Is interim Prime Minister Shahid Khaqan Abassi corrupt too? Have been hearing that he may be involved in a case with respect to corruption. My dad who used to work in Airport industry, believes that Shahid Khaqan Abassi is corrupt. The thing is can his corruption be proven in court?

Its all deliberate to provoke the army to do a coup so he can claim to be a political martyr. This guy was the same one in PIA who refused to let Musharaff's plane to land, risking 200 innocent lives.

who filed the case in NAB?

This is a pending ref in NAB filed by some ex board director of SSGC regrading illegal award of LNG contract

I am thinking on the same line they are in the mood to provoke establishment i just hope they remain calm everything is going good so far and nooras are getting exposed without establishment taking matters in their hand.

Was his father Khaqan Abbasi also corrupt? He also did not have good reputation.

Only card they can play that will provoke establishment is obstructing the work at CPEC.

And obstruct they will. I mean they will TRY.
They still want to reserve this card for worst scenarios wrt NAB Cases.

For everything else, courts and PTI will handle things. CPEC is Achilles Heel for establishment.

Khaqan Abbasi faces NAB inquiry over LNG contract

ISLAMABAD: Following the removal of its chief Nawaz Sharif as prime minister, an*other problem has arisen for the ruling Pakistan Muslim League-Nawaz (PML-N) as the interim premier-in-waiting, Shahid Khaqan Abbasi, is also facing a Rs220 billion corruption inquiry being carried out by the National Accountability Bureau (NAB).

Mr Abbasi, the former minister for petroleum and natural resources, is a principal accused in a NAB case registered in 2015 regarding award of a liquefied natural gas (LNG) import contract.

Other suspects include former petroleum secretary Abid Saeed, Inter State Gas Systems (ISGS) managing director Mobin Saulut, private firm Engro’s chief executive officer Emranul Haq and the Sui Southern Gas Company’s (SSGC) ex-MD Zuhair Ahmed Siddiqui.

After the removal of Mr Sharif by the Supreme Court in the Panama Papers case, the PML-N has nominated Mr Abbasi as its candidate for the prime minister’s post for an interim period before Punjab Chief Minister Shahbaz Sharif replaces him for the remaining 10 months of the government’s term. The election of the new prime minister will be held on Tuesday and Mr Abbasi is set to be elected in view of his party’s comprehensive majority in the National Assembly.

According to NAB documents, the contract for the LNG import and distribution was awarded to the Elengy Terminal, a subsidiary of Engro, in 2013 in violation of the Public Procurement Regulatory Authority (PPRA) rules and relevant laws.

The bureau registered the case on July 29, 2015 but it is still in the inquiry stage, contrary to NAB Chairman Qamar Zaman Chaudhry’s claim that he has introduced a new strategy under which the process of complaint verification, inquiry, investigation and filing of reference took 10 months.

It appears that like several cases of the Sharif family, this one has also been dumped by NAB.

The case was registered on the complaint of Shahid Sattar, an energy expert and former member of the Planning Commission and the SSGC board of directors, along with others, accusing Mr Abbasi of misusing his authority and causing a potential $2bn loss to the national exchequer in 15 years.

The NAB documents said that it had been recommended that the names of all accused in the case, including Mr Abbasi, should be placed on the Exit Control List (ECL) and the process was under process.

Talking to reporters after meeting Jamiat Ulema-i-Islam chief Maulana Fazlur Rehman on Sunday, Mr Abbasi said he was not afraid of any reference, adding that those levelling allegations against him should search their own souls and be ashamed of their deeds.

“Not only one case but get registered 10 references against me,” he said in reply to a question about Awami Muslim League chief Sheikh Rashid Ahmed’s decision to approach the Supreme Court against him regarding the NAB proceedings.

Khaqan Abbasi had LNG case against him as others mentioned and long term replacement Shahbaz Sharif is already facing trial in Hudaibia mill case so possibility both can be disqualified and it looks like this is exactly PMLN wants so either establishment interferes or they can play victim card that they are not allowed to work.

SC to hear LNG corruption case against PM Abbasi from February 12

The Supreme Court (SC) of Pakistan fixed on Friday a plea filed by Awami Muslim League (AML) chief Sheikh Rasheed seeking disqualification of Prime Minister Shahid Khaqan Abbasi over alleged corruption in the award of a liquefied natural gas (LNG) import contract.

The petition, filed through Barrister Latif Khosa, requesting the SC to order the National Accountability Bureau (NAB) to take action against Abbasi in this regard will be heard on February 12.

It alleges that the premier indulged in massive corruption in the LNG contract awarded in 2015 as the minister for petroleum and natural resources. The counsel further requested court to order National Accountability Bureau (NAB) to initiate investigation against the pm in this regard. The petition states that importing LNG without agreement is illegal, calling into question the integrity of PM Abbasi. It points out that transparency is a must when awarding contracts of public interest.=

The petitioner prayed to the top court to declare it as a matter of fundamental rights.

A three-judge bench, comprising of Chief Justice of Pakistan Mian Saqib Nisar will take up constitution petition on February 12.

The Supreme Court on Monday dismissed a petition filed by Awami Muslim League (AML) chief Sheikh Rashid Ahmed asking the court to disqualify Prime Minister Shahid Khaqan Abbasi under Articles 62 and 63 of the Constitution by declaring the liquefied natural gas (LNG) contracts reached under his watch illegal and unlawful.

After hearing the arguments presented by Rashid's counsel, senior lawyer Latif Khosa, a three-member SC bench ruled that the petition did not fall within the ambit of Article 184(3) of the Constitution, which empowers the court to enforce citizens’ fundamental rights.

The court directed the petitioner to approach the National Accountability Bureau over his complaint instead.

Editorial: The campaign against long-term LNG deal appears to be politically motivated

The petition had accused Abbasi and other respondents of committing corruption by hiding facts and plundering money through illegal LNG contacts.

At the outset of the hearing on Monday, Khosa claimed that the government is abusing its powers and committing serious violations of court orders.

Asked by Chief Justice of Pakistan (CJP) Mian Saqib Nisar to inform the court about facts of the case, Khosa said there are vast reserves of natural gas within Pakistan.

An interesting scenario then occurred. Khosa, who paused his arguments due to the sound of thunder, said the thunderclap was the result of "misdeeds like LNG [illegal contracts]".

"Rain is a blessing from Allah, you continue your arguments," the chief justice quipped while addressing Khosa, before adding: "Thundering clouds seldom rain."

After hearing Khosa's arguments, the court rejected the application with the observation that the petitioner was not an aggrieved party in the case, and directed him to approach NAB in light of previous court verdicts with his complaint.

NAB can check the entire record for investigation into alleged corruption in LNG contracts, Justice Ijaz ul Ahsan remarked.

"We don't want to hear cases of political nature," the CJP commented, observing that the NAB of today is independent enough to tackle such matters.

He said if the court decided to take up the case, it would restart the flow of political cases coming to SC's door.

"Such [political] cases caused us a lot of embarrassment on global level," Justice Nisar observed, referring to the Steel Mills and Reko Diq cases.

Rashid's counsel urged the court to send the case to NAB, but the court refused to entertain the request, saying the petitioner would have to approach relevant institutions himself.

'Looted and plundered money'
Moved by Khosa on behalf of Rashid, the petition had requested the court to appoint an honest and impartial person as chairman of the Oil and Gas Regulatory Authority (Ogra) to look after the affairs of the institution so that the incumbent prime minister and his predecessor Nawaz Sharif may not intervene in its affairs.

In 2013, the PML-N government launched the LNG project and then prime minister Nawaz Sharif in league with then petroleum minister Shahid Khaqan Abbasi decided to handle the import and transmission of LNG at Port Qasim through their blue-eyed persons, the petition alleged.

For this purpose, a terminal on rental basis was illegally arranged and Nawaz Sharif’s business friend Hussain Dawood was selected since he owns a terminal in the chemical zone of Port Qasim, the petition contended.

Hussain Dawood also owns Engro Group which is a subsidiary of Dawood Group and Elengy Terminal Pakistan.

As per the rental agreement, the Engro Group / Elengy Terminal was to be paid Rs27.20 million per day irrespective of whether the terminal was used or not and astonishingly the payment of rent was to be made by the Pakistan State Oil without any transparent competitive bidding, the petition alleged.

The petition argued that the sitting prime minister and other respondents by allegedly concealing material facts and misrepresentation before the public at large had committed corrupt and illegal practices and, therefore, should be prosecuted strictly in accordance with the law since the agreement to supply LNG to Pakistan by Qatar Gas had been signed on a long term 15-year basis without adhering to the minimum standards of transparency and customary international terms and conditions.

The petitioner had prayed the court to declare the looted and plundered money having been procured by virtue of illegal contracts and should be recovered from the alleged ill gotten assets of the respondents.

The secretaries of the ministries of petroleum and natural resources and law and justice, the Sui Northern Gas Pipelines Ltd, Sui Southern Gas Company, Ogra, the Pakistan State Oil and Elengy Terminal Pakistan had been made respondents in the petition.

IHC seeks details of Abbasi’s indictment
The court asked the lawyer whether he was saying that the indictment by the accountability court was wrong

The Islamabad High Court (IHC) has sought details and objections to the charges framed against former prime minister Shahid Khaqan in the LNG reference in the accountability court by the National Accountability Bureau (NAB).

A two-member division bench headed by Justice Mohsin Akhtar Kayani heard the petition of Abbasi. Barrister Zafarullah Khan appeared in the court on behalf of the petitioner. He accused NAB of misconduct and exceeding its authority in the indictment in the reference.

Barrister Khan said that the entire NAB system has deteriorated. Even the accused were not told of the charges against them, while unnecessary items were added to the indictment. He told the court that the charge sheet should be short.

The court asked the lawyer whether he was saying that the indictment by the accountability court was wrong. The judge pointed out that the NAB reference contained thousands of pages the charge sheet comprises 26 paragraphs.

Justice Kayani told the lawyer that it was their government now they could fix the system. The lawyer replied that they wanted the abolition of NAB. Barrister Khan added that the defence did not delay the trial even for a single day. Further hearing of the case was adjourned till Sept 22.
