Haris cannot be trusted for just T20s let alone ODI. He has been poor so far and has been given plenty opportunities at all levels of national international cricket. Rizwan does need to leave T20s but Haris is not the answer. Usman also is an ugly hack, who will not do much against quality bowling.I won't write a long essay but I do need to explain a few points.
Problem is you are looking for an all format replacement not realising babar and rizwan themselves aren't all format batsmen. This is something @Rana has tirelessly tried to explain to you.

One extra spare fast bowler could be any random bowler who is doing well from Nasim, Wasim Jr, Hasan Ali, to anyone else who is just able to bowl good overs in the nets & be a ready backup if there's a need. I would like to keep Abdus Samad in the loop too but he's not even playing for his PSL team so what chance he's going to get for Pak.
Rizwan can still be in the team unfortunate as it may be but Babar in his current avatar has no place in any team, not even ODIs. The fact that Saim, Agha, Khushdil bowl add a good dimension to the team & Haris keeps so all of these options are covered in the top order. Having a team with just fixed five bowlers as an option is a risky strategy & you need a deep batting line-up. Seam bowling all-rounders have all done jack so no point in playing Jahandad, Fahim, Abbas, & Amir Jamal and it'd be better to go with Hussain Talat. Saad Masood won't get proper chances in Isb & Arafat Minhas hasn't looked the part at all. Qasim Akram is a forgotten player & we'll probably see him in MLC playing alongside Hassan Khan who I still think is a big miss.

I will swap places of Khushdil and Haider. Khushdil takes time to get going so he should not bat below 5. KK is wasting him at 6. Haider should fight for his spot at 6 with Sammad and Niazi .
We should move on from Shadab and specially Imad after that pathetic WC innings. Time to invest in Arafat, Mehran and Jamal (his batting is underrated). There is another option of playing a specialist batsman at 7. Someone like Harris can easily bat at 7 while leaving a slot for another opener like Farhan, Hassan, Usman etc
Hussain Talat is a mediocre cricketer and will be a massive failure at intl level once again. He is an inferior version of Shoaib Malik !
