In an ideal world everyone agrees what should happen - those in the country illegally should return to their country of origin but it's not as simple as that. Much like the Biharis in Bangladesh, the Afghans in Pakistan etc these people have been in India for decades and many won't even have a home back in Bangladesh. Moreover, the Bangladesh government will want solid proof that these people are Bangladeshi before agreeing to take them back. If they've destroyed their documents how can India prove they are from Bangladesh? This is exactly the argument that India uses when it comes to undocumented and illegal Indian immigrants living in the UK and elsewhere. "Prove to us they are Indian and then we can talk" the government will tell foreign countries.
Incentives should be offered to those who agree to return but for those who don't what can you do?If I were in charge I'd offer the rest some kind of long term residency card which doesn't give them the right to vote or receive state benefits but does allow them to work and live in India and receive things like emergency medical treatment if they need it.
However at the end of the day this is a decision for those living in India and Indian taxpayers to make as they are the ones living with the consequences of such illegal immigration.
One of the reasons this exercise is going on is to make India unfriendly to the bangladeshi illegal immigrants who are planning to come in in future.Also to force millions who have come into India in recent years and regularly go back to BD to go back permanently.
Places like Mumbai Hyderabad Bangalore NCR has seen huge numbers of illegal Bangladeshis appearing out of thin air in last few years due to the economic boom in India in last 2 decades.
