Lahore, 15 June 2020:

With the vision of becoming one of the top-performing and most credible cricket boards in the world, the Pakistan Cricket board today released its five-year strategic plan, which has been approved by the Board of Governors.

Captioned under Five-Year Plan to Inspire and Unify Our Nation, the document lays down strategic and corporate objectives, sets a straightforward course of action for the progress and enhancement of the national men’s, women’s and age-group teams and presents a clear pathway and structure for grassroots development. Underpinning the objectives will be a tracking system that will ensure that progress is robustly monitored on a monthly basis throughout the duration of the plan.

The work on the strategy commenced last year and already a number of significant strides have been made against the objectives set out.

The strategy has been put together with a key focus on the stakeholders of the game and bringing the fans closer to the game, with accountability, transparency, ethics and professionalism remaining at its core.

The six salient features of the strategy are:

• Sustainable Corporate Governance – will be underpinned by timely and effective planning and allocation of resources.

• Deliver World Class International Teams - ongoing investment into a merit-based domestic system and a focus on excellence in High-Performance Centres will help transform our international teams into consistent top class performers.

• Grassroots and Pathways Framework - providing opportunities and supporting the seamless transition of young and aspiring cricketers into the mainstream game.

• Inspire Generations Through our Women’s Game - we will maintain a key focus on diversity and invest in our future cricketers to develop cricket champions across the nation.

• Grow and Diversify Commercial Revenue Streams - we will set strategic, innovative and targeted commercial plans that will support the sustainability of the PCB and the Cricket Associations.

• Enhance the Global Image of Pakistan - we will showcase Pakistan through the promotion of the HBL Pakistan Super League, sustainable home international cricket and by maintaining ongoing and close dialogue with other cricket boards around the world.

Each of the aforementioned strategies is divided into clear objectives and tactics. A senior manager will own one of the six strategic priorities and will be responsible for its execution, while a robust monitoring system with clear delivery timelines will track monthly progress.

Unveiling the strategy, PCB Chief Executive Wasim Khan said: “We developed the five-year plan in 2019 and awaited sign-off by the Board of Governors. We are delighted that we received official sign-off in February this year and are now in a position to formally announce it. Delivery against key priorities for the 2019-2023 plan began last year and I am delighted to see the progress that we have already made across a number of areas.

“It was highly important that we developed a clear, exciting and achievable roadmap that provided clarity on our direction of travel, not only for all PCB staff but also the fans and its stakeholders.

“Strategic plans on paper achieve little unless individuals buy-into the vision, take ownership of the strategy and are held accountable for delivering. Our robust monitoring system will track progress in a timely way so as to ensure we remain focused on what we want to achieve.

“From 2019, the PCB has embarked on a thought through reform and transformation programme both on and off the field. Having clarity of purpose and being bold in your decision making are necessary in any change programme and we firmly believe that the strategic plan has already provided us with the impetus to move Pakistan cricket forward.

“The PCB has the potential and drive to be amongst the very top cricket boards in the world. This aspiration, with a commitment to action, will drive us on so that we can become consistently successful on the field and highly competent off it. It is exciting to think where we can be as a cricketing nation when we deliver this; over the last 12 months significant progress has already been made from where we started”.

Some key achievements since February 2019:

• Implementation of PCB Constitution 2019; development of Cricket Associations and City Cricket Associations constitutions and their subsequent approvals by the Board of Governors

• Restructuring of the domestic structure

• Appointment of high-quality experts and coaches with the Pakistan national men’s team

• Whole of the HBL PSL in Pakistan, MCC tour to Pakistan after 48 years and the return of Test cricket after 10 years

• Development of high performance system and restructuring of the PCB departments

• Appointment of Ehsan Mani as Chairman of the ICC’s influential F&CA, Wasim Khan as member of the ICC Women’s Committee, Salman Naseer as member of the ICC Safeguarding Panel, Sana Mir as member of the ICC Women’s Committee

Good stuff, finally our administrators are trying to put a proper system in place.

3. Enable him to systematically select players in their mid-30’s when there are alternatives who are a decade younger.
4. Enable him to cut corners in terms of preparation camps.
5. Enable him to continue to overwork the quicks outside Asia by not picking an all-rounder.
 
1. Accountability of domestic selectors and coaches?
2. Compensation of domestic players. Why it's still not a minimum 200k Rs. per month?

We aren't getting any quality and educated players if it's not a minimum Rs. 200,000 per month for domestic cricketers.

3. Grounds. All are 80s and 90s standard. When are we going to get 2000s standard? Let alone 2010 standard.

I was looking forward to this. A professional man named Wasim Khan is professionalizing PCB. This will have every member on their toes and always working. There have been some plans that have already been started by the PCB and will bear fruit in a few yrs.

Never in PCB history has they been this professional. Watch out people, Pakistan cricket is Inshaallah going to be the best cricket board and best cricket team. The key now is for Pakistan to execute this plan, which Inshaallah they will.

All I have to say to the haters is that doubt PCB now but u will see the results in a few yrs. The key to success is to make long term goals and work hard to achieve them.

It sounds good and time will tell if its successful. WA is an excellent administrator but the PCB is a cash cow for the well connected and if he can change that, it will move PK cricket forward.

I do agree, so far Wasim has been a thorough professional.

But

For something like this, I wanted to hear some direct plans. So far it's very generalized statements.

Domestic cricketers keep earning peanuts.

Grounds are all trash, including KHI and lahore.

These plans look unrealistic given the Post Covid World. Without a series with India how will PCB earn big money? Broadcasters will not pay big bucks to the PCB without a series with India. How can the PCB find other sources of Revenue?

Maintaining and upgrading grounds and stadiums requires big money, the PCB had planned to spend Rs 6 billion for this purpose before the Covid crisis but Ehsan Mani in his podcast revealed that the PCB will now suspend this and save the money to meet operational day to day expenses of the PCB.

Why publish 5 year plans for consumption of general public?

Share quietly with relevant people in PCB and cricket associations and get on with the job.

It is not about banging out a powerpoint deck, but getting stakeholders to sign it in blood, funding it properly and getting the right people drive the right things.

Sending an coaching eleven of big name Ex-cricketers led by an unqualified coach is not a good manifestation of how strategy will translate into execution.

Lets give them time, the PSL revenue at home will bring some relief.

Speaking about a 5 year plan started in 2019 in mid 2020, most of which nobody knew.

Lobbied appointment of a zero-experienced fail Misbah ul Haq as coach and chief selector, or reappointment of a tried and disastrous yesman Waqar Younis, is appointment of high-level experts and coaches? Do they even have a team analyst who works on the opposition team's players individually?

Board of Governors and PCB uptil March/April 2020 had not formalised the city association structure resulting in a huge vaccuum of no tournament in domestics, even ramzan tournament was threatened eith no NOC which provided some income to cricketers.

The shift in the cricket structure has destroyed livelihoods of first class cricketers who are now looking for odd jobs to make ends meet.

Nobody cares about PCB winning ICC posts and one can see there is no department working in PCB apart from its media department to defend Wasim Khan and Ehsan Mani.

Most of the ignorant talk on this thread is from people who have no idea what they are talking about. If you haven't worked for an organisation that has actually created and then followed through on a proper strategic five year plan, you have no clue.

I have written strategy and been involved with five year plans. they are absolutley neccessary for any proper organisation to go forward.

Many of the FC players you talk about are basically club players, although there will be the odd exceptions. I agree that City competitions need to be up and running and that is a failure because otherwise there is no route back for the players. But the one thing for sure, the old system was rubbish, let's hope this one works better.

Because then there is nothing for the fans to judge it against. And you would also criticise if they said they had a plan but they hadn't announced it.
 
At least they are trying. I have no idea how this will work. Wasim Khan seems more organized than previous chairmans we have had.
 
My only question is whether this setup will continue for 5 yrs.?
When is the next election for PM in PAK? a lot depends on that as well.
If they continue for 4-5 yrs. then iam sure PAK cricket will definitely improve and it will be visible.
Another challenge for them would be whether or not the media supports them whole heatedly?

I am personally more interested in the how quickly and how well they can establish the grass root system. As I have put forward my opinion multiple times, I think revival of school cricket system in Pakistan with a proper road map for aspiring talent would be one of the be the biggest initiatives any system can take. The amount of talent which we are loosing from schools and collages is unthinkable and thats just because at the moment we havent established proper school cricket system, talent scouts and a proper career road map for them.

If a proper system is established in partnership with educational institutes and they have proper coaches then it can be treated just like club cricket and talented players from there can be identified and selected for their district sides and eventually regional if they develop accordingly. That side of the talent is something which we are not tapping at all and is completely being wasted.

You are absolutely right. School cricket really needs to get revived and it will get revived. Wasim Khan said that grassroots level and school cricket will get revived. This Covid 19 has messed up there planning in which they were going to get sponsors and form entities for Cricket Associations and City Cricket Associations. I am sure they are working behind the scenes and they will accomplish there plans.

The talent from school cricket is amazing. Like you said many talented kids are being wasted. What makes talented cricketers in schools stand out is that they are mentally stronger than a regular cricketer and are more disciplined.

You do know that in a business you have to have a framework first which is a strategic plan. You have to have a five yr or a ten yr plan. What this does for a business is that they will always have to work hard and accomplish there goals, whether that is short term or long term goals. There will be some goals that they wont accomplish, but you always have to be striving to reach that goal. A big thing is that the all PCB staff will be accountable to accomplish the department goals so that they reach there goals on these five yr plan

Now after you have have a strategic plan you then can have direct plans that will achieve that plan. For example Balochistan team in last yrs Quaid e Azam Trophy had barely any players that were from Balochistan. So PCB has a strategic plan that states the Balochistan association team will have all Balochistan origin players. Now there direct plan after making a strategic plan is that they will do more development camps with the cricketers in Balochistan, make a HPC over there, make more stadiums over there, have better coaches and etc.

This 5 yr strategic plan is a step in the right direction. Judge PCB after a few yrs but judge them after a few yrs. It will take a some time.
 
Have you got any better ideas? You talk as if you have scored 10000 runs at average of 55 and taken 400 wickets at 20 and been captain of one of Cricket's greatest ever team.

His comment was because the PM is IK, the PCB chairman is Ehsan Mani and The PCB CEO is Wasim Khan.

If the PM would have been Nawaz Sharif or Bilawal Bhutto, The PCB Chairman was Najam Sethi. His take would have been completely different

ISLAMABAD: The Pakistan Cricket Board (PCB) on Friday held a strategic meeting over successfully executing its five-year development plan.

Presided over by PCB chairman Ehsan Mani, the meeting was attended by directors of almost all wings of the PCB who mainly discussed various proposals for successfully executing the Board’s five-year plan.

Sources said that after the first session of the meeting, the PCB chairman and officials moved to Nathia Gali on Friday where they would be holding a two-day session to finalise things for executing the plan and they will also take some other decisions related to the upcoming National T20 Championship.

“Besides focusing on the five-year plan, we will also discuss the best ways for the execution of our recent satellite broadcast deal with PTV,” said an official of the PCB.

It may be mentioned here that in June this year, the PCB had launched its five-year plan titled: “Five-Year Plan to Inspire and Unify Our Nation,” which laid down strategies and corporate objectives, set a course of action for the progress and enhancement of the national men, women and age-group teams and presented a pathway and structure for grassroots development.

Sources said that during Friday’s meeting in Islamabad, the issue of the upcoming tour of Zimbabwe and National T20 Cup also came under discussion. The sources said that various committees, such as medical committee — which will have highly important role amid Covid-19 pandemic — have been finalised.

The sources said that after National T20 Cup, Zimbabwe will tour Pakistan in November to play three ODIs and three T20s.

Therefore, PCB will be taking maximum measures to make the National T20 a successful tournament as Zimbabwe will be playing at the same venues, Multan and Rawalpindi.

The sources said that office of PCB’s Director High Performance Nadeem Khan would be playing a leading role for holding the National T20 tournament.

Chief executives of Central Punjab and Northern announced

Lahore, 11 June 2021:

The Pakistan Cricket Board took another step towards its objective of decentralisation of country’s cricket and instilling a corporate culture in the six Cricket Associations with the appointment of chief executives for Central Punjab and Northern.

Mr Abdullah Khurram Niazi, a former first-class cricketer who played 11 matches from 2001-03, has been appointed as the chief executive of the Central Punjab Cricket Association. Along with playing the sport, Mr Abdullah also has administrative experience of the game at the grassroots level. He holds a master’s degree in Economics from Punjab University, Lahore and has an 11-year experience of serving in the public sector and before that he worked in the private sector from 2007-09.

Mr Najeeb Sadiq, who has been appointed as the chief executive of the Northern Cricket Association, is an expert in institutional management and holds two master’s degrees in Information Sciences and Business Administration. Mr Najeeb complete his post-graduation in Information Sciences from University of London in United Kingdom in 1989 after completing his MBA from University of Peshawar in 1987.

Mr Najeeb is an executive director at ZTE Corporation, a leading telecommunications company, and serves on boards of various IT-related corporations.

These two appointments have been made for three years following a robust recruitment process, which started in April when the PCB attracted applications for the positions. Their responsibilities will include curating strategies for effective management of day-to-day activities, establishing protocols to ensure efficient utilisation of resources for the growth and promotion of the game by creating strong networks at the grassroots, supervising the first registration of Cricket Clubs under each City Cricket Association as per applicable regulations/bylaws, and monitoring and organising cricket events and activities within the respective jurisdictions.

These appointments have been made after the first boards of the six CAs were notified in the 61st PCB Board of Governors meeting on 28 February.

Central Punjab Cricket Association Chief Executive Mr Abdullah Khurram Niazi: “I am honoured to be a part of the Central Punjab Cricket Association. I have always been a cricket enthusiast, and taking up this position at the CPCA has provided me with a perfect opportunity of playing a role in the development of cricket in the country after the much-desired revamp of the domestic structure.

“I have joined this organisation with the ambition to grow the game by providing a solid structure at the grassroots. My focus is to involve the community and establish links between cricket and educational institutions to help the age-group cricket flourish.

“I aim to introduce a self-sustainable model of cricket in Central Punjab. We will have a number of tournaments, which will be organized at club, community club and City Cricket Association levels.

“At Central Punjab, we will ensure the highest level of transparency and introduce corporate governance practices to ensure the best management of resources, whether financial or human.”

Northern Cricket Association Chief Executive Mr Najeeb Sadiq: “I have been extremely lucky to have the privilege of playing cricket across the globe and thereafter working in leadership roles in multinational organisations. However, nothing felt as exciting as getting the opportunity to work as part of Pakistan Cricket Board and serve as the chief executive of the Northern Cricket Association. I played cricket at grassroots here and know my region inside out.

“This is an opportunity for me to play a role in the promotion, development and growth of the sport I love. I look forward to work under the leadership of our chairperson, Mr Saleem Asghar Mian, who is not only an accomplished cricketer but a top bureaucrat as well.

“My ambition is to establish Northern as the biggest nursery of cricketers in Pakistan. We cannot produce cricketers without cricket fields. The better the grounds the higher the standard of cricket becomes. I want to add maximum first class grounds and cricket nurseries in our regional cricket infrastructure.

“I will fine-tune my plans through the guidance of two Test cricketers in the board. While maintaining focus in the urban cricket centres, I want to look towards the toughest terrains and tallest mountains to promote cricket in the underdeveloped areas.

“Transparency, merit and accountability will remain core of the governance at the NCA and we will create an environment that encompasses honesty, integrity, self-belief and hard work. I also want to ensure that we create job opportunities for the cricketers and cricket-related personnel.”

The chairpersons of the two CAs welcomed the chief executives and expressed full support to them to undertake the initiatives for the promotion of the game.

Central Punjab Cricket Association Chairperson Mr Abdullah Khan Sumbul: “I am pleased to have Mr Abdullah Khurram Niazi as the chief executive. He has vast understanding of the game and the desired administrative experience in both public and private sector from which Central Punjab will surely benefit.

“Our team consists of cricket enthusiasts who are working day and night to sustain the interest of the masses in the game and Mr Abdullah is a great addition to it. Mr Najeeb Sadiq, who has been appointed as the chief executive of the Northern Cricket Association, is an expert in institutional management and holds two master’s degrees in Information Sciences and Business Administration. Mr Najeeb complete his post-graduation in Information Sciences from University of London in United Kingdom in 1989 after completing his MBA from University of Peshawar in 1987.

Mr Najeeb is an executive director at ZTE Corporation, a leading telecommunications company, and serves on boards of various IT-related corporations.
