The Federal Investigation Agency (FIA) on Thursday informed a National Assembly panel that the National Database and Registration Authority’s (Nadra) biometric data had been hacked fake SIMs were being exported.

However, FIA Cybercrime Wing Additional Director Tariq Pervez, who told this to the National Assembly Standing Committee on Information Technology, later tried to clarify this claim.

"We have unearthed that Nadra's data has been compromised, it has been hacked,” the FIA official told the meeting, chaired by Ali Khan Jadoon, who belongs to the ruling PTI.

He added that the FIA had seized around 13,000 fake SIMs during a crackdown in Faisalabad, adding that 89,000 complaints had been received by the agency’s cybercrime wing, but it did not have the sufficient number of employees to address them on a daily basis.

"The FIA's cybercrime wing only has 162 investigation officers.”

At the same time, his statement created warning signs among the MNAs and queries were presented before the official related to Nadra’s data theft.

Soon, the additional director altered his statement saying that Nadra's data had not been hacked, but its biometric system was compromised that was used during the SIM verification process.

He also told the committee that whenever they traced culprits behind financial fraud cases, they usually turned out to be an elderly person or a woman, whose data was being used by someone else for the crime.

However, Nadra has refuted the claims of the FIA official. In a statement, a Nadra spokesperson said that the public biometric data was completely safe and not hacked.

“The FIA [official’s] statement regarding the hacking of biometric data is based on a misunderstanding,” the spokesperson added.

“Nadra will seek a clarification from the FIA over the ‘unnecessary statement and misrepresentation’ of the issue.”

The NA panel, while discussing the availability of illegal SIMs in the country, unanimously stressed the need for overcoming this challenge.

It emphasised on increasing the capacity building of relevant institutions to ensure cybersecurity in the country.

Responding to the concerns of the committee members, Pakistan Telecommunication Authority (PTA) Chairman Maj Gen (retd) Amir Azeem Bajwa said that no mobile phone company had been given permission to sell SIMs at door-to-door basis.

"There has been a 600% decrease in the sale of illegal SIMs during the past one year," he maintained.

The PTA chairman clarified that the culprits obtained thumbprints of unaware people -- mostly elderly or uneducated women -- for various purposes including receiving digital payments and these biometric verifications were used to obtain SIMs.

He added that some other illegal methods had been used to copy thumbprints, but the system was being phased out.

“The live fingerprint detection system is being introduced to eliminate the use of silicon thumbs.”

The PTA chairman further told the committee that two mobile phone operators had been fined Rs100 million and Rs50m respectively for showing carelessness while issuing SIMs.

“Over 0.53 million SIMs have been blocked after receiving complaints.”

Bajwa said 175,000 illegally issued SIMs had been blocked since November 2020, which included over 2,600 in October this year.

He further informed the committee that complaints could be lodged against those, who were involved in sending messages related to financial fraud at the authority's website.

The committee was briefed by IT Secretary Dr Sohail Rajpur over the social media rules and the National Cyber Security Policy 2021.

The chairman of the committee stressed the need for keeping the national interest and national perspective into consideration while formulating laws.

However, the MNAs mainly belonging to the PML-N and PPP, argued that the rules and regulations should be framed after consultation with public representatives.

The chairman decided for a separate briefing on the social media rules.

Regarding National Cyber Security Policy 2021, the committee unanimously stressed for strong measures to secure data, related to national security and individuals’ privacy in particular.

MNA Munaza Hassan of the ruling PTI briefed the committee about the salient features of the visit of a parliamentary delegation under chairmanship of National Assembly speaker to Azerbaijan last month. She added that there was a significant potential of IT exports to Azerbaijan.

Pakistan’s Federal Investigation Agency (FIA) has arrested two men in Faisalabad for allegedly being involved in activating SIM cards with spoofed fingerprints, reports The Nation. The SIMs were reportedly being used to conduct illegal activities.

More than 6,000 silicone fingerprints were recovered along with 7,000 illegally-activated SIM cards, 19 ‘biometric devices,’ mobile phones and printers.

An investigation by the FIA has found that not only are fake SIM cards being exported from the country, the fraud is being carried out through a compromise of the National Database and Registration Authority’s (NADRA’s) biometric verification system, Dawn writes.

FIA Cybercrime Wing Additional Director Tariq Pervez stated that NADRA had been hacked, before clarifying that the biometric verification system has been compromised.

The FIA has informed NADRA that 13,000 SIMS were seized in Faisalabad, and thousands of investigations of cybercrime complaints have led back to people, many of them elderly or women, whose data is being fraudulently used.

Illegal SIM sales are up 600 percent, and in response, Pakistan Telecommunication Authority Chairman retired Major General Amir Azeem Bajwa said thumbprint biometric verification is being phased out.

Half a million SIMs have been blocked and two mobile network operators fined.

The statement from the FIA official reported by Dawn and the factuality of the entire article have since been denied by both NADRA and the FIA.

ISLAMABAD:A coordination committee, headed by National Assembly Deputy Speaker Qasim Khan Suri, will look into the issues raised by parliamentarians about the National Database Registration Authority’s (Nadra) alleged data breach.

The body has been formed by Prime Minister Imran Khan on issues invariably raised by lawmakers. A formal intimation has been sent to all concerned by the Prime Minister’s Office.

The terms of reference of the committee includes the issuance of blocked CNICs and any other collective issues in that regard.

Apart from Suri, the committee includes MNAs Sardar Muhammad Israr Tareen, Khurram Shahzad, Niaz Ahmed Jakhar, Muhammad Alamgir Khan, Gul Dad Khan and Mehboob Shah.

Tariq Malik resigns as Nadra chief

Tariq Malik on Tuesday resigned from his position as chairman of the National Database and Registration Authority (Nadra), a year before the completion of his three-year term.

The resignation was submitted by him during a meeting with Prime Minister Shehbaz Sharif.

The resignation came months after a controversy over the leak of data regarding the family of a army chief, entailing action against some employees by Mr Malik.

“I find it increasingly difficult to work in a charged and polarised political environment. It is difficult for any professional to maintain his integrity and independence in an environment that constantly pigeon-holes people in an ‘us versus them’ logic and where political loyalty is privileged over competence,” read the three-page resignation, whose copy is available with Dawn.

Mr Malik in his resignation pleaded to the prime minister not to appoint a serving or retired bureaucrat as his replacement and instead pick a professional and technical person for the job. “The organisation deserves a thorough professional with a background in technology and management,” he said, adding that Nadra cannot afford further political experimentation.

He said during his short stints at Nadra, he tried to serve the country to the best of his abilities and beyond narrow party or institutional interests. “I was selected to lead the organisation after a highly competitive process involving over 100 applicants and multiple rounds of interviews. At the time I was serving as the chief technical adviser of the UNDP headquarters in New York, US, advising member states on digital governance.

“In that capacity, I had the privilege of observing and shaping from close quarters the digitalisation of many rich and poor countries, anchored in digital ID. I also had the honour of shaping the global standards for digital ID at the World Bank. In the course of fulfilling various global assignments, Pakistan remained my first passion and foremost commitment. In this context, I was pleased to have played a humble part in contributing to the development of an organization that forms the backbone of Pakistan’s development,” he said.

Mr Malik was appointed Nadra chairman for a second time in June 2021, by the then PTI government. Bureaucrat Asad Gilani takes over NADRA reins
Gilani is a grade 22 officer of Pakistan Administrative Service, secretary of Board of Investment

Asad Rehman Gilani on Friday assumed additional charge as the new chairman of the National Database and Registration Authority (Nadra), two days after his predecessor Tariq Malik resigned.

In a tweet, the authority confirmed that Gilani — who is a grade 22 officer of the Pakistan Administrative Service (PAS) and also the secretary of the Board of Investment — has joined the Nadra headquarters in Islamabad.

The bureaucrat also visited the Nadra Regional Head Offices to review operational activities and directed the heads of all Nadra departments to clear the backlog of ID card printing by continuing to work over the weekend, Nadra added.

Gilani’s appointment comes on the heels of Malik’s sudden resignation on June 14 — a year before the completion of his three-year term.

ISLAMABAD: Lieutenant General Munir Afsar has been appointed as the new Chairman of National Database and Regulatory Authority (NADRA), ARY News reported.

The federal cabinet approved the appointment of Lt. Gen. Munir Afsar as Chairman of National Database Registration Authority (NADRA) out of the three names proposed by the Ministry of Interior.

The cabinet was informed that the selection committee had shortlisted names of the three best candidates for the post of Chairman NADRA.

After detailed consideration, the cabinet approved the appointment of Lieutenant General Muhammad Munir Afsar as the new Chairman of NADRA.

NADRA launches biker service for ID cards, other documents​

The National Database and Registration Authority (NADRA) has launched a biker service allowing people to get their identity cards and other official documents made from the comfort of their homes.

The service will be operational from January 20 and aims to eliminate the need for long queues and extended waiting times.

Under the new initiative, Karachi residents can apply for new identity cards, renew existing ones, and obtain B-forms, birth certificates, and death certificates through the NADRA biker service. A nominal service charge of Rs1,000 will be applicable for this facility.

Initially, three riders will be assigned to Karachi, with one rider each available in Hyderabad and Mirpurkhas. To avail of the service, citizens must call the NADRA call centre at 7000 or 111-786-100. During the call, they will be asked to provide their address and details of the required service.

NADRA mobile registration team to visit UK cities on THESE dates​

LONDON: The National Database & Registration Authority (NADRA) has made a major announcement for the convenience of UK-based overseas Pakistanis.

Nadra said in a statement that its mobile registration team will be visiting UK cities Bradford and Manchester on Jan 25 and 26, 2025 to help Pakistani nationals obtain necessary documents.

This convenient service will allow Pakistani citizens living in the UK to register for various NADRA services at their doorstep.

The mobile registration team will be providing the following services:

NEW/Modify/Renew/Reprint Lost of SNICOP/SPOC:

Apply for a new Smart National Identity Card for Overseas Pakistanis (SNICOP) or modify, renew, or reprint a lost one.

Cancellation of NICOP/SNICOP:
Cancel your existing National Identity Card for Overseas Pakistanis (NICOP) or SNICOP.

FRC, DUP Clearance:
Obtain a Family Registration Certificate (FRC) or a Death Certificate (DUP) clearance.

To avail of the Nadra services the aspirants are required to register at their nearest location
