Who is responsible if one is absent from university or work due to the city being locked down?

Universities in Pakistan give students a certain number of holidays. If that number is crossed(12hrs) then the student cannot sit for exams and is marked as fail

Now if the city is locked down, like TLP has done in Rawal Pindi and Islamabad, then are Universities suppose to mark you present in the system as there is no way you could reach the university, or is the student suppose to use his holiday

Mind you, people often use their holidays for sick leave or even sleeping in.
