In the first admission of its kind, former chief of India’s premier spy agency (RAW) said Pakistan’s spy agency, Inter Services Intelligence (ISI), is the most powerful in the world.

“The most powerful intelligence agency is either KGB which no more exists or ISI, because they are very anonymous”, AS Dulat said, while addressing a session at the Times Lit Fest in New Delhi.

When asked to rate RAW against the spy agencies of the rest of the world, the former spy master said, “I believe we’re as good as anybody else. We don’t have technical abilities but are fast catching up.”

Dulat also upheld that he hasn’t exposed any secrets in his book titled “Kashmir: The Vajpayee Years” and only expressed his views on matters already dominating the public domain.

Earlier in July, in another startling revelation, Dulat admitted Indian intelligence agencies have over the years paid militants and separatists, along with mainstream politicians and political parties in Indian Kashmir to compete with Pakistan’s spy agency, ISI.

“So what’s wrong? What is there to be so shocked or scandalised by. It’s done the world over,” former RAW Chief AS Dulat said, while speaking to NDTV’s Barkha Dutt.

ISI always had a backing of Army and was never to say was really under anyone unlike RAW which Moraji Desai the moron almost destroyed and brought it to its knees.

What rubbish, just bigging up the enemy to make it seem that it is an uphill task..... Which means more money their way or justification for the budget that they already have.

ISI has failed miserably in keeping the country safe. Moreover it allowed a vast foreign spy network to flourish under its nose.

Declare national holiday in Pakistan.
:afridi

[Raw -0 ISI -1] in real life

While in film industries
[ RAW-2 ISI-1]

I don't know how, but if the enemy says so than it must be right :afridi

Or Mr.Dulat is using a tactic from the "Art of War" book by Sun Tzu, where the opponent is made to think he is bigger than he really is, and his complacency exploited.

Agree wholeheartedly with both points.

They are carrying out operations in India/Afganistan and Bangladesh, are actively involved in training militant groups and yet manage to get billions from the US... tell me one intelligence agency that can boast of such feats.

ISI may have failed in keeping Pakistan safe, but it has enough power and influence to shake it's entire neighborhood. This makes them powerful.

sprouting the regular Indian propaganda..The Americans don't give away billions to Pakistan. they repay us for the services we provided. You watch too much tv and don't read actual news. Try the official pentagon documents that actually breakdown the 'aid' provided to countries. pssht

When did I state otherwise? Of course they pay you for the service ISI provides. I am merely stating the fact that America had full knowledge of where a good chunk of that money was going, yet they continued as ISI clients. Shows what an important role ISI plays in this part of the world.

No the most powerful spy agency in the world is mossad followed by the CIA and mi6

so now you have an issue with how ISI uses it's money? Should we ask you how RAW spends their money? Or how you spend your own money? what a joke

Terrorism has reduced like 70%. http://tribune.com.pk/story/953303/over-last-9-months-70-decline-in-terrorist-attacks-in-pakistan/

They just need to put the moulvies in check to bring it closer to 90%. The rest can be done by improving the living Standards of Pakistan and making the constitution more friendly towards minorities.
Agreed that violence has decreased But anywhere else in the world the Spy chief would be shown the door if they had a tenth of the violence we have seen. Look at how the MI5 are preventing attacks from these cretins each week. Some always get through but organised groups should be infiltrated and destroyed and the ISI have failed the people.

Of course, no one said ISI is some great agency except some Indian. They are only good at targeting journalist and are pretty average. I hope they do what they are supposed to, which is defending Pakistan and not terrorizing Pakistanis.

The difference is Britain is largely a developed nations with roads and buildings. They have traffic/security cameras, everyone there uses the phone / internet to communicate which provides opportunities for intercepting information.

In Pakistan, the terrorists hide in undeveloped villages. There is little chance of intercepting communications, as well as the terrorists just blend in with the normal folk in terms of appearance.

Not to mention Pakistan has a border with Afghanistan which is probably the most porous border in the world. Anyone can sneak back and forth between the two countries. Terrorists are using this ploy to attack Pakistan and retreat in Afghanistan.

Mossad are light years ahead of anyone else
From infiltrating the young turks to creating Hamas, Isi were only useful during the soviet eras

You are ignoring the elephant in the room; most of these groups were created by the ISI and then these thugs have turned on us.

I feel have been a bit unfair earlier in the thread, ISI is a spy agency of a third world country, it has/had limited technical capabilities ... MI5 has superior technical capabilities for mass surveillance, bigger budget and skillset to match. We expect and very much hope that they succeed 100/100.

I think ISI has made a technical breakthrough in some way with help of the chinese which has helped them pin point cretins in the north as well as south of the country. The murderous cadres of the south are being picked off one by one, to the extent that leaders and cadres are sleeping at different location every night. Even the Balochis are largely giving up the fight and want in on the negotiations.

Perhaps in this day and age... it all comes down to surveillance and analysis.

You are ignoring the elephant in the room; most of these groups were created by the ISI and then these thugs have turned on us.

It was a joint collaboration by the CIA, ISI, and KSA which initially bred extremism in the area. This extremism was bound to manifest in some violent way.

They have turned on all of us.

Similarly the CIA funded and armed "moderate rebels" to fight against Assad. Some of these guys then joined ISIS taking the weapons provided by the CIA.

Americans took out Saddam, and Saddam's lieutenants then joined the upper echelon of ISIS.

The intelligence game is hardly ever predictable.

It is twice now that you have accused me of saying things I didn't say.

Dangerous grounds imo.

ISI's job is to protect the nation against enemies inside and from the outside. It must focus on it's job at hand not be used to help track virus suspects. Just because there is a pandemic doesn't mean enemies of the state will suspend their tactics of attacks.
