I believe the PCB and PSL should accommodate additional categories in the PSL and instead of having the emerging players category, there should be the U-19 players category and the top domestic performers categories.
The top U-19 players in Pakistan should be placed in the U-19 category and the top domestic performers in domestic cricket should be placed in the Domestic Performers category and the Franchises should be required to pick 1-2 players from each category in their squad.
How the PCB decides to decide the Fee to allocate to these categories is up to them. But I believe this is a good way to alleviate the grievance that top domestic players are ignored in the PSL.
