London police team investigating Altaf Hussain’s speech to interview witnesses

RAWALPINDI: The London Metropolitan Police team investigating a 2016 speech by Muttahida Qaumi Movement leader Altaf Hussain has reached Islamabad to interview key witnesses and collect evidence.

According to sources, a team from the police’s Counter Terrorism Command (SO15) will begin interviewing witnesses on Monday at Federal Investigation Agency (FIA) headquarters in Islamabad. All six police officials have been directed to reach the FIA’s Counter Terrorism Wing so witnesses may be briefed by the prosecutor.

Sources said the Met has been investigating an Aug 11, 2016, speech by Mr Hussain that led to a crowd dispersing and attacking media outlets in the vicinity. This resulted in further violence, including assaults of police officers and the burning of vehicles allegedly encouraged by Mr Hussain’s comments.

The minister for interior at the time had sought assistance from British authorities, and asked them to take action against Mr Hussain for “inciting people of Pakistan to violence”.

The team aims to retrieve evidence in the form of written testimony from key witnesses to the events, which took place on August 22 that year. The evidence collected will be used to present a case to the Crown Prosecution Service to ascertain whether there is sufficient material to progress a prosecution in the British courts.

The witnesses called to appear before the police include Abdul Ghaffar, a sub-inspector at the Senior Superintendent of Police’s (SSP) East Karachi office, Inspector Hameed Khan from the SSP Investigation Office South-I Karachi, Deputy Superintendent of Police (DSP) Saddar Kanwar Asif, Saddar Station House Officer Inspector Peer Shabbir Haider, Saddar police Constable Rao Rashid and PS Artillery Maidan Constable Qamar Zaman.

All the police officials have been directed to bring with them certified copies of CCTV and video footage of the events of Aug 22, 2016, along with exhibiting statements that attest to the origin and chain of custody and continuity of the exhibits from those responsible for collecting.

They have also been asked to bring copies of all scene photography and their exhibits, and statements of witnesses who took those photographs.

The Karachi police officials have also been directed to bring with them other relevant material collected in the course of the investigation conducted in Pakistan, including witness statements, transcripts or recordings of police interviews with accused individuals, medical notes and photographs of the injured and original notes made by witnessing officers.

According to a senior police official, the police officials who were posted in the Saddar circle in August 2016 were called to Islamabad to appear before the British team.

RAWALPINDI: A team of the British metropolitan police’s counterterrorism command or SO15, which is investigating a speech made by Muttahida Qaumi Movement (MQM) founder Altaf Hussain in 2016, on Tuesday started interviewing and questioning officials of the Karachi police at the Federal Investigation Agency’s (FIA) headquarters in Islamabad.

According to sources, SO15 officers arrived in Islamabad on Sunday in connection with the investigation into the case and started interviewing the witnesses on Tuesday.

Six officials of the Sindh police, who are considered important witnesses, had been directed to reach the FIA headquarters. They are: Sub-Inspector Abdul Ghaffar of SSP Office East Karachi, Inspector Hameed Khan of SSP Investigation Office South 1 Karachi, Deputy Superintendent of Police Sadar Kanwar Asif of SDPO Saddar, SHO Saddar, Karachi, Inspector Peer Shabbir Haider, Rao Rashid, constable of Police Station Saddar, and Qamar Zaman, constable of PS Artillery Maidan.

On Tuesday, the SO15 team interviewed three officials of the Sindh police and observed the investigation carried out by Pakistani authorities.

The sources said the SO15 team would collect evidence and interview key witnesses in the case.

According to the sources, the Sindh police officials, who had been called by the British experts, were posted in the Sadar Circle, Karachi, at the time when the MQM founder delivered a hate speech against Pakistan on Aug 22, 2016.

The officials will stay in the federal capital till Friday.

Comments made by the MQM founder in his speech ignited the crowd which later attacked offices of two media houses which were located in the same area. Enraged people in the crowd also assaulted police officials and set vehicles on fire.

The sources said the aim of the SO15 team was to obtain evidence in the form of written testimony from key witnesses to the event. The evidence collected by the SO15 team will be used to present a case to the Crown Prosecution Service and to ascertain whether there is sufficient material to progress a prosecution in UK courts.

They said all the police officials had been directed to bring with them certified copies of CCTV and video footages of the event. The Karachi police officials had brought with them the copies of photographs taken on that day and the statements of those who took the photographs, they added.

The MQM founder’s speech caught many people by surprise as he spoke against Pakistan. The then interior minister of Pakistan had sought the help of British authorities and asked them to take action against Mr Hussain.

RAWALPINDI: A 12-member British Metropolitan Police team completed on Friday its investigation into the 2016 controversial speech case of MQM-London leader Altaf Hussain.

The British police team came to Pakistan on Sunday to collect evidence and interview the witnesses of the case.

A six-member team of Sindh police officials appeared before the British police’s Counter Terrorism Command (S015) as witness and recorded their statements.

The Sindh police officials were called to Islamabad by the Federal Investigation Agency’s counterterrorism wing.

The police witnesses who appeared before the British investigators include Abdul Ghaffar, a sub-inspector at the Senior Superintendent of Police (SSP East), Karachi office; Inspector Hameed Khan from the SSP Investigation Officer, South-I Karachi; Deputy Superintendent of Police (DSP) Saddar, Kanwar Asif; Saddar Station House Officer Inspector Peer Shabbir Haider; Saddar police constable Rao Rashid and Constable Qamar Zaman of Artillery Maidan Police Station.

FIA Counter Terrorism Wing (CTW) Director Dr Mazhar ul Haq Kakakhail coordinated with the British police team in completion of their investigation into the case.

The Sindh police officials interviewed by the British police experts were posted in Sadar Circle, Karachi at the time when the MQM leader had made his anti-Pakistan speech in August 2016.

After the MQM leader’s speech, the MQM supporters allegedly attacked media outlets near the Karachi Press Club, triggering more violence, including burning of vehicles.

Official sources said the aim of the British CTC team was to collect evidence in the form of a written testimony from key witnesses to the events which took place on August 22, 2016.

The evidence collected by the British team will be presented to the Crown Prosecution Service to ascertain whether there is sufficient material to initiate prosecution against Mr Hussain in UK courts.

The Sindh police witnesses left for Karachi on Friday after recording their evidence.
