Why is the BCCI not keen on playing Pakistan's home series at a neutral venue?

Former BCCI vice-president Rajeev Shukla said the board is not mulling the option of playing Pakistan's home series at a neutral venue.

“We have had a consistent policy that we will play on each other’s soil,” Shukla said.

“Pakistan’s security situation is not such where you can have a series on their soil. Only Zimbabwe has played a series and no other countries are touring Pakistan. They are not being able to provide adequate security. First, you make your venues such where you can provide fool-proof security. And for India, the security concerns are even more. How can we risk our players?”

Gov of India/SC cannot dictate to the BCCI to follow the COA's advice with regard to Champions Trophy as BCCI is too powerful even for the GOI.

BCCI cannot play Pakistan if the GOI doesn't allow them because GOI is a "sovereign nation" and "no one can go above a nation's sovereignty" not even the BCCI.

What govt. of India got to do with COA? Its supreme court appointed committee and they made BCCI follow their decision if you brothered to touch upon SGM meeting's conclusion.

Regarding India touring/playing Pakistan, its India's cogitative national policy towards them and their avaricious board.

What has the govt got to do with CoA?The govt itself us objecting to Court interfering so much in the functioning of a sporting body.There are lots of constitutional and legal issues if a court starts telling how any organisation incorporated under Societies Act or Companies Act has to select its officials or members etc.This has more to do with constirutional issues than bcci.

Not playing any bilateral sportibg series with Pakistan is part of Indias foreign policy.Every recognised sporting body has to follow it.
 
I think Cricket has become a bit boring and monotonous these days by playing against the same teams again and again hence arranging a Test Series against Pakistan wouldn't be a bad idea.

Who appointed the COA to begin with neither the BCCI nor the GOI likes the COA? Why does the COA have so much power and who gave it to them?
