Pacquiao's withdrawal from a planned November rematch was announced today, due to his commitments as a Philippines senator.

The Australian defeated Pacquiao in July's "Battle of Brisbane" to snatch the world title in a famous upset.
And the second instalment seemed set after the Filipino fighter's initial promise to return later this year.

But after a period of uncertainty surrounding the fight, Horn's promoter Duco Events confirmed that a 2017 rematch was not possible.

"On behalf of the Philippines government he will be part of a delegation that will visit China in the middle of his proposed preparation period for the fight," Duco Events director Dean Lonergan said in the statement.

"Pacquiao is committed to fighting again in 2018 and a rematch with Jeff Horn for the WBO world welterweight title.

"Until then ... we will be exploring options."

The Queensland Government stated today it would support Horn's title defence regardless of the opponent.

Former title-holder Vargas, who Pacquiao beat in a unanimous decision before the Horn bout, shapes as a worthy replacement.

Like Pacquiao, the Californian is in Bob Arum's Top Rank stable and his chance to retain the title could be viewed as the perfect alternative.

Good decision, he doesn't need to go half way during training camp at the expense of his political duties; getting in the ring is no joke and I hope that in 2018 he dedicates himself to the duration of a training camp with no outside interference from his career as a senator.

I wouldnt mind pac face cotto. Cotto looked at his best in his last fight

Cotto is hell bent on fighting in December, Manny, GGG/Canelo are not available then. His options include David Lemienux or potentially a name from the 147 division who moves up to 154

I understand - however I feel that cotto can beat pacman. I would like these two to fight.

Got a feeling pacman would not fight cotto - for the reason he knows cotto can tactically beat him.

Pacman is no politician- he is humble, his heart in the right place, but he's a celebrity puppet in that role

I think it is Cotto who is seeking an easy farewell fight which is why he is hell bent on fighting in december when the likes of manny, ggg and canelo are not available.

Manny would fight anyone and he beat Cotto when he was a beast 8 years ago, he was even willing to face Khan who has his flaws but is a dangerous stylistic match up but then Arum prevented the fight from going ahead. Manny's career indicates he'd take on all comers.

Cotto/Manny now would be interesting but we have seen what happened already when the two fought during their prime.

i understand - i honestly know nothing about boxing - hence my ( i understand comment makes no sense).

but i do like cotto's - watch some of his fights on youtube over the years especially mayweather beating him.
i would like to see this match up as - pacman has slowed down a bit

No you do make sense mate :)) am a big fan of Cotto as well and you make a valid point that he may well have a chance to beat Manny, am just saying that the fight can't happen because Manny is not available due to political duties and Cotto wants to fight in December.
