LAHORE: Senior officials of the Pakistan Cricket Board on Thursday recorded their statements before the Federal Investigation Agency (FIA) which is probing the illegalities allegedly committed in different projects and recruitment in the PCB.

PCB’s chief operating officer Subhan Ahmed, director cricket operations and former captain Intikhab Alam, general manager logistics Asad Mustafa and three other officials recorded their statements before FIA investigation officer Sajjad Mustafa Bajwa.

The probe being conducted by the FIA concerns the construction of Islamabad Cricket Stadium, some three dozen appointments in violation of PCB rules, giving shops outside the Gaddafi Stadium on lease and rent on far less market rates, hiring a luxury car on rent on high rate for a former PCB chairman, allocation of funds to regional academies in violation of rules and irregularities in giving advertising rights.

“The PCB officials have recorded their statements in at least six separate inquiries the FIA is probing. The PCB officials in question will be re-summoned during the course of investigation,” an FIA official told Dawn.

He said the agency would fix the responsibility after a thorough probe. “We have detected illegalities in these projects and are extending the scope of investigation to all those involved in them,” the official added.

Another official said the PCB had awarded the contract of construction of the Islamabad Cricket Stadium to a third lowest bidder.

“The PCB paid Rs21 million initially and later in the name of additional work gave away further Rs34 million to it in gross violation of rules, showing collusion between the PCB officials and the construction firm. According to [the] rules, only 15 per cent of the agreed amount can be given for the additional work,” the official underlined.

Similarly, the PCB officials were quizzed on the hiring of some three-dozen appointments, mostly on high perks, in violation of the rules in the PCB.

“The PCB also gave away a number of shops outside the Gaddafi Stadium on lease and rent at least 400 per cent less than the market price. This is possible through a ‘mutual understanding’ between the PCB and the shopkeepers in question,” the official said.

According to the official, the FIA was also probing into the foreign tours by the family members and friends of some PCB officials arranged in violation of rules.

The FIA last year also initiated a probe into alleged wrongdoings in four projects — establishment of a bio-mechanical laboratory at the Gaddafi Stadium, construction of Garhi Khuda Bakhsh Stadium in Larkana, cricket academy in Multan and Far End Pavilion at the Gaddafi Stadium. Subhan in the probe into the aforementioned four projects has already recorded his statement to the FIA.

According to a source, the technical evaluation of these projects has to be carried out.

“Further action in this probe will be taken once the FIA gets technical reports from the engineers concerned,” he said.

A source in the PCB informed Dawn that several illegalities in PCB matters surfaced in 2014 after one of its officials was caught while taking bribe.

“The PCB top management divided into two groups -- one supporting to lodge a complaint with the FIA and the other was in favour of hushing up the matter. The PCB sacked the official who was caught red-handed, but decided not to send his case to FIA. “Interestingly, the PCB removed the other senior official who unveiled the corruption of the sacked official,” he said.

PCB spokesman Raza Kitchlew did not respond to Dawn queries in this regard.

ISLAMABAD, Jan 5 (APP):Chairman Pakistan Cricket Board (PCB), Najam Sethi Friday called on Adviser to Prime Minister on Finance, Revenue and Economic Affairs, Dr Miftah Ismail here.

The PCB chairman discussed with the adviser financial matters relating to PCB, a ministry’s press release said.

He also shared the programme for future cricket events including PSL.

The adviser appreciated the efforts and contribution of Najam Sethi for development and promotion of cricket at both domestic and international levels.

He assured him of all possible support to PCB for promotion of the sports.

The FIA probe against PCB officials, including Chief Operating Officer (COO) Subhan Ahmed, has created panic in the PCB. The allegations are serious. The FIA is probing alleged involvement of some PCB officials in wrongdoings, which had been covered up many times in the past.

Senior PCB officials have recorded their statements before the FIA, which is investigating illegalities allegedly committed in different projects and recruitment.

Those facing inquiries include director cricket operations Intikhab Alam and general manager logistics Asad Mustafa.

The irregularities being probed were allegedly committed in the construction of Islamabad Cricket Stadium, some three dozen appointments in violation of PCB rules, giving shops outside the Gaddafi Stadium on lease and rent at less than market rates, hiring a luxury car on rent on high rate for a former PCB chairman, allocation of funds to regional academies in violation of rules and giving advertisement.

The PCB offices are full of illegal appointees. The appointments have been made without any criteria. Some employees are said to be non-matric and they are occupying important posts.

Age is no barrier to get a job in PCB. The only criterion is good connections and strong lobby in the power corridors.

From Intikhab Alam to Mohammad Ilyas and from Haroon Rasheed to Salahuddin Ahmed Sallu all are over 60 years but have or have had jobs at the PCB. The promotions and financial benefits have also been awarded in a non-transparent manner.

The fake degrees case remains pending. PCB high-ups don’t want to resolve it because some of their favourites and a lady would get dismissed. The issue has been investigated for the last couple of years but there has been no result.

Why did PCB’s academy at National Stadium take seven years to complete? Who was responsible for the delay? Who is responsible for the extra cost that the PCB had to bear?

Why are efforts being made to develop another cricket ground next to the National Stadium when there is a cricket ground for Hanif Muhammad Cricket Academy? Why is a PCB official taking much interest in developing another cricket ground?

These wrongdoings and alleged plunders are no secret. But neither Pakistan government nor FIA nor NAB had taken notice. Now that FIA has started investigation, let’s see what happens.

Rocket science is not needed to find the truth. Give shelter to some low and middle cadre employees. They would provide all the information of wrongdoings and corruption with proofs.

The FIA should also remember that PCB has stopped investigation into the Pakistan Super League spot-fixing case. They have restricted the investigation to only the criminal aspects, a former Test cricketer said.

The PCB stopped Sharjeel Khan, Khalid Latif, Mohammad Irfan and Shahzeb Hasan from participating in the PSL on spot fixing allegations. It may be mentioned here that the PCB did not provide the cell phones of the suspected cricketers for forensic examination to the cyber crime wing of the FIA. The case is not finished yet. The cricketers took up strong stand and challenged the PCB.
A former Test cricketer asked why PCB high officials wanted to organize Pakistan home series in Dubai and Sharjah. The PCB officials got huge amounts in traveling and daily allowances through these tours and getting other benefits, he added.

A former cricketer said there was corruption in selection of junior teams at the national level. He said FIA should investigate this matter. He said people were willing to testify if FIA started a probe.
 
ISLAMABAD: National Accountability Bureau (NAB) Chairman Justice (r) Javed Iqbal ordered a probe into the alleged corruption and unlawful use of resources in Pakistan Sports Board (PSB), Pakistan Cricket Board (PCB) and Pakistan Hockey Federation (PHF).

The inquiry report has to be presented within the next two months, according to reports.

Iqbal has also directed strict action against officials involved in looting the citizens in the name of commercial and residential plots in Islamabad and Rawalpindi.

15 wanted suspects have been arrested by NAB, whereas millions of rupees are trapped in illegal housing societies in the last three months, according to reports.

The recent decision came only two days after the NAB chairman had said that the bureau’s ‘Say no to Corruption’ campaign will continue this year as they achieved major successes in 2017 with it.

Different governmental, non-governmental organisations, media and civil society will be involved in sending a message about the evils of corruption, it was announced on Tuesday.

ISLAMABAD - Senate Special Committee, examining overall working of the sports federations in Pakistan, Friday sought details of financial expenditures of the Pakistan Football Federal (PFF), directing the authorities concerned to submit the required information in next meeting.

The committee meeting, chaired by Dr Ashok Kumar, expressed concern over the matters related to the PFF as its officials could not satisfy the body members on various issues and queries. The body decided to write a letter to Islamabad High Court (IHC) requesting to look into the matters of the PFF .

The committee also summoned Pakistan Cricket Board (PCB) chairman Najam Aziz Sethi for briefing in the next meeting. It criticized imposition of tax on sports equipment and recommended its abolishment to promote healthy activities in the country.
Inter Provincial Coordination (IPC) Minister Riaz Pirzada highlighted the role of National Accountability Bureau (NAB) in eliminating corruption, adding that the players, who were found involved in corrupt practices, were given punishment.

He underlined the need for promoting football activities in the country by encouraging good people in this area. Committee Member Shibli Faraz stressed to devise such a mechanism under which sports activities could be promoted in a smooth manner without anyone’s interference. Memer Khushbakht Shujaat complained that the Sindh Women Hockey team had not received the funds amounting to Rs one million. The minister assured the provision of funds, which were announced for the provincial hockey team.
