PTI two-years performance: Govt’s sound policies led to economic revival, says Hafeez

Economic observers and organizations like Moody’s, Fitch, and Bloomberg had improved Pakistan’s rating, due to government’s sound economic policies, said Adviser to the Prime Minister on Finance Abdul Hafeez Shaikh.

The federal government on Tuesday unveiled its two-year performance report highlighting its successes on the internal and external fronts.

Cabinet members including Information Minister Shibli Faraz, Foreign Minister Shah Mahmood Qureshi, Adviser on Finance Hafeez Sheikh, Minister for Industries Hammad Azhar, and Special Assistant on Poverty Alleviation Sania Nishtar presented the two-year performance of the government at a news conference in Islamabad on Tuesday.

Talking about the performance of the finance ministry, Hafeez Shaikh said that Pakistan was facing huge challenges when the current government came to power. Challenges such as high current account deficit were brought drastically due to incumbent government’s sound fiscal policies, he said. Furthermore, the budget of the government was curtailed owing to austerity measures adopted to fend off the financial crisis. Whereas no new taxes were imposed in budget 2020-21, he said.

Shaikh informed that throughout the current year the government had not borrowed from the State Bank of Pakistan (SBP).

Talking about the Ehsaas Emergency Cash Programme Shaikh said that for the first time in the country’s history, Rs250bn was provided to the people. “This money was provided to 100 million people,” he informed. Loans to small traders and relief in the form of paying their three months bill were also provided.

Shaikh said that in the first month of current fiscal Pakistan’s exports grew by 6pc owing to the government’s policies and budget measures.

The SAPM also highlighted the performance of the Pakistan Stock Exchange (PSX) stating that international publications such as Bloomberg recognized the bourse as among the best performing exchanges in the world.

Amazing. Best government in the history of the country.

The way they handled default, corona and locusts someone like Nawaz would have ran away to London and blamed the army, or Billo would have broken her bangles and stomped off.


As things are headed PTI may very well get 2/3 next time. They just need to control wheat and sugar prices.
 
It has been very poor. Country is going downhill at a rapid rate.

Religious extremism and intolerance are widespread. The economy is collapsing and public services are crumbling.

Still, this is what the Establishment wanted. And as we know, the Establishment always gets what the Establishment wants.
 
Credit to Dawn. I appreciate this public tracker as it puts the onus on Government. Given its been only 2 years yet (Covid hit half year), I would say satisfactory to this Government's performance.

The biggest change that is slowly creeping in is the image of Pakistan in international media and general public. I hope this good work is carried on, I can see Pakistan thriving once these necessary actions are taken.
 
Picture may look rosy from the outside, but the sad reality is the man on street is worse off after these two years and the things which directly effect him have only gone South, you can find all kind of excuses and some maybe even legit like the huge previous debt or covid economic effects but it's the administration part has left lot to be desired, they have taken some good steps to improve image internationally and started some mega projects but their results will be long term the least they can do is to regulate the prices and control this irregular and greed based inflation and deal a cold hand to all these mafias, enough is enough, and where are the billions promised to be brought back from the zardaris and nwaz and co, the public need the money back in national treasury they can care less whatever punishment is given to these looters, just get back the damn money from them, they have started to some good initiatives for youth plus are trying to digitize the government services. Now focus should be own creating the safe environment for economic boost and increasing exports buy reducing the cost of production by giving all the possible incentives to manufacturers, focus on SMEs, and better their administration part, and if they can do all this nobody can stop them from gaining two third majority next time. so far its 4/10 overall performance for me. Best of luck for remaining tenure.
 
The question to ask is how would the PML N and PPP governments have done in the same two years?

covid, balakot and the destruction of the treasury has put a dampener on many of these. I would have liked to see more greens but its still better than any recent democratic govt in Pakistan.

Before Covid I would have given IK's govt a 6.5 out of ten. Covid has pushed them up to nearer a 7. But still a long way to go. The above list really feels like a ten year plan not a five year plan.

Wondeerful, by the look of this list I am sure Pakistan is moving in the right direction. PM need to do something about people awareness.

PTI’s formula is simple: anything that goes wrong is PMLN and PPP’s fault, and anything that goes right is because of PTI.

The common man is fed up with this act. PTI has lost support at the ground level at a staggering rate.

Im not talking about alternatives because theres none realistic ones, he was suppose to be it but has failed to live up to it, economy is in tatters and for 20 years he had people beliving IMF was the devil and pakistan had all the money in the world and doesnt need IMF now hes spent 2 years begging the imf for funds and selling pak to the chiense, i know we need funds but these can be issued by the SBP if anyone in pak had sense.

People act as if rivers of milk and honey were flowing before PTI and they came and ruined it all. The reality is there was a trade deficit touching $40b, a current account deficit of $20b and plummeting forex reserves. Heck the Noon league even managed to do the undoable and take exports from $25b in 2013 to $23b in 2018.


All these patwaris keep crying about U-turn. Is this not a massive U-turn by Noora who said in his first address in 2013 that he will take exports to $100b or that there will be bullet trains and international airports in every gully mohallah.

I have to say you are wrong on that. I am not the biggest pti fan but they have given it an honest shot. PPP or nawaz party are corrupt to the core. I am willing to give pti another 2-3 years to see what they can do. As I said I am not a big pti fan.

It seems like the biggest and the only defense to IK's failure is by looking at previous corrupt eras, other parties being corrupt to the core should not be saving IKs face, this shows he has failed, he promised the moon, was given his chance and delivered jack.

First off world over governments are compared with their predecessors. No one has a magic wand to fix everything in a jiffy. He didn't promise the moon. Secondly he has only been in power for two years and he has three more years left, not sure how you declared him a failure when he hasn't even done half of his term. You keep calling him a failure but when Bewal asked for examples you ran.

If he fails people will vote him out of office, however, how things are going he is set to get an even bigger majority. No amount of your crying would change that.

No politician can deliver on his promises. IK is a idealist and a dreamer. All political ideas come from from someones ideals and dreams. It's the reason we have almost everything we take for granted. It shows your naivety that you can expect a minority govt in a mafia state to sweep aside all before him and change everything. He inherited a country where no institutions work bedsides the army, he has taken on the challenge, there are some successes, some WIP and some failures. It's what happens.

He needs to come out clean and apologise for his silly stance before he became pm then, rather than blame everything on others. I never said he should be sacked or thrown out, i'll take him over NS/bhutto and give him 2 years but it doesnt mean i should become blind and support him all the way and never critise his mistakes.

And what good will that do. As I tried to explain dreaming and idealism are good things, it's badniyaati and greed for power for personal gain that would worry me.

I only had one hope for him.

It wasn’t that he would institute any significant policy or initiative.

It was that he would inspire the population that there is another way.

Unfortunately, he’s reinforced it.

I can comment only on one point as I was directly involved in tracking that. Government's handling of covid 19 pandemic was one of the best in the world, with limited resources.
 
Prime Minister Imran Khan on Tuesday said that the last two years of his life were the toughest, despite having struggled all his life, as the country was facing challenges from all fronts.

The premier expressed these views during an interview with senior journalist Kamran Khan on the show 'Dunya Kamran Khan Kay Sath' aired on Dunya News as the PTI completed its two years in power.

"My entire life has been a struggle," he said, talking about his decision to become a cricketer early on and to later set up the Shaukat Khanum Memorial Cancer Hospital. "Politics was the biggest struggle."

But when you keep at it continuously, you learn how to do it, he said. "You no longer fear ups and downs. What happens is that when people don't struggle for something, they become worried when there are ups and downs."

So many people made political parties, but I think they gave up during bad times, he said. "Because I had an idea, I was constantly learning and getting back up on my feet."

These two years were the biggest struggle yet, because there were several challenges, the premier said. "The country's economy had crashed, we were defaulting on payments, we didn't have money to pay our debts [...] departments had collapsed and government corporations were in debt.

"There was no one place to concentrate on," he said, adding that this was a learning experience.

So in the first two years, we understood the challenges the country was facing and then I tried to change its path towards what it was originally made for, a welfare state, he said.

"Today if you ask me what I have tried to do, I will say I have tried to put the country on the path to becoming a welfare state. If we want to progress, we have to go back to that model."

He stated that Pakistan had an "elite capture", where a small minority had access to facilities and were taking advantage of the system.

"They think think have a privileged position and are above the law. If you think about it, in the past two years, steps were taken for the very first time to bring them under the law."

'I was attacked on Covid-19 response'
Commenting on the country's success in controlling the coronavirus pandemic, the premier stated that he had always thought about the poor and the vulnerable segment of society when told to impose a lockdown to curb the spread of the illness.

"I was attacked, saying that I don't understand and am ruining the country but the lowest segment of society should be your priority," he said, adding that he was being told to impose a total lockdown by the opposition and by certain members of his own party.

"But our conditions were not like that of Italy and Spain. What would we have done about the common man, the labourers, the six to seven people living in one room if we imposed a lockdown? That is why I resisted," he said.

The premier also said that India was now suffering the effects of imposing a total lockdown, as their cases were increasing. "They didn't think about the poor.

"Bill Gates said to me that we want to study [Pakistan's trajectory]," he added.

Karachi's woes
When asked about the sorry state of affairs in Karachi, the premier said that the people of the city have suffered and so has the country as a consequence.

"It is Pakistan's economic engine," he said, adding that the lack of a local government system has contributed majorly to the metropolis' issues.

"Big cities have their own set up and they take their own responsibility." There needs to be a local government system in Sindh, he said.

He added that the Centre was doing all that was possible and the people of the city would see improvement in the near future.

I think people should watch his interview on Dunya with Kamran khan kay sath. I very good interview and Kamran asked all the questione many of us above have had.

It is worth a watch. One thing I will say about IK, my admiration for him continues to grow. He is trying his best and that is all any of us can ask of him. When he is no longer with us , his absence will be felt profoundly.

I challenge any one of our lovely opposition to sit in front of an prominent anchor and face the questions IK does.

As mentioned above our covid response has been world class. there is no other way of putting it. We should be encouraged.

Lets see if prince Bilawal has the guts to out himself infront of the people like IK has..he doesnt have the guts or belief to do so.

There is no way any Noora or PPP leader would ever sit through a proper interview. They cant even answer planted questions with planted journalists. He didn't evade a single question.

Perhaps rather than relying on whatsapp forwards to get your information you might want to listen to his interview with Kamraan Khan from yesterday and hear it directly from the source.


Unless ofcourse your intention was to purposefully spread misinformation and use it to bash IK. Won't be the first time.

Yesterday in the 2 hour long interview with Kamraan Khan a question came up regarding SoEs and IK started explaining about losses and debts etc. He also mentioned how now the just the pension bill for these SoEs is touching Rs. 500b annually. To resolve and realign the system and make it sustainable they are studying what has been done in this regard in countries like Malaysia etc. He said they had hired foreign consultants for this but process of evaluation has been delayed due to covid. He mentioned in other countries the pension fund is a big investment opportunity and it is sustainable.

He is not lying, I can only talk about Canada and every paycheck a small part of it is automatically cut away and invested by the government. You have access to it when you retire. This way over the years the investment grows substantially so that pension is funded without being a massive burden on the government. I'm sure the situation is also similar in other welfare countries like UK.

The pensions due are around $242b and after strategically investing it the fund is at a surplus of $6b without being a burden on the Government of Ontario/Canada. This is how the rest of the world functions. Apnay pind ke gully mohallay se bahar niklo gaye tu andaza hoga.

It will also encourage people to work on tax and not cash-in-hand, as they wouldn't wanna miss out on the super. Access to super can also be made available for anyone affected by natural disasters/emergencies, so that they can withdraw cash from their super account, like the Aussie govt. did here by allowing EVERYONE to withdraw upto $10,000 from their super accounts to afford expenses during the lockdowns.

It's a big project though and it'll take many years to be implemented across the board.

No you do not get to ask questions before answering Bewal's as to what is your source which says that PTI government is doing away with pensions.

Yup, we have something similar in Canada. You can also withdraw from your pensions if you are purchasing your first house, but you have to pay it back to the fund within a certain amount of time or tax will apply. Contributing to the pension leads to tax breaks. The greater the contribution the greater the tax break upto a certain limit. This encourages people to invest in their future without being a burden on the government. Also typically employers will give this as a benefit, so for example if I contribute 3% of my paycheck to my pensions then my employer would also add 3% to it. That is 3% of free money!

Correct me if i am wrong, but i have heard that pensions in Pakistan continue towards the surviving spouse and later the children, isn't that unfair and wrong? Does this happen in the west? In Canada, i am pretty sure your CPP and OAS ends upon death

here in the uk they give you either a lump sum if you die in service or a monthly stipend. Not if your pension stops if you die outside of service. i believe it carries on..will have to check
 
anyway coming onto some of the misinformation. Its a cheap tactic used in thew est to much success. throw stupid unsubstantiated nonsense out there and hope enough of it sticks. In IK's case they have tried loads of stuff. This is just the latest.

Well the PTI have held two press conferences and an IK interview to provide information about their progress over the last two years. Can supporters of the corrupt point me to any interviews from nawaza and biloo bhai where they have done something similar?
 
Imran Khan and PTI have done a decent job considering the resources at their disposal.

One common trend I see in this thread is all of us Pakistanis that reside abroad are defending IK and saying he's doing a fantastic job, whilst Pakistanis living in Pakistan aren't so optimistic. Could be multiple reasons for this, as us Pakistanis living abroad aren't facing the same hardships/ground realities as people residing in Pakistan. At the same time, we Pakistanis living abroad also see how Imran is trying to put policies in place that will be extremely beneficial to Pakistan in the long term. Usually, with the previous governments, people didn't think too much into the future (IK is trying to change this mentality).

I'm a huge supporter of Imran Khan/PTI, but I will also say that there have been some let downs.

A couple of examples of these major letdowns imo are in Punjab. Why isn't IK removing Buzdar? Why haven't they started police reforms in Punjab (this is very important)? I've talked to family back home and they've said the police are still doing the same old crap that they were doing when IK took over. We need to realize that PTI is in government at both the federal/state level.

In saying that, he still has 3 years left, and a lot can change from now to then. We need to give him time, there is no other solid alternative solution. To see drastic changes in a country of 220M+ people, it will take time (there are no short cuts). IK doesn't have a magic wand that he can just wave, and poof, Pakistan is all of a sudden a developed country. One thing I wish IK had gotten/hoping will get is a stronger majority to form the government. If IK manages to achieve this and repeal the, imo one of the stupidest laws in the country, the 18th amendment, it would be great (yes, certain parts of the amendment are great on paper, but for now this law just doesn't function in a country like Pakistan).
 
anyway coming onto some of the misinformation. Its a cheap tactic used in thew est to much success. throw stupid unsubstantiated nonsense out there and hope enough of it sticks. In IK's case they have tried loads of stuff. This is just the latest.

When you join a govt job in pakistan, the pay is very less, the govt gives you benefits like pension and benevolent fund.

Now when you retire you get 100 percent pension. If you die during service your widowed wife gets 50 percent pension.

The children only get pension if the mother also dies, thus if the child becomes orphan with the death of both mother and father than you get the pension till the age of 21, after 21 you are on your own.

Benevolent fund money is deducted from the paychecks of government servants automatically.

The govt has agpr to deal with the whole pension thing.

Its not unfair, because the wife has no one to rely on. Plus, a govt servant works on very less money and he has to be compensated like this. But im talking about govt servants who are not corrupt.

If you are a corrupt govt servant, you can make good money as that stamp holds alot of value to get anything illegal done in the country
 
How well is PTI doing? Look where it matters - money.

KSE hitting new highs, Bond ratings higher, bond yields lower, tax remittances up, reserves up etc - simply put, financial world is putting trust into Pakistan's economy because of PTI. Who cares what what repcients of khaki envelope think.

If the government officer has a daughter who is single/widow/divorced, then she gets the pension after his wife passes away.

The son is not legible to receive pension.

Yes that is what I mean. He is not eligible beyond that.

But a single/widow/divorced daughter is eligible for life.

Well summarized. I think their biggest failure has been in controlling prices of essentials. If they do not manage to put a lid on it before 2023 then it will have serious implications in the elections.

They don’t give a toss about the common man because they have to keep their mafia friends happy. A new mafia pops up every month and then we find out that the mafia leaders are Imran’s friends and financiers of his election campaign.

Pay is increased every year but uta not adjusted with the inflation rate.

Grade scale is not increase every year. Those promotions are very slow and it could take years to get promotion.

Just because one gets 1 lakh pay doesnt mean that is good pay. You have to compare it with the other jobs one could have in private with same qualification.

Imran Khan seems like a breathe of fresh air. I am a big fan of him (both as a cricketer and as a politician).

I think he has done well overall.

PTI's government has been pretty poor. I would give it 3+2(for giving out Rs 12000 to poor Pakistanis and for giving importance to hydro-power) out of 10. I will analyse the government performance in different sectors below.

Education: The government has done nothing to get out-of-school children back into classrooms. Pakistan still has the most number of out-of-school children. The number stands at a staggering 21 million. In addition, the government has not improved the education infrastructure. Most government schools are still understaffed, have no toilets, boundary walls, furniture and drinking water. Even if the government comes up with the best curriculum, the teaching and learning standard will still be mediocre due to a lack of proper education infrastructure.

Inflation: The price of basic necessities is still sky high. Imran Khan's tall claims of taking on food mafia was all hot air. Fuel prices are also too high.

Health: Again, no improvement in medical infrastructure. No attempt made to improve doctor-nurse/population ratio. Corruption, nepotism and unprofessionalism are still rampant in every government hospital.

Corruption: No visible results. No recovery of looted national wealtha long with Imran Khan allowing Nawaz Sharif to leave the country dented Imran Khan's image. All hot air again.

Police/Judiciary: No reforms as Imran Khan promised. The police is still horribly corrupt and incompetent. On the judiciary front, it is the same old story: no justice for common man.

Last, the Imran Khan has been bending over backwards to appease religious elements in the country with Atif Mina's case being one of the many. The PM has lacked any spine to condemn persecution of minorities in Pakistan. The PTI government has shown no interest in clamping down on hate preachers and hate speech on social media.

In short, PTI's two year tenure has been full of broken promises.

Whether you agree they have improved or not. You have inadvertently destroyed the Nooras and PPP for their destruction over the decade preceeding IK.

1. Health insurance for 100% of KPK population upto Rs. 1m per family per year.
2. Mass transit system for Peshawar that covers 75% of the city.
3. Merger of FATA with KPK and spread of services to the former lawless, undeveloped areas
4. Rescue 1122 service being extended to every district of KPK.
5. Exemplary improvement in hospitals
6. Massive improvement in police service
7. Good improvement in public schools
8. Establishment of a Pak-Austria high tech university in Haripur
9. Pakistan Digital City
10. Billion tree tsunami
11. Mohmand Dam
12. Around 300 small hydro power plants that are bringing power for the first time to small villages
13. Rashakai SEZ
14. Excellent local bodies system (although they finished their term and new elections are awaited)
 
President Alvi recounts PTI's accomplishments in address to parliament, opposition walks out

President Arif Alvi addressed a joint session of parliament on Thursday to mark the advent of the new parliamentary year and recounted the performance of the PTI government over the past two years.

Prime Minister Imran Khan also attended the joint session.

Members of the opposition shouted slogans and voiced their protest as National Assembly Speaker Asad Qaiser invited the president to speak. Shortly after, some members of the opposition staged a walkout and held a press conference outside Parliament House.

Alvi began his address by highlighting the PTI government's performance over the past two years.

"We should look back on the past two years to see what has been done, what will be done and what should be done."

He congratulated the people of the country for fighting terrorism. "Another achievement is that you provided shelter to Afghan refugees."

Other countries preach about human rights but don't let even 10 migrants enter their countries, he said, adding that Pakistan had shown its open-heartedness.

The president said that "positive news" was not highlighted in the country by the media. "If I have a child, I will encourage them, let them know they have done a good job and that they can do better instead of telling them they have done this or that wrong."

Referring to the coronavirus pandemic, the president said that initially there was a lot of fear mongering that the "people will die in the streets".

"Across the Muslim world, Taraweeh prayers and daily prayers at mosques were banned [for fear of the virus spreading]. But we worked with our religious scholars and continued with prayers at mosques.

"When there is a will to take care of the vulnerable segment of society, there is success."

Alvi added that now the world was recognising the government's response to the pandemic. "Today, the world is giving our example. I don't remember the last time I heard something like that."

He also touched upon the government's Ehsaas programme, introduced to provide those most affected by the fallout from the virus with cash stipends.

"I commend the premier and the government for standing by their Covid-19 response despite criticism from the opposition."

Turning to the country's economy, President Alvi said Pakistan's current account deficit had reduced despite the coronavirus wreaking havoc.

"Our ratings by Moody's and Fitch have improved, showing us that they think the country's situation looks good."

It shows that the government's policies are working, and if the coronavirus had not emerged, it would have managed to take it to new heights, he said.

Commenting on occupied Kashmir, the president said that it was only due to the premier's efforts that the matter was taken up by the United Nations Security Council (UNSC) thrice during the past year. "This is your victory."

He also lauded the premier for his strong remarks on Israel, in which he stated that Pakistan would not recognise it as a state until Palestine is freed. "Such bold statements give strength to other countries."

The president also congratulated the parliament for helping the government pass bills aimed at removing the country from the Financial Action Task Force's (FATF) grey list.

"The opposition made so much noise last year [...] I thought this time they would listen," said Alvi, referring to the walkout. Congratulating the parliament on passing the FATF bills, he said "this is what a parliament is supposed to do".

"I keep getting asked if we are all on the same page and I say that all institutions have the same goals. The government, Pakistan Army, the judiciary, and the media are on the same page.

"We want easy and quick justice for the people and zero compromise on corruption. We also want to overcome all hindrances in the way of the country's development."

He concluded his speech by addressing the country's youth. "We want to urge the youth to work hard and hold onto the lessons taught by our culture."

"Pakistan is at a tipping point. Whether anyone sees it or not, you should be able to see that."

'Everything being said based on lies'

Addressing a press conference outside Parliament House after walking out of the joint session, PPP leader Raja Pervez Ashraf said that the people of Pakistan were being "duped".

"What happened to the jobs promised to the youth, the five million houses you said you would build."

He also lashed out at the president for "agreeing with everything like a PTI worker".

"He doesn't deserve the title of president."

He added that the opposition had done the "right thing" by walking out of the session.

"Should we have sat and listened to the lies told to Pakistan? We couldn't sit there and so we have come outside to tell the nation that [Alvi's] address was only a need of the parliament. Otherwise it had no value.

"Everything being said was based on lies, Pakistan is facing difficulties and the people are helpless."
