The distance of the gas pipeline from the ground is only a few feet high. This means that every day, thousands of passengers pass through the underpass and have to stoop at times to avoid hitting it.

Journalist Shahzeb Khanzada did a short report on the gas pipeline as well.



If the gas pipeline explodes, hundreds of lives could be lost. Thousands pass through the underpass every single day in Peshawar. Hundreds of cars pass through the road outside the underpass.

The gas pipeline’s picture painted a bleak picture of the Khyber Pakhtunkhwa government’s development ambitions.

The BRT has been a failure to say the least. But Insha Allah we will move on from it and atleast fix the mess we have made

2. this shows that there wasnt even a feasibility report, and if there was and they still made such sily mistakes than :facepalm:
3. extra money would be put into fixing this. Look at it. They even placed tiles and thought this was not evena problem.

it is not happening first time in pakistan .look above the metro gas pipline .they can solve the problem with jugar just like the lahore metro

It's not just going to explode as the article suggests, it will/should have been pressure tested to a pressure well above its max use.

Design however is terrible. Surely it should have been noticed and rerouted rather than works continue around it.

Usually if a situation like this arises the onus is on the contractor and the design firm to take corrective action and immediately notify the owner(KPK government) of the required design change and additional cost to be incurred. The owner is also responsible to walk down each site and sign off on it that it does not deviate from the design and meets health and safety regulation.

So at fault parties are in this order:

contractor > designer > owner

This is from my experience in Canada. I'm assuming infrastructure projects in Pak work in similar fashion.


If the owner's (KPK government) reps have walked down this station and okay'ed it then it is a serious facepalm moment.

this looks really bad :facepalm: should have caught this in very initial stage of the construction; looks like a failure of communication between transportation and gas authorities under government; what are the plans to fix this?

What don't you write to them rather spouting rubbish on the internet and find out why they are happy with the project. But I can only go on what they are saying or are the under the control of the PTI?

I am curious to see how this project pans out over time on the objectives vs reality of this project. That will require time.
For now the key accusations of corruption or overspend/delays seem to be discredited

I visited Peshawar back in 2007 i think, and the city was a dump. The whole city had a foul smell, there were heaps of garbage and it was disgusting.

Then,
I remember 2-3 years ago, people who had been to KPK or were living there would tell us how Peshawar has changed, how it has become better and this and that. How its not a dirty city anymore under PTI

Then recently i visited Peshawar and saw that Canal. It was filled with garbage.

ANP did some good work on this front and PTI started on a good note as well. However, everything has been undone in the last two years because of this BRT. The only good news is that some of the bottlenecks have been dealt with.

You live in a third world country, this is the type of disgusting workmanship you tend to find only in third world countries. I watch documentaries from many other third world countries and it's a similar story. You see Arab countries like Tunisa or Yemen where the houses have telephone and power cables strewn all over the streets in a jumbled mess, sometimes hanging off a nail or totally exposed to public citizen. It's the same in India to be honest despite their tiger economy status. Th vast majority of the country is a mess.

But you have done a good service in bringing this to attention, just because Pakistan is a poor country doesn't mean shoddy and unsafe construction work should be accepted. Hopefully now that it has been brought to light the local administration will find some funds to put it right.

ADB finds ‘deadly flaws’ in Peshawar BRT project

The Khyber-Pakhtunkhwa government significantly deviated from the original, agreed design and used inferior quality material in the Rs70 billion Peshawar metro bus project putting lives and assets at risk in the process, according to the Asian Development Bank’s (ADB) findings.

They were recorded by a technical team of the ADB after an on-site inspection of the Bus Rapid Transit (BRT) project in March this year, according to an official correspondence between the lender’s headquarters and the K-P government available with The Express Tribune.

The ADB has warned in clear words that BRT buses could collide at stations number 10, 12, 15 and 26 during operations because the lane width is less than the minimum requirement of 6.5 metres.

Also in March, the ADB stopped the provincial government from making future payments to contractors because of the poor quality of work. The ADB loan will not be disbursed further until the provincial government introduces changes in the design to address “critical” deficiencies.

The inferior quality construction could damage the project’s reputation at the international level, warned the lender that had approved a $335 million (Rs53 billion) loan for the project in mid-2017.

After coming into power in the Centre, the federal government allowed an increase in the cost by 38% or Rs18 billion to nearly Rs70 billion.

The ADB has identified 22 “critical” deviations from the detailed project design at the implementation stage, which not only compromised its quality but could also cause injuries to passengers.

While compromising on the safety of passengers, the provincial authorities have used slippery floor tiles. The lender has asked the authorities to replace these tiles. The safety signalling yellow tiles are also missing even though they were included in the design.

Instead of using directional tiles as was required, the provincial government has placed “taped arrows”.

“It is disappointing that the directional arrows are entirely missing from the implementation. As a remedy, it will not be acceptable to merely place taped arrows on the surface,” the ADB correspondence read.

Had Imran and his party focused on what they have to do rather than what they others should have done, they wouldn’t have embarrassed themselves first at provincial level and now at federal level.

Who is going to be held responsible for this gross mismanagement? Why aren’t PTI leadership resigning? Previously, Imran wouldn’t waste a second in demanding resignation whenever something like this (even on a smaller scale) happened in other provinces.
 
This has to be the worst project ever in terms of management, for sure, in Peshawar's history. Nowadays the work on it has slowed down big time, almost non existent, which made me feel scared kind of as if it is left incomplete it would ruin our beautiful Peshawar.

This is down to the contractor, not government.

Project is funded through taxpayers money not by a charity organization. Contractors should've been banned, fined heavily & sent behind bars by now.

Who are you decide what we should stick to, You are telling us that this is unique to Peshawar​ so tell us why those projects under Nooras has just as many flaws and people actually died.

Haha I bear witness to the Jhelum bridge and how it is still not the best of qualities. I rather have delays now as oppose to compromise on quality which ultimately effects long term health & safety.

Dont feel humiliated at all. PTI found out that the project did not meet the necessary standards and hence they delayed the launch. I want to repeat the BRT has not been launched as yet, once it launches and it has engineering problems then you can blame them.

Yea its called politics, everyone does it. The only mistake they made was saying that it would have been launched in 6 months. They should have said it would be done by August 2018 (one month after election), so this way they could get have got the election boost, and people like you would not have been to take shots at them before the election. Khattak deserved to get sacked just for that.

Again its not botched as yet, since it has not been launched. The Pindi and Lahore BRT were botched because they had problems after they project was launched.

This is not an ideal situation, but hopefully this turns out to be the best BRT in Pakistan. ANd if not PTi will deserve to get flak.

PESHAWAR: The Auditor General of Pakistan (AGP) report has unearthed huge potholes in the Peshawar Sustainable Bus Rapid Transit Corridor Project, commonly as BRT project, which cost the nation millions of rupees, besides compromising the quality of the work and materials of its corridor.

The performance audit report of the BRT project by AGP, the copy of which is available with The News, has found irregularities in the project, right from the award of the design consultancy contract to the delay in the completion of the project.

The performance audit report has also pointed out that irregularity was noticed in the procurement of buses for the corridor and some bureaucrats were given hefty amounts in addition to their own salaries as RTI allowances from the project money.

The civil work contracts, it suggested, were awarded in haste in the absence of detailed engineering design.

It said that the design consultancy was even granted to the design consultancy firm without the assessment of its outputs which stands illegal and responsibility for the same need to be fixed as it cost Rs615 million to the exchequer.

The report also found out that Rs1.9 billion was lost due to delay in the completion of the corridor.

It noticed that as per the contract agreement if at anytime the contractors’ actual progress falls behind the schedule despite the notices, the government should have imposed the penalty as agreed in the contract that in the BRT case comes to Rs1.9 billion for all the three Reaches of the project. The auditors recommended its recovery of the amount.

The audit paras in the report also noticed that pre-mature delivery of the fleet of BRT buses also caused about $7,932,030 to the exchequer while the former Chief Executive Officer (CEO) of the TransPeshwar Company had informed the government about the risk associated with the premature procurement of the goods and services by the company.

It further found out that about Rs10 billion were feared to be lost due to irregular and un-authorised variations, while neither no-objection certificate (NOC) nor alternative design options at the conceptual level were acquired.

It said that during the performance audit, it was noticed that certain variations having a budgetary impact of Rs10,465 million and another amount of Rs160. 854 million was overpaid to the contractors.

The report also underlined a loss of Rs200.185 million due to payment of excess quantity of pile concrete while it also recorded Rs3.524 million irregular purchase of vehicles that included one vehicle for director general (DG) audit, one for senior director engineer, two cars for directors, four for deputy directors, four cars for assistant directors, two pick-ups for field staff and four motorcycles for dak runners.

The report also mentioned the accrued liability of additional cost of unnecessary early shipment of the prototype bus through the land in violation of the contract. This additional cost, the report indicates, comes to Rs3.525 million.

The audit paras further indicate that Rs17.700 million un-authorised payment to bureaucrats was also noticed during the performance audit report.

These officers include additional chief secretary (ACS), who received Rs3.9 million from the project from November 2017 to October 2018, secretary Local Government, Rs6.9 million from December 2016 to October 2018, secretary Transport Rs3.3 million from December 2017 to October 2018 and commissioner Rs3.6 million from November 2017 to October 2018.

During the performance audit of the project director BRT project, it was noticed that a sum of Rs28. 938 million was paid to various officers and officials as BRT allowance. However, the staff to whom this allowance was paid was not included in the list given in PC-1.

Similarly, Rs716.663 million “wasteful expenditure on beatification, construction of roads, repair and maintenance and electrification” were made on roads along with the BRT routes months before the groundbreaking of the project.

The financial progress on the project shows that till February 2019 that Rs29 billion has been spent on the civil work of the project that constitutes 61 percent of the total price of the civil works of the project that is Rs42 billion while total approved expenditure of the project comes to Rs66.437 billion.

The auditors recommended that the contract management system must properly be put in place for smooth implementation of the project and to achieve this goal, the government must avoid giving hasty and unrealistic deadlines for the project completion.

I agree it's not great but I await for the full audit from the ADB. I will call for the hanging of anyone from the PTI that steals from a poor country. My loyalty is to PK, not to Corrupt Politicians.

Mate, I have no love for any person out to rob PK. If any Corruption is found in KP, then the culprits need to be hanged. The PTI is there to serve the people not to rob them. If IK doesnt pay heed to Corruption then he will be worse than disappointing.

Forgetting the disappointing state of affairs politically for this topic, let's take a step back for a moment.

You have to wonder about the akal of whichever thick idiot even designed that, and the thicko's that decided to go ahead and build it without question.

How does one even manage that?
 
Why worry about these things? I'm sure other administrators have pulled off the similar stuff in the past several decades so it's only fair that we give current administration the same amount of time to sort things out. Off course we should then also wait patiently for the next set of rulers and we should be willing to have the the similar levels of patience for them.

It would be unfair to hold the current and future administrations to higher moral standard because they'll have the right to call us out for being complicit for supporting corrupt/incompetent leaders/groups/organisations/administrations/political parties in the past.

I personally prefer to keep quit and see this nation reach the heights it was destined to achieve from its inception.

any idea about the date? I hope once it is open the govt will review the way things were handled and any corruption dealt with.
