How about adding a U21 Team in to our domestic First-class and One-Day setup?

That team consisting mainly of players from current U19 worldcup and the previous batch , It will speed up the development of the current U19 players and will prepare them for worldcup and also provide subsequent grooming for the previous batch of U19 players until they find a proper domestic team.

I was thinking on similar terms but, there are atleast couple of factors to consider;

1) You don't want to decrease the quality of your domestic competition especially when it comes to red ball cricket
2) Can be tried in white ball cricket but, the thing is it would be harsh on regions to get their emerging players from them which they have developed through different competitions. Argument can be about players who are not selected for main squad but, then again wouldn't it be better for them to play 2nd XI alongside some experience player to learn further? There would be limited to no players who are neither part of any U19 teams of the regions, 2nd XI or main teams and that would make it difficult to form a team every year.

So these are couple of factors to take into account. WI used to have an emerging players team in their 50 overs competition as you are suggesting but, I guess that's not there anymore.
 
U21 is not necessary because you already have U19.

But, I think U25 or U27 is not a bad idea.
 
Need of the hour are the A tours where emerging and young players can be tested.

England Lions, Ind A etc they have contributed enormously in creating the bench strengths for their countries.
 
U21 boys should be playing against domestic teams not each other. Most of these guys would've already been through the U19 system so there's no reason for them to spend more time in age-group cricket. Players over the age of 20 need to start playing domestic cricket.
 
Fix the age fudging issue and this won't be a concern.
 
We can definitely have an U21 team in the 2nd XI league , it will only increase the chances given to young players who can't make it big because of the older domestic cricketers who don't want to stop playing.
