England got lucky. Roy, Hales and Butler were generational talents for them and bairstow hit a purple patch at the right time and Morgan was always their best left handed batter since debut.
Otherwise they weren't that good. Root was a liability in that team and eventually Hales replaced him post 2019. Stokes himself is bang avg, He gets elevated to some atg status cause he managed to play an atg innings and win England 2 cups but both required alot of luck, poor fielding and they were outliers that came at the right time.
Moeen Ali is just a pinch hitter, and plunkett + archer hard carried the bowling lineup. Chris woakes has handy at no 8 as well.
After these guys fizzled out they got exposed eventually. Harry Brooks is the most overrated player I've ever seen. Roy in his prime was better then him. This dude is the definition of an ultra flat track bully.
Phil Salt is a brainless hack, he's only good for t20, Jamie smith isn't anything special either. And malan was garbage, overrated fraud.
Since 2019 they've only found one good batter in Ben duckett and that's it.
