. Such policies have no place in the modern world.

However, it is not surprising to see this happen on PTI’s watch, the party of clowns.

Imposing their rule on the country was God’s way of punishing the country. They are running nation into the ground with their incompetence and I hope and pray that this reign of terror ends soon.

What’s saddening is that there will probably wide spread support for this. I bet most Pakistanis don’t even recognise the deleterious effect this will have on society and future generations.

i dont get this urgent notice thing, female students already covered up traditionally in kp province from decades... why need to issue the notice on something which is already implemented traditionally ? looks like the minister is very farigh and they have no other issues .

So what if it happens in the UK? It’s equally disgusting. Especially, if you are indoctrinating children from an early age with such a mindset.

If we hope for tolerant, empathetic society and world we need to address such things head on. Victim blaming achieves nothing but legitimises abuse.

KP govt makes it mandatory for schoolgirls across the province to 'cover up'

The government of Khyber Pakhtunkhwa has decided to make it mandatory for female students of government-run schools to cover themselves up in the province’s educational institutions, Adviser to Chief Minister on Elementary and Secondary Education Ziaullah Bangash said on Monday.

The order was first circulated in Haripur district last week, where the district education officer asked all principals and headmistresses of government schools to ensure that girl students wore an abaya, gown or chador.

“We came across some situations during our recent visits to tribal areas and Kohistan that prompted us to take this decision,” Bangash told DawnNewsTV, without specifying what these situations were.

“We have sensitive areas in the province which require safety measures for the children,” he said, adding that the decision is "also in line with the tribal values and the traditions of Islam".

The adviser further said: “This step has been taken particularly to remove the doubts raised by parents about the safety of their children.

“We have to take decisions which are in the best interest of our culture, people and the province. If such a measure can convince the parents to send their girls to schools, why not go ahead with it?"

The adviser said that it was important to focus on the education of both boys and girls in the province. “Our focus is on educating our girls and we should take every step to enable this,” he added.

Earlier today, the decision was enforced in Peshawar through a notification issued by District Education Officer Samina Ghani, who directed the heads of all government girls middle, high and higher secondary schools in the district to instruct their students to cover themselves up with a gown, abaya or chador "in order to protect them from any unethical incident".

Commenting on the dress code, an official in the Haripur district education office had earlier told Dawn that the decision was "necessary to protect girl students from a growing number of complaints of eve-teasing and harassment".

“A good number of girl students have developed a habit of wearing dupatta or ‘half chador’, which is not sufficient to cover their bodies,” the official had added.

Former KP education minister and Awami National Party MPA Sardar Hussain Babak criticised the decision, saying it will have a negative impact on education trends.

"To make the abaya or burqa mandatory through a notification will have a negative impact,” he said, adding that in KP many school-going girls already wear the burqa.

Tbh PTI (Imran Khan’s party) calls itself conservative. If anything they attack liberals and call them fascist.

PESHAWAR: Following widespread public criticism, the Khyber Pakh*tunkhwa government deci*ded on Monday night to withdraw its earlier province-wide order instructing female students of secondary and higher secondary government educational institutions to wear the veil.

The initial directive had been defended by government representatives as required if school-going girls were to protect themselves against “unethical incidents” — harassment.

Earlier on Monday morning, the district education officer (DEO) for females, Peshawar, had issued a circular addressed to the heads of all government girls schools, directing them to “properly follow school timings and instruct all students to wear the gown/chador to veil/conceal/cover up themselves in order to protect them from any unethical incident. The matter may be treated as most urgent important and important,” read the circular.

The move came just days after the district education department in Haripur issued a similar circular.

Sources told Dawn that KP Chief Minister Mahmood Khan directed the secretary of elementary and secondary education, Arshid Khan, to withdraw the controversial order as it had been issued unnecessarily.

“The orders issued by different DEOs will be withdrawn early Tuesday morning,” secretary Arshid Khan told this newspaper, quoting the chief minister as having said that the law and order situation in the province was normal and there was no need or urgency for such orders. The secretary said that the DEOs had not taken the chief minister and the department into confidence over the matter.

The move had invited widespread outrage on social media (though some users did support it); in a tweet, anchorperson Amber Rahim Shamsi commented that this amounted to putting the onus of harassment on the victims. “As if women who wear the hijab and abaya don’t get harassed. Well done KP. Well done,” she wrote.

Earlier on Monday, the adviser to the chief minister on elementary and secondary education, Ziaullah Bangash, had defended the orders, telling Dawn that during a recent door-to-door enrolment campaign, parents had expressed concerns about the harassment and security of female students. He had explained that wherever harassment cases had been reported, police guards have been deployed during schools’ closing hour. He had added that the government had also decided to ensure that female students veiled themselves.

Sources told Dawn that the adviser had directed all women’s district education officers to issue the directives. However, these sources questioned the wisdom behind the move, given that students already cover themselves properly, often with a gown, chador or veil.

“It was neither necessary nor was there logic behind it; rather, it was just for media consumption,” the source said. He said that no consultation had taken place with any official in the provincial education department, and argued that girls already cover themselves as per cultural percepts and it was unjust to impose restrictions on them.

Another source also questioned the move on the grounds that instead of going after males who harass, the government was imposing further restrictions on females.

When contacted, District Education Officer (Female) Samina Ghani had told Dawn that most schoolgirls were already using different types of veil when going to school. “This decision will encourage parents to send their daughters to schools, she had said.

Similarly, Mr Bangash had explained the decision as being “in accordance to the religion, culture and will of parents,” although, according to him, some NGOs portray the veil negatively ‘for their personal interest’.

The Qur'an tells men to lower their gaze when a lady is around or when in contact with one. In our culture the poor lady is always questioned, never the man. If a lady covers herself she is an extremist if not she is too liberal. They can't ever win.

Holy Quran tells both genders to cover themselves with appropriate dress code. It is always women that dress shady whether in function, movies, parties....etc.

Modern dress or classical dress, men wear them appropriately.

Women in Pak mostly do not expose themselves. It is men who stare at them or make rude remarks by singing songs and things like that. We are talking about Pakistan here not the western world. Hardly any men in Pak lower their gaze as the noble Qur'an preaches. You can't be serious if you think ladies like in an incredibly conservative city like Peshawar dress provocatively.

OUR Problems and their solutions:
1. Rapes, harrassment and molestation of girls on the rise
Solution: Make girls wear abayas. Infact all females aged 6 months to 80 years. Because we cant catch the culprits or teach boys how to behave
2. Earthquakes causing loss of life and property in Islamabad and KPK
Solution: Make girls wear abayas. Earthquakes arise because God is angry with us.
3. We are in an economic crisis.
Solution: Make girls wear abayas. So we can concentrate on the economy.
4. Illiteracy, outdated curriculum, and poor teaching methods in educational institutions.
Solution: Make girls wear abayas so we can focus on improving illiteracy, outdated curriculum and poor teaching methods.
5. No electricity and too much load shedding.
Solution: Make girls wear abayas so no unethical incidents in the dark.
6. Girls in abayas getting raped and molestated
Solution: Make them wear another abaya over the first one. If problem recurs, then a third one.

If provocative dress is the cause of rape in Pakistan, why do at least 20 children, on average, are sexually abused every day in Pakistan?

The amount and degree of sexual assault and harassment women in Pakistan go through is unmatchable.

Women wear revealing clothes and stay out all night in Hong Kong but are never raped or sexually assaulted.

The root cause of rape and sexual assault in Pakistan is the brain of the average Pakistan man - it is misogynistic and thinks women are lesser beings. On top of this, poor law enforcement and victim-blaming play a significant part too and it actually encourages sexual assault of Pakistani women.

Peshawar is one of the least liberal societies in Pakistan, any govt would have difficulty introducing liberal dress sense there. It is a totally different mindset to western culture, will take a while for more daring dress sense to filter through.

Agreed. But it does show just how regressive the mindset is in that part of the world where the local administrators are putting the blame for harassment on the girls dress rather than the pervs. A long way to go clearly.

As I mentioned earlier, the rape crime is too high for western worlds despite their laws and orders on their side whereas Pakistan lacking laws and orders resort to mob laws that does claim the lives of accused or proven rapists being caught annoying women on street. That being said, rape does happen in Pakistan and it is due to lack of protection despite the fact that mob laws is strict when it comes to protecting the women.

They are hypocrites in a way that doesn’t deem modern women [half dress code] as appropriate women while they stare at them heavily as who wouldn’t. But hijab women comes with GOD-fearing mental image. Not to mention you cannot stare at fully covered women as there is nothing to see. Rape is different matter.

Appropriate dress covering all the way to too gets respect plus no reaction on the dress code that doesn’t excite men whereas half-dress exposed women do excite men and some take it to next level. It is reaction to the image. Even learned people in the past were not safe from the luring of women beauty. First of all, you're taking those stats out of context.

The number of rapes is higher in Western countries because they're actually reported. Women (or men) are willing to report these crimes and deal with everything that comes their way. It doesn't mean these countries are perfect but they're significantly better than Pakistan.

In general, third-world countries are notorious for shaming victims, which results in thousands of cases going unreported. Sadly, the same can be said for domestic violence, mental health, and divorce rates too.

Several studies have shown rape has very little to do with what a victim is wearing, age, or attractiveness. So, that point is also incorrect.

Not every lady in Pak wears the Burkha. I am living in the real world where as you in a fabricated one devoid of reality comparing western ladies to life in Pak:ssmith Not saying for a minute that they are asking for it but ladies in the west dress in a manner that invites wolf whistles. Honestly, many ladies in the west love the attention they get. The west may not be an example however it is far better then forced and underage marriages. You are talking mince!

Can you back up your claims with data/evidence? When you say most rapes happen to be drunk half dressed women. Do you have statistics to back this up or are you just coming up with something randomly to back up your opinion? Because let me tell you, you're wrong and as so many have said here you don't know proper rape statistics in Pakistan because rape cases are often not reported.

In Pakistan even babies are raped along with pediatric population.

Rape is the result of evil mind.

Not because of "excitement of a scantily clad women".

If a "scantily clad women is the cause of rape" every woman in the West would be raped and every "sleeveless woman" in Pakistan would b prone to rape.

To say rape doesn’t happen in Pakistan would be living in fool land but using western worlds as benchmark with laws and orders on their sides yet appear to be extremely high when it comes to rape especially in most cases happen to be drunk women half-dress exposed for the rapist to his advantage.

There is always nut job everywhere but the crime for rape in western worlds whereas in Pakistan sisters are protected in most cases but not all - that mobs bring their justice if men are caught annoying women on open street.

Most men in Pakistan have respect for Hijab women while they have no respect for half dress decorated as most modern women do for dating would be the least of the worries.

Burqas distributed among schoolgirls in KP

A local leader of Pakistan Tehreek-e-Insaf (PTI) in a village of Rustam valley of Mardan has distributed burqas among schoolgirls.

Union Council Palo Dheri Cheena Village Councillor Muzafar Shah and leader of the PTI purchased burqas worth Rs100,000 and distributed the full body veils free of cost to students of Government Girls Middle School Cheena.

While talking to The Express Tribune over the phone, Muzafar Shah said: “I had decided to purchase chadors for the female students, but after consultation with local leaders, I bought the burqas.”

The village councillor went on to say that his action was inspired by the recent notification of Khyber-Pakhtunkhwa (K-P) chief minister adviser on Elementary and Secondary Education Ziaullah Bangash directing girls to observe purdah.

“I took the decision after the recent notification issued of our adviser on education to the K-P CM and the act is purely for the providing a secured education environment to the female students in the area,” he said.

The K-P government had made it mandatory for female students of government-run schools to cover themselves up in the province’s educational institutions, Bangash had said in mid-September.

6 years into PTI’s rule in KP, girls are being forced to wear burqas and the roads are flooded when it rains, the metro bus project is in tatters and doctors are on strike (thankfully that means I have had 3 days off). Naya KP is here and we couldn’t be more thankful.

Pretty soon, the whole nation will be a disaster like KP thanks to the incompetence and idiocy of this circus government.

All this talk of India being the rape capital in the world and Pakistan is somehow better for women etc. is a load of nonsense. More than half of rape and harassment cases in Pakistan are not reported to the authorities. In our society, a girl and family is only going to get defamed and humiliated if they report it. She will be accused of wearing vulgar clothes, going out late at night and she because she was mingling with guys.

This is the same pathetic mindset that PTI is now reinforcing through this policy. It is a clear message to the girls that if they want to avoid getting harassed, they should cover themselves from head to toe.
 
The PTI councillor should also distribute burkas to madrassa students because a lot of students are sexually abused in madrassas.

This move reflects the pathetic mentality of our society where women are blamed for getting raped or sexually abused.

What about the four boys who were recently raped and then killed in Kasur? Were they, too, wearing provocative clothes?

i was an avid support of pti before imran sold himself out for his own ego, to prove to all the doubters he could win. married a mullah and sold himself to the military for self-gratification.

what he is doing now could either make or break Pakistan, sadly its looking more and more dim.
