Even if you believe the Laden story there is a huge difference between CIA and RAW, you cannot compare the two, the gap is huge.

In fact I disagree with your claim that ISI and RAW are similar. Pakistani armed forces are better prepared than Indian counterparts due to intel. As evident by events on Feb 27th, Pakistan already had intelligence of where India wanted to attack. When the Russians told India this that's when India backed down, otherwise we wouldve witnessed a full blown war. It was intel that made the difference.

Don't be a small mind. Look at the entire sequence of events. Phulwama attack is debatable as to who did it. India then had a reason to encroach Pak airspace and they did. It was the first time that India went on an offensive and it captured the public imagination. The exit polls showed 160 seats for BJP+ just a few months before that. Then the dog fight followed which Pak won. BJP was supposed to derail after that but the war hysteria kept Modi in the spotlight as an aggressor which is apparently what Indian public wanted. Then a few religious stunts and Modi is stronger than ever.

The entire sketch started with the FATF drama against Pak. It cornered Pak and put terrorism into spotlight. Then Phulwama was perceived as an attack against India and Kashmir needs to be curbed. All of this would have gone to waste if Modi didn't win. He did and BJP did what they always said they would do. Abrogate the special priveleges and annex J&K. The war is Kashmir and India won it. No one is LOL. The other was a statement from the DGISPR because there were two separate teams of special forces who radioed in the recovery of your chai drinking wing commander. The americans have teams of military personnel on the ground in pakistan to watch our F16's and provide technical support, interact with LM if required and ensure the tech doesnt fall into the wrong hands. If you have worked in any industry that manages assets and provides support you would know that a inventory is a basic must have. your information is plain wrong and based on falsehoods. The building was not damaged. Thats the point. The PA didnt need to do anything. Independant analysis proved this. It wasnt hit. At all. Even locals a day or two later confirmed this. Hamid Mir was on site within 48 hours. so were others. The building was known by everybody. A terror training camp requires alot more infrastructure than exists in this place. The whole area should have been a smoldering ruin. but the miracle of the ISI is such they can produce buildings out of thin air and rebuild trees and plants too!!
