Why don't the departments host/organize their own ODI/T20 tournaments without the PCB?

Why are they requesting the PCB to accomodate them in the domestic calender? If they were indeed helping the PCB out massively in the past, why don't they take initiative and host their own ODI and T-20 tournaments during the year?

The PCB has taken the position that they cannot prevent or stop departments from hosting their own tournaments but the only difference is that the matches will not be given first class status. Basically now department matches and tournaments will basically be treated like club matches, Ramazan T-20 tournaments.

Why do the departments want their games to be given first class status? Why can't they be happy and content with hosting their own games and tournaments among themselves without being dependent on the PCB for giving them domestic cricket status?

This way they won't have to lay off any of the players themselves.

Why not reach a deal with the regional sides for sponsorship and bear the right to have their name displayed on the team, logos?

These departments may have been good for the elite cricketers in Pakistan, but have harmed Pakistan cricket overall as the regional system has never been allowed to develop.

I read one story from the 2003/04 domestic season where the departments held PCB hostage. PCB revamped the format, introducing a qualifying round for the Patron's Trophy. Habib Bank and National Bank surprisingly failed to qualify. So they appealed to the PCB while their players made the same emotional dramabaazi we hear now claiming job losses, and guess what ?

PCB expanded the format and included Habib Bank and National Bank, claiming the tournament needed its best players despite them choking in the qualifiers. That's why it's crucial Imran is overseeing the current reforms otherwise previous weak willed PCB administrations would've capitulated to the departmental lobby.
