There is a video on YouTube of Taskin as a 17 year old bowling in the first or second edition of the BPL and he is being clocked at 115 - 120 kph. Why even have speed guns if they are so wildly off the mark?

Maybe because its successful in Bangladesh? I'm sure BCB wouldn't have gone on with it after a couple of seasons if they weren't able to make a profit.
