Punjab Governor Chaudhry Sarwar has signed the Punjab Local Government Bill 2019, Radio Pakistan reported on Saturday.

The new municipal system, according to Radio Pakistan, has two categories: the municipal and mohalla councils in urban areas and tehsil and village councils in rural areas.

Sarwar, in a statement in Lahore today, said that under the new local bodies system, the transfer of power had been ensured to the grassroots level.

Additionally, he said that public representatives will be "truly empowered" in the new local bodies system, Radio Pakistan reported.

"We are strengthening the people as per the vision of Prime Minister Imran Khan," said Sarwar, adding that at the public level, making durable service delivery possible was the most important component of PTI's charter.

The Punjab Assembly on April 30 passed the new Punjab Local Government Bill 2019 within one hour with a majority vote of ruling Pakistan Tehreek-i-Insaf members after Law Minister Raja Basharat and Speaker Chaudhry Pervaiz Elahi knocked out the opposition on technical grounds, bringing an end to the existing local councils dominated by the PML-N. The bill was introduced in the house only eight days prior.

A local government commission will be made, for a four year period, within six months of the bill being imposed. The commission will consist of nine members including the chairperson.

The chairperson will be the municipal minister, while four members will be elected from the Punjab Assembly, two will be appointed by the provincial leader of the house and two will be appointed by the provincial leader of the opposition. The municipal secretary will be the secretary of the commission. There is also room to include four experts in the commission.

The government will be able to take action in case of a complaint against any member of the commission and every year the commission will submit a performance report on municipal departments.

The commission will take all decisions on the basis of the majority and a separate budget will be allocated within the annual budget for the commission.

For those interested, there are 3 major power centers when it comes to local government in the Punjab. Hence, any new "reform" movement that a ruling party brings only serve to change the hierarchy of influence of these 3, namely the Deputy Commissioner, The District Nazim and lastly the provincial secretariat/ government. Depending on your political views and past experiences you can easily make the case that either of these 3 should be at the helm when it comes to local government affairs.

If I were to analyse the past 15 years of local government in Punjab and analyze who had most power it would be

2002 - 2008 Musharraf Era: Nazim > DC > Provincial Secretariat
2009 - 2014 PMLN: DC > Provincial Secretariat (No Nazim)
2015 - 2019 PMLN: Provincial Secretariat > DC > Nazim

Welcome back brother

It's a great achievement for PTI Govt i hope they are able to implement it. PTI also came up with judicial reforms in NA last week (there is also no thread on it) and both these judicial reforms and local govt system were part of PTI election campaign i hope those calling IK Uturn Khan can come forward and appreciate it.

No chance they will not come on here. There won't be an essay from the liar in chief as no carrots are being offered.
 
Good and much needed step. I sincerely hope that they follow through and properly empower the local bodies. We need empowered local governments all over the country. The people of Karachi and Hyderabad have been demanding this for years.

Yeah I know. I really feel sorry for those folks, they raise all the revenue only for PPP to use it to screw them over and buy votes in interior Sindh.
 
Monis Elahi raised a good point that having so many layers to local government will increase government expenses and the KPK model cannot be copy pasted to Punjab because of more than twice the population size.
 
Yet the media isn't interested and talk shows only discuss the increased inflation or the technocrat appointments. How convenient.

If we won't appreciate the good work the country will only move nearer towards chaos with the media playing a big role in it.
