Coronavirus in India

India's test count could be even higher than 51000/day if some states like Kerala, telangana ,west bengal etc., improve their test counts. They test very less even including rapid test kits.

First of all, centre & ICMR has directed all states (10 days ago) that they can go ahead and buy test kits (including rapid test kits) from other countries. Likewise, karnataka, AP, chattisgarh have bought rapid test kits from south korea.

AP has done total of 75000 tests where as telangana has not even done 24000. Same with kerala not even 24000 , karnataka around 45000 , I don't understand what is stopping these states to test more and more ?? May be their strategy is No tests so no cases !

Andhra pradesh tops the country with number of tests being conducted in a day

AP ramped up the testing capacity of #COVID19 in a short time. Kerala has flattened the graph so there is less testing, Karnataka has done 45000,not less by any mean seeing the number of patients they have or getting daily

On West Bengal and Telenagana I agree, specially WB, really attrocius numbers of testing, hiding deaths, hiding information, look like somebody got inspired by Chinese leadership.

With aggressive testing AP has found that there 72 cases with no source or almost impossible to find source i.e.. community transmission cases. Test more and isolate more should be the formula.

Kerala tested only 24000 and I don't quite understand on how they flattened the curve without testing ? Flattening of curve happens when we test more but get less positive cases count

They could have tested more during this lockdown period. Anyway looks like lockdown will get extended again

Police in the Indian city of Mumbai have been told to stay at home if they're older than 55, after three officers died of Covid-19.

Officials said that the older policemen would stay at home until the lockdown ended on 3 May.

On Monday, a 56-year-old policeman in the city died while undergoing Covid-19 treatment, according to local media reports.

Mumbai is in the western state of Maharashtra, which has seen the highest number of cases in India. More than 500 new infections in the state were reported on Tuesday, according to health ministry data. That brought the total number of confirmed cases in Maharashtra to more than 8,500.

I was watching pandemic on netflix. They went to jaipur during an outbreak of swine flu. Very impressed with the govt hospital there, the facilities and the doctor was a warrior. Brave guy.

Biggest issue I think is the large population and the lack of doctors per populace. i expect india to get a handle on covid-19 pretty soon and Pakistan should look to learn as much as possible from our neighbour. A pity we are going through this unco-operative period due to the the BJP or we could have had a massive joint response..

For a minute I am not claiming that we dont have our major share of issues and there are lots of poverty/monetary concerns. But the obsession of British tabloids and media towards India is hilarious. If any country has dealt with this pandemic in a worst possible manner, its Britain. Atleast we dont elect any random someone as PM just bcoz he looks like Trump...lol. Britain need not bother whether India can afford PPE or not and focus on its own country at this time of cricis.

What's going on in West Bengal? cricketjoshila

Kya ab desh ke minorities police pe patthar bhi nahi phenk sakte?

Already India has been shamed by dropping down in the religious freedom index, they should be given the freedom to spit on nurses, defacate in quarantine centres, throw urine bottles at civil personnel along with mutton biryani for lunch/dinner everyday.

Don't be an islamophobe and share such posts please!

Today's ICMR testing update at 9 AM. Total samples tested is 7,70,764. Yesterday, a little over 53k samples tested.

Not far from 1 lakh a day.

Maharashtra and West Bengal big worries. Kerala oddly not testing enough. Barely a little over 20k tests in total.

53k tests per day is good but few states like telangana, kerala, west bengal etc., are not testing enough.

AP is on testing spree with over 7500 testing per day. AP govt. plans to test 10000 per day in next few days.

Kerala did an excellent job containing the spread of the virus, when it started. They were much ahead of the rest of the country in testing a few weeks back. They have relatively low number of active cases, not sure why posters here are dissing them on testing?
The Kerala government is now focussing on the 300K gulf repartriates who will be back once the travel lockdown ends. They have done a far better job than any other state government.

And before anyone starts, I am not from Kerala and have no love for the communists ruling that state.

India death toll surpasses 1,000

The death toll in India has sadly passed 1,000, according to data from Johns Hopkins University.

Wednesday saw the largest daily death toll yet with 73 fatalities recorded.

Over 31,000 cases have been confirmed in the country.

The figure is relatively low in comparison with other countries however experts have warned that there is a lack of testing in the country.

Virologist Jacob John told AFP news agency: "We see low numbers but we do not know how to validate those numbers or rates."

India has been in lockdown since 25 March and Prime Minister Narendra Modi has indicted that the lockdown could continue beyond 3 May.

A plan to give the anti-malarial drug hydroxychloroquine to thousands of people in Mumbai's crowded slums to prevent coronavirus infections has temporarily been shelved.

On Wednesday, Indian health officials in Mumbai said that a test to prove the efficacy of the much-touted but largely untested drug was still in the cards, but for now, they would follow government guidelines.

India, which reached a grim milestone of more than 1,000 deaths from the virus on Wednesday, is one of a few countries pushing for the use of hydroxychloroquine, or HCQ, as a precautionary measure among high-risk groups such as healthcare workers or people who have come in close contact with COVID-19 patients.

Mumbai, one of the world's most densely populated cities, has struggled to contain the spread of the virus, and has more than 3,000 cases.

In Mumbai slums like Dharavi, which is Asia's largest, social distancing is nearly impossible.

The state government had said it would conduct a clinical trial to test the effectiveness of HCQ on slum residents.

But experts pointed to the scant evidence for the efficacy of the drug and the risks it poses, and questioned the ethics of using HCQ on a vulnerable population.

Dr Daksha Shah, Mumbai's deputy executive health officer, said officials would now follow guidelines set by India's top medical research body, and that they were waiting for approval to test the drug.

The state government has now said that HCQ - which has been touted by President Donald Trump - can be given only after patients consent to taking it while knowing the risks involved.

It added that adverse reactions need to be immediately reported to authorities, and that doctors must sign off on giving the drug to those with heart ailments, diabetes or blood disorders.

But concerns remain over India's policy of using the drug as a precautionary measure.

On March 22, India's National Task Force for COVID-19 issued a statement saying its decision to allow the use of the drug was based on "risk-benefit considerations under exceptional circumstances" and was "derived from available evidence of benefit as treatment and supported by pre-clinical data".

After the statement was issued, health workers in Mumbai, like other parts of India, began taking HCQ. The drug was also given to healthy police officers in the city.

But experts say there is no evidence the drug is a preventive tool against COVID-19. Even for the treatment of diagnosed patients, HCQ has shown no benefit.

An analysis of 368 patients in US veterans' hospitals published earlier this month reported more deaths among those given the drug versus standard care.

"If there is no evidence ... why are scientific bodies pushing this drug and giving the impression to the public that there is a magic bullet, and this is your last hope?" said Dr Shriprakash Kalantri, an epidemiologist in the west Indian state of Maharashtra.

India has said millions of people stranded by a nationwide lockdown can now return to their home states.

A notice issued by the home ministry says people will need to be screened for symptoms at both source and destination, and be quarantined.

However, the movement of people will be only possible through state government facilitation, which means people cannot attempt to cross borders on their own.

India has been in lockdown to curb the spread of coronavirus since 24 March.

When Prime Minister Narendra Modi announced the measure, he did so with barely four hours' notice. This prompted hundreds of thousands to try and flee cities to go back to their villages.

Many of these people were migrant workers - those who had come to cities from other states to earn a living.

These informal workers are the backbone of the big city economy, constructing houses, cooking food, serving in eateries, delivering takeaways, cutting hair in salons, making automobiles, plumbing toilets and delivering newspapers, among other things.

Most of the estimated 100 million of them live in squalid conditions.

When industries shut down overnight, many of them feared they would starve.

For days, they walked - sometimes hundreds of kilometres - to reach their villages because bus and train services were shut down overnight. Several died trying to make the journey.

Some state governments tried to facilitate buses, but these were quickly overrun. Thousands of others have been placed in quarantine centres and relief camps.

In recent weeks, there have been big protests by migrant workers in Gujarat state and Mumbai city, demanding they be allowed to go home.

Authorities say the lockdown has been key to saving lives, but critics have said that the lack of planning has hit the country's poorest and most vulnerable citizens hard.

Lawyer-activist Prashant Bhushan, who had earlier filed a petition in the Supreme Court asking for migrants to be allowed to return home, told the BBC that the lockdown was "totally inhuman".

"Those who test negative for Covid-19 must not be forcibly kept in shelters or away from their homes and families against their wishes. The government should allow for their safe travel to their home towns and villages, and provide necessary transportation for the same," the petition says.

India coronavirus: The man giving dignified burial to Covid-19 victims

For three decades, Abdul Malabari has been an undertaker for unclaimed bodies. But he never thought he would have to bury people whose families wanted to say goodbye but couldn't because of Covid-19. BBC Gujarati's Shaili Bhatt reports.

"My work has no fixed timings," says the 51-year-old undertaker. "As soon as we get a call, we proceed with the kit."

Every time someone dies of coronavirus in Surat - in India's western state of Gujarat - officials call Mr Malabari. So far the city has recorded 19 deaths, and 244 active cases. There are 3,548 in Gujarat.

"In such difficult times, Abdul bhai [brother] has been of great help," says Ashish Naik, Surat's deputy commissioner.

Mr Malabari says this is his job, and so he agreed to do it, despite the risk. His team now eat and sleep at the office of their charities, to protect their families from infection.

It is not the first time Mr Malabari has gone above and beyond for people he does not know. It was his compassion for a stranger three decades ago - when a different disease was snaking its way through the population - which led to his work today.

The stranger's name was Sakina, and she was suffering from HIV. Her husband and son had brought her to hospital, but then disappeared. Efforts to track them down after her death proved fruitless.

And so, she had been lying in the morgue for a month. Local officials were desperate, and put an appeal out for a Muslim volunteer who would take on her burial.

Mr Malabari, then just 21, was touched by the advert and decided to help. He contacted the only organisation in Surat that was burying unclaimed bodies, but they told him the man who did the job was travelling so they would have to wait for him to return.

"I felt it was unfair," Mr Malabari says. So he went to the hospital and told officials that he would bury Sakina.

Her body, he recalls today, "was stinking". But he was not put off, approaching some women he knew to bathe the body as per Islamic custom. But they refused, he says, because Sakina had HIV, which was still little understood in 1990.

So Mr Malabari decided to do it himself, pouring buckets of water over her body, before taking her for burial.

He says that's when he realised Surat couldn't rely on just one man for this job. "It took me a whole day, and I also realised I could not do this alone."

So he started his charity. He says his family, which runs a textile business, was initially against it.

"I remember telling them how Islam says its every citizen's duty to help and carry out a person's final journey out of humanity and respect. I was just doing that as a fellow human being."

Today, there is as much fear surrounding the bodies of those who die with Covid-19 - although with far more reason as, although health experts say the virus cannot transmit after death, it can survive on clothes for a few hours. So once the body is sealed in a bag, no-one, not even family, can see it.

Mr Malabari and his team take all the precautions - they wear masks, gloves and gowns. They have also been trained on how to prepare the bodies. First, they spray the body with chemicals and then they wrap it in plastic to avoid contamination, before transporting it in one of the two vans reserved for Covid-19 victims. The vehicles are sanitised after every trip, and the cemetery or crematorium is disinfected after each funeral.

Even so, fears over the virus have led to protests in some Indian cities by people who live close to the graveyards. Mr Malabari says he has also encountered some trouble, but he has been able to reason with people so far.

The hardest part, he says, is dealing with families who can't say goodbye - many of them are also under quarantine.

"They cry a lot and talk about seeing the deceased. We explain to them that it's for their own safety and assure them that we will make the arrangements according to their religious customs."

He says sometimes a family member has been allowed to observe from afar: "We take them in a separate vehicle and ask them to stand at a distance and pray.

Things have also changed a lot in Surat since he buried Sakina all those years ago,

Now, he says, his three children - a daughter and two sons - are "happy" and "proud" of him. His charity has since grown to 35 volunteers and has some 1,500 donors, as well as the help and support of officials.

What he's most proud of, he adds, is that his team includes people of all faiths and castes. "We have Hindu volunteers who bury the bodies of Muslims, and Muslim volunteers who cremate the bodies of Hindus."

Most often, he says, they end up with the bodies of the homeless or runways who are never identified.

"We find bodies in rivers and canals, on railway tracks. We sometimes deal with decomposed bodies."

He says the effect of what they do is hard to express but, over the years, it has affected his sleep, appetite and even his ability to enjoy time with his family.

But he has never considered stopping.

"In my heart I feel a sense of satisfaction from doing this that nothing else will ever give me."

No, it is big problem, right now government can control it with force but take one more month and it will be absolute disaster, one of many reason that government is opening some sectors of economy.
Another thing is life we live is depend on many luxuries like mobile phone, government can give free food for let say one to two more month, but you can't expect government to give money.
Opening if not whole economy then partial with precautions is the only way out before end of May.

How are these samples selected? I did a bit of reading on Pakistani selection for testing and realise that they are testing likely candidates for the virus. What about India? Whats the methodology?

I can answer this as I have read about it.

In India states have been directed to import testing kits from any country. So some states have rapid test kits (from S Korea) which basically checks if COVID-19 related antibodies r present in the body or not. More importantly result will be obtained in just 10 minutes. So authorities can determine many positive & negative patients each day.

(Only chinese rapid kits are found faulty by states and they are returned back (u know china maal))

So, many states r using this rapid kits and testing aggressively. The state where I come from tests usually 7000 to 8000 tests per day (both PCR & these rapid kits)

For selection of patients for tests, they are doing in 3 ways : Primary Contacts( ppl who returned abroad or returned from delhi religious event), secondary contacts (who might have come in contact with primary or kind of related), random tests.

Many random tests are also being done along with primary & secondary contact testing.

Contact tracing and people with travel histories was the initial criteria. These were when our test numbers were low and we had limited capability. This is still in place for high density areas. As IndianHero pointed out below, state governments now have their hands on rapid test kits as well, so they can use them in areas where they believe there is a risk of community or local transmission. RTPCR is still used for confirmed cases though as those are more reliable

Thank you guys for the detailed explanation. I guess its all about smart testing as testing a whole population can never be possible.

Glad that you are reading up but have to correct you here. When I mention and quote ICMR tests, it includes *only* RT-PCR tests. Not the antibodies testing kits.

RT-PCR = diagnostic kits

Antibodies = only for surveillance and epidemiological studies.

Never mix the two up.

ICMR website counter says 72,000 samples were tested yesterday with 1800 reporting positive. In absolute figures, the number of positive cases reported has sort of plateaued at this level for the last week or so. But testing has gone up from 40K last week to 72K yesterday.

The first train carrying migrant workers stranded by a nationwide lockdown in India has left the southern state of Telangana.

The 24-coach train, carrying 1,200 passengers, is travelling non-stop to eastern Jharkhand state.

Earlier this week, India said millions of people stranded by the lockdown can return to their home states.

The country has been in lockdown to curb the spread of coronavirus since 24 March.

However, the movement of people will be only possible through state government facilitation, which means people cannot attempt to cross state borders on their own.

This train is a "one-off special train" to transport the workers on the request of the Telangana state government, Rakesh Ch, the chief public relations officer of South-Central Railways, told the BBC.

The train left Lingampally, a suburb of the southern city of Hyderabad, early on Friday and is expected to reach Hatia in Jharkhand on Saturday.

Mr Rakesh said that adequate social distancing precautions had been taken and food was being served to the passengers.

Railways officials said that adequate social distancing precautions had been taken and food was being served to the passengers.
He said each carriage was carrying 54 passengers instead of its 72-seat capacity.

"The middle berth is not being used in the sleeper coaches and only two people are sitting in the general coaches," Mr Rakesh said.

Before the train pulled out of the station, all the passengers were screened for fever and other symptoms.

They had all been employed at a construction site at the Indian Institute of Technology, a top engineering school, in Hyderabad city.

The workers had earlier protested at the site against the non-payment of wages by their contractor.

Senior official M Hanumantha Rao said the contractor was asked to pay their salaries and arrangement made to send them back home.

The journey was organised at "very short notice", senior police official S Chandra Shekar Reddy told BBC Telugu.

"We screened them at the labour camp itself and transported them to the railway station in buses," he said.

India is extending its nationwide lockdown for another two weeks after 4 May, but will allow “considerable relaxations”.

These will apply in lower-risk districts marked as green and orange zones, under the government’s plan to fight the Covid-19.

Thousands of Indian students unable to leave the UK because of the coronavirus lockdown are relying on food donations from charities because they can no longer afford to eat, Anna Fazackerly reports for the Guardian.

Student groups representing the students, from across Britain, have been coordinating emergency food drops with local community groups and charities. Many of the young people have lost their part-time jobs and can no longer afford even basic living costs.

The Indian National Students’ Association, one of the largest student groups, says so far it has helped to distribute food to more than 3,000 struggling students across the country. A second UK-wide students’ group, the National Indian Students and Alumni Union, says it has also had calls from hundreds of students who cannot afford food.

Charan Sekhon, the chair of an Anglo-Indian charity based in Bedford called the Seva Trust, which has delivered food parcels to more than 60 Indian students in its local area, says: “We have had lots of examples where students are actually starving. They haven’t got anything at all to eat.”

India banned all international flights from 22 March, giving students only two days to arrange to get home. Flights that typically cost around £300 were selling for £2,000, and thousands of students found themselves stranded in Britain.

India extends nationwide lockdown, to allow relaxations in lower-risk zones

NEW DELHI/MUMBAI (Reuters) - India said on Friday it would extend its nationwide coronavirus lockdown for another two weeks after May 4, but would allow “considerable relaxations” in lower-risk districts marked as green and orange zones.

Some activities will remain prohibited throughout the country, regardless of the zone, the ministry of home affairs said in a statement.

Those include travel by air, rail and metro and inter-state movement of people by road; and schools and colleges, hotels, restaurants, shopping malls, cinema halls and places of worship will remain closed.

There will be no restriction on movement of goods between states and on the manufacturing and distribution of essential items, the ministry said.

Authorities are trying to chart a path out of the world’s biggest lockdown, which they credit with preventing an exponential surge in infections and which Prime Minister Narendra Modi imposed on March 25.

Authorities have mapped the country into red, orange and green zones, depending on the severity of the outbreak. Health Secretary Preeti Sudan detailed the plan in a letter to regional officials that was seen by Reuters.

The biggest and most economically-important cities, including New Delhi, Mumbai, Bengaluru, Chennai and Ahmedabad, would all be classed as red zones, infection hotspots, and kept under strict lockdown.

To qualify as a green zone, eligible for quicker lifting of restrictions, an area would have had to report no new infections for three weeks. The classifications would be “dynamic” and updated at least weekly as conditions change, Sudan wrote.

India has reported more than 35,000 cases and 1,147 confirmed deaths from the virus. The true extent of infection may be higher in a country where millions of people do not have access to sufficient healthcare.

The shutdown has pummelled India’s economy, depriving millions of day labourers of income and stranding rural migrants in cities where they can no longer afford rent or food.

The government issued an order on Friday to provide special trains for stranded migrant workers, pilgrims, tourists and students to return home.

India extends lockdown is super misleading. I just finished reading the detailed notification. Even in the strictest red zone, all the shops and businesses will be allowed to run. Cab aggregators will ply in orange and green zones. Mass transit will run with restrictions.

Going to see if the R0 witnesses a spike with all of these relaxations being granted from day after tomorrow.

I live in orange zone & local municipal authorities announced in speakers in our area that essential goods shops/stores are opened till 7 pm !

Liquor stores are opened in orange & green zones but not in red zones

So to say this lockdown extension is misleading

Except for Kerala, Telangana and may be Karnataka, the situation looks grim for India. A record number of new cases in India and big number of deaths too. MH recorded 4 figure new cases for the first time. Six other states had 3 figure number in new cases. That include Punjab which it seemed once had things under control. The data from Bihar, Odisha and Haryana looks too gud to be true.

Punjab cases are one off. 300 sikhs had gone to Maharashtra for pilgrimage. They came back and were quarantined, 70 plus of them tested positive.

Odisha and Haryana run the most efficient govts in India. Esp Odisha. Their ability to handle disasters is unmatched in the world.

Btw similar questions can be raised for kerala. I too can claim that the numbers are too good to be true. But i cant give any evidence.

Except Maha and Gujarat, rest of the states are now getting things under control.

West Bengal, well no one knows anything.

How is it grim? Total cases under 40k is grim? Kerala is not doing much testing so it's numbers are not increasing. States like karnataka and TN and Andra are actually testing a lot and finding cases. Kerala js sitting on it. It is serious in maharashtra and Gujarat. Bilut not something that cannot be handled.

India is consistently increasing the testing count every week. It was 70k yesterday. The percentage of positive cases are decreasing. What else is expected ? A miracle?

Kerala (with more than 4.5 crore population) tested only 27150 and they r not testing much even on per day basis

Now states like AP alone tested 102460 tests till date !

Check tests of AP, maharashtra, UP, gujarat, delhi etc,. they r testing more than kerala , TG, karnataka !

formula for states like kerala, TG, karnataka is no test no cases

Because we have already tested traced and quarantined all the foreign returnees way before than every other states. Almost all expats who returned and their primary contacts are already tested. Now since these “suspect” cases has decreased, tests have also dwindled. But I agree we need to do more.

Few days ago the Kerala govt did Random testing (RT-PCR) of 3000 samples from all districts of Kerala. This includes Asymptotic primary contacts of confirmed cases, health workers in non Covid hospitals, field level health care workers, elderly persons, interstate travelers, pregnant woman, secondary close contact with confirmed cases, quarantine people above30 yrs, contacts of travelers in quarantine, LSGD, Police sales person etc to look for community spread. Results are still waiting to be published. They are changing the state protocol for testing by including all the SARI and ILI cases too.

We are also making testing and quarantine arrangements for the 3-4 lakh expat population who will be returning by the end of lockdown. I guess they are stocking this test kits with that in mind too.

Early testing tracing and isolating means less number of contacts and less number of suspected cases for testing. The time at which we test these suspects plays an important role in controlling the spread and thereby further testing too..

If kerala has situation under control then its good

but not all cases have sources...

AP has at least 80 cases with no source i.e.. community transmission cases , these r identified with aggressive testing , I heard few days back that kerala has at least 25 cases with no source

These type of cases can b identified only with aggressive testing and all states have to test more & more.

Test, isolate, quarantine should b the formula.

But I agree with ur point that may b kerala tested & quarantined foreigner arrivals & tablighi batch but to be safer side they need to test more

This extension of lockdown is nothing like previous two lockdowns. Except Red Zones(which itself has many relaxations), majority of activities(other than public gatherings, schools, colleges, malls, cinemas etc) have been permitted in other two zones except public transportation to travel in other districts and states. Inter district buses will be allowed in Green zones, whereas private vehicles and cabs are allowed in orange zones.

Initial 1 week with this new guidelines will be very crucial to see whether this can continue or not.

What are you smoking?
They are sending migrant workers without testing to their villages, total 12 have tested positive in three very small villages in UP ( all three are near my hometown village) after reaching their villages, same thing happened in Punjab many have been tested positive after returning from Mumbai.
Atleast they should Do basic screening like Tamil nadu is doing.

Sorry what I said but the way you said that Maharashtra is putting danger for whole country,That's why I got offended.
Thanks for explaining.

Telenagana point is right but Kerala is not getting any cases in whatever testing they are doing, so blind testing everybody is waste of resources when other part of India need the kits right now, same way Goa has done only 2000 test ,and Karnataka has done more than 64000 for their less than 600 positive cases, so they have also not done less test, their current rate is better than Indian rate

74,000 samples tested yesterday and a little under 2400 reported positive. The highest ever total of infected reported in absolute numbers. On the positive side, highest number of infected recovered yesterday as well, almost a 1000.

By tomorrow, the cumulative number of tests should go past the million mark with about 39k reporting positive. Infection ratio of a little under 4 percent.

Kerala numbers are clearly fudged. We are talking about a state which massively bungled up the floods response and cried the rest of India didn't give them bheekh/alms. LMAO!

The Indian government is likely to cap its overall spending on coronavirus-related relief at around 4.5 trillion rupees or $60bn due to concerns that excess spending could trigger a sovereign rating downgrade, two senior government officials told Reuters news agency.

"We have to be cautious as downgrades have started happening for some countries and rating agencies treat developed nations and emerging markets very differently," the first official told Reuters.

On Tuesday, Fitch warned that India's sovereign rating could come under pressure if its fiscal outlook deteriorates further as the government tries to steer the country through the coronavirus crisis.

"We have already done 0.8 percent of GDP [gross domestic product]; we might have space for another 1.5 percent to 2 percent GDP," said an official involved in preparing the package, referencing the 1.7 trillion-rupee outlay that the government announced in March and that was directed at helping the poor via cash transfers and food grain distribution.

The stimulus plans yet to be outlined are likely to be aimed at helping people who have lost their jobs, as well as both small and large companies, via tax holidays and other measures, said both officials. They did not wish to be named as the matter is still under discussion.

A spokesman for the finance ministry declined to comment.

Fitch and Standard & Poor's both have India pegged at an investment grade rating that is one notch above a junk rating, while Moody's Investors Service is the only major rating agency that has India's rating two notches above junk.

With a 40-day nationwide lockdown bringing the $2.9 trillion economy to a standstill, and the lockdown in many of India's big cities likely to be extended, many economists expect the economy to stagnate, or even shrink this year, putting further pressure on government finances.

The second official said government revenues are in a tight position given "very weak" tax collections, and given the fact that a 2.1 trillion privatisation programme planned for this fiscal year now looks like it will be a non-starter.

The government has cut the salaries of lawmakers including the prime minister and the president, and withheld raises for government employees and pensioners, in a drive to save as much as it can to control fiscal slippage.

India has a fiscal deficit target of 3.5 percent of GDP for the current year that runs through March 2021, which it is most likely to miss due to weak revenue collections.

In this economic situation, when revenues are falling, and the economy needs government support, the widening of the fiscal deficit is a foregone conclusion, the second official said.

"Considering our higher fiscal deficit ... there is limited scope for government to spend," the second official told Reuters.

India has reported over 35,000 cases and 1,147 confirmed deaths from the coronavirus.

New Delhi: India recorded the biggest single-day jump of 2,293 coronavirus cases, taking the total to 37,336, the Union Health Ministry said this morning, adding that 1,218 deaths linked to the highly infectious COVID-19 have been reported so far. Seventy-one deaths were reported in the last 24 hours. The nationwide lockdown, which began on March 25 to check the spread of the novel coronavirus, has been extended by two more weeks, the government said on Friday. Restrictions will be further eased in this phase of lockdown - third since the shutdown began - to boost economy hit hard by the pandemic. The home ministry has announced new guidelines based on the demarcation of the country into red zones with "significant risk of spread of the infection"; green zones with either zero cases or no confirmed cases in the past 21 days; and those in between as orange.

Kerala's govt does few interesting things.

Complain about lack of PPE's but exports same PPEs to foreign countries (from kerala's companies) to make money & finally blame modi for lack of PPEs to their staff

Don't import any test kits or rapid tests even when other states like AP, Chattisgarh, karnataka etc, have bought from S Korea. (ICMR has given license to states for importing test kits or rapid test kits)

Don't test much and if some one questions say 'we have already quarantined so no tests needed blah blah, we have superior healthcare etc.,'

They have tested meagre 24000 till May 1st where as states like maharashtra, AP tested more than 100,000 ! In the end blame modi for even this too
lol

They follow a simple formula ' No test no case

Kerala has at least 25 cases with source i.e,, community transmission types, if they test more they can unearth few such cases

The Indian government said the world's biggest coronavirus lockdown will be extended for two weeks beyond May 4, but with some easing of restrictions.

The home ministry said in a statement that in view of "significant gains in the COVID-19 situation", areas with few or no cases would see "considerable relaxations".

The stringent restrictions have been credited with keeping confirmed cases of coronavirus to about 37,000 cases, with 1,223 deaths.

The Indian government has made it compulsory for all public and private sector workers to use a smartphone app designed to trace people who may have been infected with coronavirus. The Aarogya Setu app alerts users who have come in contact with people later found to have Covid-19. India has recorded 37,336 cases and 1,223 deaths

Completely agree with you regarding testing in Telangana. Random testing, contact tracing and identifying secondary contacts has been completely stopped there only SARI patients are tested now.

Yesterday there was zero positive cases. But no point in rejoicing because this is not like Nipah. Controlling covid is like trying to control a wind, it will again come with much more force. The earlier we attain herd immunity with less mortality the better.

kaayal but saying Karnataka is doing less test is wrong when they have tested around 25000 for last 115 case.
For me they sort of overtesting it

Bhai Kerala is getting way less cases, as I posted above in last 5 days they did 4000 test for only 16 cases. You can't say they testing less, Karnataka has done 25000 test for 115 case in last 7 days ,while AP has done around 28000 test in last 5 days for around 300 cases.
Right now India need to save kits for those states where it is needed

The less we talk about telangana, the less better ! They have stopped testing & they hardly test 100 or 150/ day , TG's health minister had spoken to telugu media & shamelessly justifies the low testing count
saying we follow ICMR guidelines of primary & secondary contact testing.

ICMR guidelines also say about random or aggressive testing in red zones but TG govt ignores this guidelines

Funny thing is couple days back chief minister KCR said 'we will open lockdown by may 7th'

They r more worried about reopening things like trump

True I agree, u need to find any cases of community transmission in red zone areas, In AP we have cases where a person got symptoms after 40 days after arrival from delhi. More importantly AP has 75% asymptomatic cases which is kind of concerning. In kerala there were cases where ppl got positive after 35 days upon foreign return.

My worry if cases don't reduce in few states then modi will increase lockdown !

Karnataka has seen more cases in Northern Districts which border Maharashtra. But their testing rate is now touching 1000 per million, way ahead of other states.

Considering illegal migration through the state borders, i guess community transmission is inevitable. But testing everyone is literally impossible. So they are doing random testing especially in hot spots to identify the high risk areas and try their best to contain it.

rtPCR may remain positive for 35-45 days in some individuals. But that doesn’t necessarily mean that those patients are infective now. Most probably these people have got and recovered from covid much earlier but because of the late testing we found the viral RNA remnants only now. Same is the case of foreign returnees turning positive after 35 days in Kerala (also the Kanika kapoor case). The issue is with the state testing protocol, we should have tested these suspects from day 1 onwards. If we tested traced and isolated them then and there itself, we could have controlled it much more efficiently.

Mumbai may have caused huge problem for other states, at least 350 Mumbai returnee in Punjab and around 12 have been tested positive in Up and others results are awaited.

Yes community transmission is inevitable but at least state govts should try to keep those cases low. AP has close to 90 cases with no source out of 1500.

Recently AP bought 2 lakh rapid test kits from S Korea and they r using them along with PCR ones. chattisgarh, karnataka etc., too bought these kits.

If PCR ones r not available for any state they can import these rapid kits . I know these rapid kits identify only covid related anti bodies & not the actual virus but at least they can isolate & quarantine few positive cases based on these anti body tests in absence of PCR ones.

Aggressive & ruthless testing in red zones or zones where probability of cases is more is the only way out !

I know about this, they are returning like this because they don't want to get quarantined for 14 days .
After they were caught, MP government provided them bus and food to return to their home on the one condition that they will follow government orders and will be quarantined, will not go straight to their houses.
Indian people need to understand this tradegy is real, not some makeup story.
Already 12 have been tested positive in UP after returning from Mumbai and 350 in Punjab and others test are awaited.

Former Congress president Rahul Gandhi on Saturday said the compulsory use of the Aarogya Setu app, with no institutional checks, is bound to raise data and privacy concerns for the citizens. He added it is akin to spying on citizens without their consent.

“The Arogya Setu app, is a sophisticated surveillance system, outsourced to a pvt operator, with no institutional oversight - raising serious data security & privacy concerns. Technology can help keep us safe; but fear must not be leveraged to track citizens without their consent,” tweeted Gandhi this evening.

The government, on Friday, made the Aarogya Setu App mandatory for people living in the coronavirus Containment Zones inside the 130 districts identified as the Red Zones. The government considers the App to be a handy coronavirus containment tool which can be used to assess the level of risk an individual is exposed to vis-a-vis Covid-19 infection.

The App, developed by the ministry of electronics and information technology (MEITY), uses cell phone tracking technology to put individuals in low-risk, moderate and high-risk categories by tracing if the person came in contact with a virus-infected patient or a person suspected to be infected.

From Bihar on Friday
Madhubani’s district magistrate Nilesh Ramchandra Deor, a doctor, said all 13 cases in the district were migrant workers who returned from Delhi, Mumbai and Lucknow. Five earlier cases were traced to a woman who travelled by car from Delhi.
Worst they all jumped quarantined.
