We don't have much all rounders in domestic circuit, having only few but not getting their chances.

How to improve:
At least throw one pace bowling all rounder in top order that will give advantage to use the 6th bowling option and after Hafeez retirement Pakistan will face this.

Highlighted players

Make come back of Amir Yamin and give chance in top order at 3 or 4.
Shuffle the batting order and give chance to Hassan Ali at 7
Try Fahim Ashraf as an opener, first try against lower ranked teams like Zimbabwe. Pakistan will be touring Zimbabwe in 2018.
Try to include Haseeb Azam,Shehzad Azam Rana,Zohaib Ahmed and check their temprement in T20 before induction in ODIs and Test matches

Developing all-rounder needs lots of planning at domestic level. Top FC teams need to play couple of young potentials at 5 & 6 and then need to give them at least 15 overs/ FC innings.

In late 90s/early 00s, when I was involved in scouting for club cricket, one fascinating strength of PAK cricket was the abundance of multi skilled players, particularly bowling all-rounders, who would make the teams (for such <35 overs KO tournaments) as a top, top bowler & then can spank the bowling from 5-7. In other word, there were several Anwar Alis.

In last 10-15 years, they have made FC cricket like a bit larger 4 innings of List A, on a pathetic wicket - which doesn't give enough outing in middle for even top 5 batsmen & doesn't ask for more than 15 overs/innings from 4 specialist bowlers - then where the likes of Talat, Ghulam, Hasan, Shadab can develop their all-round skills? Next level is probably Saud Shakil, Umar Amin or Hasan Ali, Amir or Yasir - first group hardly get the chance to bowl, last group to bat :(

Cricket skills are mastered from FC system, not from nets or academies, which can teach fundamental skills or polish it - something there is in abundance, even without the NCA.

This requires brave caption/leader who can make this happen without hearing words from other peoples.

I think it's a good thing as most alrounders in the country know how to bat and are more suited to batting but I would start them off at 6

Good idea...not sure about Hasan, he just swings from the hip.

Im not sure. Up the order would give more exposure. On the other hand is it worth batting them up the order when in international cricket they will be batting 7?

I don't think there any allrounders I'm aware of that can make it as top order/middle order specialist batsmen as well as bowl 10 good overs with the ball consistently. A player like Hafeez was fairly rare, but his bowling has really gone down the drain, it's not nearly as good as it used to be.

I think the way is to give Imad Wasim and Faheem a good try now, don't see many others. With the emergence of Shadab and Imad looking less impressive than he's started, tempted to give the pace allrounder a go.

I don't think it's a massive issue, we have quite a few part time bowlers in Hafeez, Malik, Haris if he comes back in the team, even Fakhar to my surprise looks like he can bowl. Azhar possibly too, but dont think he'll bowl much. Having lots of different options helps as part timers, one may suited for certain batsmen/pitches over the other, and difficult to set plans to (if they don't know which one the captain will go for on that day). Remember particularly Dhoni in the past managed his part timers extraordinarily well (so well, that he even protected the full time bowlers at the time like Ishant who weren't very good). We could even go with an extra batsman at this point.

We're lacking a big hitter down the order at 7. Even if he couldn't bowl I'd take him, someone who could average over 30 or so at a great SR over 100 would be ideal. Having said that a lot of teams don't have someone down the order, it's not a huge problem really if you have top/middle order batsmen who score at a decent rate as well as consistently scoring, they can usually accelerate once they've played themselves in and slog a bit at the end. Teams don't rely on that one batter down at 7 to push the score anymore, it's just too inconsistent a strategy.
