You are spot on. However the statement is considered racist when one discriminates, and given the context, Trump was discriminating, meaning is was a racist statement.

I could state that Australia is a criminal nation descended from convicts. This statement on it's own is not racist, but in application to context and discrimination, can easily be deemed racist.
