India drops 10 places in Democracy Index in ‘tumultuous year’ for Asia

India dropped 10 places in the Democracy Index’s global ranking to 51st place, with the survey describing the erosion of civil liberties in the country as the primary cause of the democratic regression.

The Democracy Index - prepared by Economist Intelligence Unit, the research and analysis division of The Economist Group - provides a snapshot of the state of democracy worldwide in 165 independent states and two territories.

It is based on electoral process and pluralism, functioning of government, political participation, political culture and civil liberties.

India’s overall score, on a scale of 0-10, fell from 7.23 in 2018 to 6.90 in 2019, with the survey listing India among countries where there were “regressions”. In the Asia and Australia region, India ranked eighth, behind countries such as Timor-Leste, Malaysia and Taiwan.

By contrast, Norway topped the index, with a score of 9.87, while North Korea was at the bottom of the global rankings, with a score of 1.08. China’s score fell to 2.26, and it is now ranked 153rd, close to the bottom of the rankings.

The Democracy Index described 2019 as a “tumultuous year” for Asian democracies. The biggest change occurred in Thailand, whose score improved by 1.69 points compared with 2018, to 6.32, resulting in a rise of 38 places, while introduction of a “fake news” law in Singapore led to a deterioration in the score for civil liberties.

The Democracy Index referred to the changes in Jammu and Kashmir and the controversial implementation of the National Register of Citizens (NRC) in Assam while describing what it said was the “democratic regression” in India, the world’s largest democracy.

“The Indian government stripped the Jammu and Kashmir (J&K) state of its special status by repealing two key constitutional provisions granting it powers of autonomy,” it said, referring to Article 370 of the Constitution and Article 35A, which prevented residents from other states from purchasing land or property in Kashmir.

“Following the removal of these provisions of the Constitution and the passage of a new Jammu and Kashmir Reorganisation Act of 2019, J&K no longer enjoys statehood and is now divided into two union territories: one that retains the name Jammu and Kashmir, and Ladakh,” it said.

“Ahead of the move, the government deployed a large number of troops in J&K, imposed various other security measures and placed local leaders under house arrest, including those with pro-India credentials. The government also restricted internet access in the state,” it added.

The Democracy Index noted that the “citizenship registration exercise” in Assam had “excluded 1.9m from the final list of the National Register of Citizens (NRC)”.

“The vast majority of people excluded from the NRC are Muslims,” it said, adding the ruling BJP “says that most of the people excluded from the list are immigrants from Bangladesh, whose government denies this”.

It added: “Critics claim that the exercise targets the Muslim population and will lead to demographic changes along religious lines. There are almost 200m Muslims in India: the figure was 195,810,000 in 2015, representing 14.9% of the total population of India and 10.5% of the total Muslim population of the world... At current growth rates India will be home to the world’s biggest Muslim population by 2060, with a Muslim population of more than 333m or 19.4% of the total population.

“The new citizenship law has enraged the large Muslim population, stoked communal tensions and generated large protests in major cities.”

Three countries - Chile, France and Portugal - moved from the “flawed democracy” category to the “full democracy” category, while Malta moved in the opposite direction, falling out of “full democracy” to become a “flawed democracy”.

so this survey is based on article 370 & NRC .

Modi has done something (removing article 370 & hence solving kashmir for good) which no one in 72 years have done before ! In fact it's advantageous for pakistan too as they don't need to spend lot of money on defence in coming future

Who knows even Imran Khan is relieved to have got rid of Kashmir and secretly congratulated Modi for taking steps towards full integration of Kashmir with the Indian Union and settle the Kashmir debate forever. All the rants on Twitter could be a drama to pacify the local populace.

I’m pretty sure it fell in 2018 as well.. so every year we are digging a bigger ground.

I think its fair to say there is a collective shift in conscious about democratic ideals not being a big deal among Indians, unfortunate and don’t know if it ever will turn back though.

The laws are a veil for more nefarious motives of driving out the minority influence.

Secularism means laws must not favour a religion and states should have no religion.

The laws are to serve ALL religions and states from discrimination in a democracy.

It’s clearly not the picture in India.

The only difference in Pakistan is that we admit that minorities are not protected.

Please point out the law that discriminates among Indian citizens.

Personal discrimination by a person is not discrimination by the state.

If a person violates law he is prosecuted like a criminal.

Read my previous posts again. I’m not saying the laws themselves discriminate.

Rather, they are bypassed to negate the influence of minorities.

In other words, the structure of the legislature is such that even when it promotes equality in writing, its practice is entirely different.

This is a problem not only in India but in almost every country with a diverse population.

The only solution is not political but economical. With prosperity and a focus on free-markets, the disparities between consumers are largely ignored.

India has succeeded Pakistan in this aspect which is why they treat minorities marginally better because their population makes it difficult to placate it on a national basis.

When his fantasy of becoming president came true, his narcissism developed a pathological dimension. Indeed, he has transgressed the limits imposed on the presidency by the Constitution and has been impeached for it."

On U.S.-China relations: Trump "is willing to sacrifice the national interests for his personal interests and he will do practically anything to win re-election. By contrast, Xi Jinping is eager to exploit Trump's weaknesses and use artificial intelligence to achieve total control over his people."

I didn’t know world media were looking at IK for news from India. Sorry to tarnish your PM but he was always being an opportunist here. Picking and choosing to show India in bad light. Definitely not meaning good for the victims here.

India have been doing same to Pakistan in international media and global platforms for many many years always looking for an opportunity to attack Pakistan so I guess they are just getting taste of their own medicine.

There is enough resistance from India for the World media to notice. I only corrected MeNinG’s point that these media’s were looking at us now not because of what Imran Khan said but what’s happening in India nowadays.

Pakistanis spent decades educating people around the world on the realities of India but they wouldn't listen, now, 1 man, his actions, have exposed the realities of India to the world. Genius! ISLAMABAD: Prime Minister Imran Khan has said the world has begun to acknowledge the “anti-democratic and fascist ideology” being imposed by the Indian government under Prime Minister Narendra Modi in India-held Kashmir as well as the whole country.

“This is the biggest threat to regional peace and stability. Already, eight million Kashmiris and Muslims in India are suffering because of Modi’s fascist policies,” Mr Khan said in a tweet in which he also shared the cover of the British magazine The Economist titled ‘Intolerant India: How Modi is endangering the world’s biggest democracy’.

In its latest issue, The Economist has highlighted the situation in India after the passage of the controversial citizenship law which has made 200 million Indian Muslims fearful of becoming stateless sparking nationwide protests.

The article titled ‘Narendra Modi stokes divisions in the world’s biggest democracy’ says that “India’s 200 million Muslims fear the prime minister is building a Hindu state”. “Last month, India changed law to make it easier for adherents of all subcontinent’s religions, except Islam, to acquire citizenship. At the same time BJP [Bharatiya Janata Party] wants to compile a register of all India’s 1.3bn citizens, as a means to hunt down illegal immigrants,” says The Economist.

It says those sound like technicalities, but many of the country’s 200m Muslims do not have the papers to prove they are Indian, so they risk being made stateless. Ominously, the government has ordered the building of camps to detain those caught in the net. The scheme, it says, looks like most ambitious step yet in a decades-long project of incitement.

Which means that they now have to go through the awkward process of walking back that conviction where Trump was convicted on a small matter of 34 counts lol and still lecture the world that they have one of the best democratic setups in the world with strong institutions to protect their democracy and they will say that with a straight face.

And BTW he is still facing numerous high profile serious court cases that are still in the courts.

Which means that they now have to go through the awkward process of walking back that conviction where Trump was convicted on a small matter of 34 counts lol and still lecture the world that they have one of the best democratic setups in the world with strong institutions to protect their democracy and they will say that with a straight face.
