How to get started as a Web Developer?

My friends wife wants to make a career as a Web developer, she is a novice in web designing, although she's pretty good with Photoshop and other designing products. Before getting married for a short time she had worked as a freelance Graphic designer.

Can any Web developer here advice a beginner on how to get started, which languages to learn etc. I'm a I.T system administrator and with my limited knowledge in Web Development has recommended her to start learning HTML, CSS and JavaScript.

Have searched the net but wanted to know by the people who do it to get a clearer picture.

Will appreciate a step by step guide on how be a Web Developer which employers are looking for.
 
Well actually as Web Developer knowing HTML/CSS and JavaScripts are preliminarily.

Also, in order to find something decent she should possess the following.

Programming languages: SQL, HTML5, CSS3, PHP, ASP.NET and/or C#/MVC.
A solid understanding of how web applications work including security, session management and best development practices.
Adequate knowledge of relational database systems, Object Oriented Programming and web application development.
Knowing Flash, Dreamweaver, Illustrator and Photoshop will add more weight into your resume.

Something one should keep in mind that, employers are looking more adept personnel, who knows more than just as Web developer. And that's why I always say that 'School never ends for I.T. students/professionals'.

Furthermore, if you search for some Web Developers positions, then I'll also give some good idea what's in demand these days.
 
After learning the basic markup language, CSS and JavaScript the next step is to learn a server-side scripting. Generally that is PHP nowadays in terms of its popularity and usage. Classic ASP is also an option...

You can create web pages using web frameworks with other languages, like Python or Ruby as well.

She should also be familiar with some database programming, such as with MySQL. Along with that some understanding of the Object-oriented paradigm would be useful.

As for learning these technologies, I would not recommend going through online tutorials/resources for the most part. Many are very erroneous and not very informative. However if she just wants to learn the fundamentals first then she can try online resources like Tizag, W3Schools, CodeAcademy etc.

If she is keen on learning through some online tutorial then I suggest trying https://www.educator.com. As you can see for yourself, it contains high-quality video tutorials on HTML, CSS, PHP, JavaScript, jQuery etc (along with several other languages like Java, C#, C++ etc). It is a paid service, but you can get a one year subscription for free using certain methods (it isn't a free trial but there are other legal ways to get it for free)...
 
Its a long and broken route to be one nowadays, even in Pakistan. The demands are knowing one or more frameworks along with the regular HTML,CSS,PHP,MYSQL,BOOTSTRAP,JQUERY,JSON,ANGULR stuff.
