However, one thing I can say with conviction, he actually didnt mean it in any derogatory way. Anyone who knows Nitish Kumar knows he is a political opportunist and will not take any step that will reduce his votes. He dont even subscribe himself with the ideology of BJP/RSS. He was present there in his capacity as head of the state empowering woman by distributing appointment letter to newly recruited doctors including this lady. He tried to adjust her hijab (which he shouldn't have done) and it came across very bad from a man who is almost 80 years old. However, the allegations against him of him trying to rip off her hijab, him being Islamophobic, touching woman inappropriately with intention are uncalled for and mud slinging. It was a genuine mistake by him for which he should apologise and move on.
This is my observation from outside but my fellow Indian posters living in India knows the internal politics better.
