Is Witr part of Isha salah or a separate salah?

I was told that these are the components of Isha salah:
* 4 rakah Sunnah
* 4 rakah Fard
* 2 rakah Sunnah
* 2 rakah Nafl
* 3 rakah Witr
* 2 rakah Sunnah
Which means Isha salah has total 17 rakahs.

Each salah / component of salah can be of 1 of these 4 types: Fard, Wajib, Sunnah, Nafl.

Witr is classified as Wajib type.

When I make intention of praying any of the above components of Isha salah, only for Witr the intention is a bit different as I have to use 2 words "Witr Wajib", for all others I have to use 1 word for example "Sunnah" or "Fard" or "Nafl". So I make intention for Witr as:
"I make intention for Isha salah of 3 rakah Witr Wajib for Allah and I am facing Kaaba."

In fact if we look at components of all the other 4 daily salahs also, we will see each of them need just 1 word to describe them. So the only one which is different is Witr.

Thats why I suspect that Witr is not part of Isha salah and instead it is a separate salah. What do you guys think?

If Witr is a separate salah then my intention for Witr will be changed to:
"I make intention for Witr salah of 3 rakah Wajib for Allah and I am facing Kaaba."
Then the wordings are in line with others.

Making the intention out loud is not a prescribed Sunnah anyway, so you can just skip it altogether, have the intention to pray Witr (1 or 3 rakat) in your heart and just pray.

This whole business of making the intention out loud doesn't really make sense. Intentions are in one's heart, not on one's lips.
