Political parties on both sides of the aisle have voiced their opposition to a possible military operation to root out militancy.

On Friday, the top civil and military leadership reaffirmed their commitment to thwart terrorism threats and vowed to relaunch the National Action Plan (NAP) within 15 days to crush militants reportedly coming in from Afghanistan.

The decisions were made at the National Security Committee (NSC) meeting, which the government said was in continuation of a previous meeting convened after a militant attack inside Peshawar’s police headquarters in January, in which 86 people, mostly police officials, were martyred.

Political parties, including allies of the federal government, however, have expressed their concerns over the possible military offensive against militants, with most saying that those who brought back the militants should be brought to justice before launching an offensive against militants.

Mohsin Dawar says govt, security forces have lost public trust

An ally of the federal government, the National Democratic Movement (NDM), said the government had lost public trust.

“They [government and security forces] have lost public trust. People don’t believe them any more even if they launch 100 military operations against militants,” MNA Mohsin Dawar, the NDM’s chairman, told Dawn.

He said that “only cropping won’t work”, and the militants’ leadership should also be eliminated.

Mr Dawar questioned that there was no space for talks with the militants in the initially agreed NAP. Still, talks were initiated by the previous government and they got matured during this incumbent government’s tenure, he said.

He said that a complete shift in the government’s Afghan policy was required. “The government supports the Afghan Taliban, who support the outlawed Tehreek-i-Taliban Pakistan (TTP),” he claimed.

In a statement issued on Saturday, the NDM said the news emerging from the NSC meeting had created “serious concern among Pashtuns”.

The NSC meeting, the party said, had talked about starting a military operation “without going after the root cause of terrorism, Afghan policy and Project Taliban”, which meant “going back to the sham operations from 2007 to 2014 and the policy of good Taliban and bad Taliban”.

It said Pakhtuns had already suff*ered death, destruction and dis*p*lace*ment on a large scale and “they are not going to put up with it now”.

“The NSC meeting has mentioned in a passing way the mistake of the previous government in allowing TTP to enter [Khyber] Pakhtunkhwa. This is a mistake which has led to the deaths of hundreds of people, both civilians and security personnel,” it said.

“The question is that in a country where elected prime ministers can be put on trial for far minor allegations, why can’t the security tsars be arraigned before a tribunal for such a huge security breach? Why not proper accountability of players responsible for the security lapses?” it asked.

Aimal Wali Khan, provincial president of the Awami National Party (ANP), said that any operation against militants would face resistance until and unless those who brought the militants back were brought to justice.

Mr Khan stated that the “facilitators” including President Dr Arif Alvi, the former prime minister Imran Khan, former KP chief minister Mahmood Khan, former spymaster Faiz Hameed and former KP cabinet member Barrister Muha*mmad Ali Saif should be immediately arrested and asked to locate the areas where the militants were rehabilitated.

“The facilitators [those who brought back the Taliban to Pakistan] should be brought to justice before any decision on a fresh military offensive against militants,” he said in a statement issued on Sunday.

Jamaat-i-Islami also staged a demonstration in the South Waziristan district on Sunday against a possible military operation.

New wave of attacks on police in DI Khan, 6 people were killed and 21 people including officials were injured in 2 explosions at different places one after the other.

In the first incident of terrorism, a vehicle carrying elite force personnel was targeted by unknown persons at Tank Adda. As a result of the explosion, 5 people died while 21 people, including policemen and civilians, were injured.

When the dead bodies and injured were shifted to the hospital, on this occasion unknown persons also opened fire on the police officers present in the hospital.

The elite force team from Dera Ismail Khan was going to Takwara check post when the police van was bombed near Tank Adda. The injured include Abdul Hameed, Ishaq, Qudratullah, Nasir, Yasmin, Shireen, Qamar Zaman and others. Police have cordoned off the area and started a search operation.

According to the preliminary investigation, a motorcycle was used in the blast, in which explosive materials were installed. The ages of the people who died in the blast are 15 to 20 years. A dead person has been identified as Qamar Zaman. Among the injured are 2 women and a girl. After the explosion, the students of the degree college were also injured as a result of the firing.

The second incident of terrorism in DI Khan took place near Hathala Police Station, where a young man was killed in a bomb blast.

The blast happened on a joint party of army and police. According to initial investigations, the explosives were planted on the roadside, which were used to detonate by remote control. After the explosion, there was an exchange of fire between the attackers and the forces.

Meanwhile, the caretaker government of Khyber Pakhtunkhwa has condemned the Dera Ismail Khan blast and said that taking the lives of innocent people is a cowardly and barbaric act. The miscreants cannot demoralize the nation and the law enforcement agencies with such cowardly attacks.

At least 14 soldiers of Pakistan Army embraced martyrdom when their convoy, moving from Pasni to Ormara in Balochistan’s Gwadar district, was ambushed by terrorists on Friday, the military said.

“On November 3, 2023, two vehicles of security forces moving from Pasni to Ormara in Gwadar District, were ambushed by the terrorists. 14 soldiers embraced shahadat in the unfortunate incident,” the Inter-Services Public Relations (ISPR) said in a statement.

The military’s media wing said sanitisation operation is being carried out in the area and vowed that perpetrators of this heinous act will be hunted down and brought to justice.

“Security forces of Pakistan are determined to eliminate the menace of terrorism from the country and such sacrifices of our brave soldiers further strengthen our resolve,” it maintained.

In late September, at least 60 people, including a policeman, died and 60 others were injured when a suicide bomber targeted an Eid Miladun Nabi procession in the remote district of Mastung, Balochistan.

The attack took place during the preparations for Friday prayers and celebrations of Prophet Muhammad’s (PBUH) birth anniversary.

In July, at least 12 security personnel were martyred by terrorists in an early morning attack on the Zhob Garrison in northern Balochistan and another attack in the Sui district, according to ISPR.

The media wing of the military said that nine troops embraced martyrdom, as they thwarted a terrorist attack on the Zhob Garrison. Later, three more soldiers laid down their lives in another attack in Sui district, it added.

Cops repulse terror strikes on two checkpoints

DERA ISMAIL KHAN: Though significant casualties were averted, militants again struck security personnel in Dera Ismail Khan — their fourth such attack within 48 hours in the district which has increasingly become vulnerable to assaults.

Three provinces — Balochistan, Khyber Pakhtunkhwa and Punjab — witnessed major terrorist strikes over the past three days in which 17 troops and five civilians lost their lives and at least 24 others, including police personnel, suffered injuries.

At least 10 attackers were killed by security personnel.

Though the overnight attack on the post in the limits of Gul Imam police station in Tank area of D.I. Khan was repelled, it clearly shows that the forces inimical to peace have become active again.

According to a police spokesman, militants stormed the check post with heavy weapons, adding that police promptly retaliated and in an ensuing exchange of fire Constable Waheed Gul received injuries.

The firing continued for about an hour and a half. The attack was repulsed and the militants fled, police said.

The injured constable was later shifted to the hospital.

District Police Officer (DPO) Iftekhar Ali Shah along with other officials and a contingent of police reached the site and cordoned off the area.

Later, a search operation was carried out in the area to locate suspects.

RPO Dera Nasir Mahmoodisti, who also paid a visit to the area, said that militants wanted to demoralise the police force with their cowardly actions, but they failed.

“I am proud of my forces who are acting like a wall in front of the militants and doing their duty bravely,” he added.

On Sunday evening, another constable sustained injuries in an attack on a post in the Roori area within the limits of Kulachi police station.

Police said an exchange of fire continued for 20 minutes during which attackers used small and heavy weapons. He said Constable Mir Aslam sustained injuries but his condition was out of danger.

Police contingents rushed to the post in order to assist the personnel deployed there, but the attackers managed to flee.

It's pretty obvious these locals are hand in glove with these miscreants how come these attacks don't happen in punjab kashmir or sindh etc because most locals in these regions would never dream of abetting miscreants to attack the state or military they would shop their own relatives if any of them were involved in this sort of stuff.

It's about time the army treats any male in that area as a combatant , and the ssg adopt the role of us nato special forces night raids with inside informants arrests on spot and then bullet to the head .

I guarantee you attacks will fall straight away

If you have cowards who are attacking you in civilian clothes with ieds and taking pot shots and then sending young boys to blow themselves up I think that ruthless approach is required if enemy is not fighting by the rules why should the army.

Vehicle came under fire and went on to collide with oncoming truck

GILGIT-BALTISTAN:
At least 10 people lost their lives and 25 others were injured on Saturday when a passenger bus came under gunfire by unidentified men on Karakoram Highway in Chilas town, Diamer district of Gilgit-Baltistan.

He added that the passenger bus had set off from Gahkuch in Ghizer and described the attack as a “cowardly” act.

The official said most of the passengers martyred in the attack hailed from across the country, including Kohistan, Peshawar, Ghizer, Chilas, Roundu, Skardu, Mansehra, Swabi and one or two people from Sindh.

The Diamer DC added that two Pakistan Army soldiers were among the people martyred in the attack. He added that a member of the Special Protection Unit was injured as well.

As the country heads towards general elections on February 8, Khyber Pakhtunkhwa Governor Ghulam Ali has said it is difficult to carry out political activities in parts of KP and Balochistan due to the security situation.

Pakistan has witnessed an uptick in terror activities in recent months, especially in Khyber Pakhtunkhwa and Balochistan, after the Tehreek-i-Taliban Pakistan ended its ceasefire with the government in November last year.

According to data released by the Pakistan Institute for Conflict and Security Studies (PICSS), the country experienced 34 per cent increase in anti-state violence last month.

It revealed that KP emerged as the most affected province, documenting 51 attacks, causing 54 fatalities and 81 injuries. Meanwhile, Balochistan recorded nine attacks, resulting in 18 fatalities, including that of 15 security forces personnel and three civilians.

In an interview on Dawn News programme ‘Doosra Rukh’ on Saturday, Governor Ghulam was asked if the current security situation was unfavourable for political parties to hold rallies in the province.

“There is no doubt that the situation in some areas such as Tank, Dera Ismail Khan, Lakki Marwat and Bannu is not good,” he replied. A similar situation persists in Balochistan as well, Ghulam said.

He said general elections in the aforementioned areas may be held but reiterated that it was difficult to carry out political activities there.

“The government and state institutions will make efforts because elections should be peaceful,” the governor stated, stressing that it was the government’s duty to take the voter to the ballot box safely.

When asked if Ghulam had put the situation in front of the Election Commission of Pakistan (ECP), he replied that the provincial government was responsible for doing the same.

“Some incidents have taken place recently […] every day our jawans are being martyred, but thankfully a big incident has not taken place yet.

“The provincial government and institutions are responsible for sitting together and preparing a strategy for the way forward,” the KP governor said, adding that Pakistan should swiftly move towards polls while keeping the political and economic situation in view.

Talking about the PTI’s claims regarding the lack of a level-playing field, Ghulam said the party’s objections were not valid and pointed out that it had recently held a number of rallies in KP.

“It is not good for anyone to make the election process suspicious,” he added.

At a workers’ convention in Swabi on Saturday, PTI workers had alleged that the KP government had adopted a discriminatory policy against the party in flagrant violation of the Constitution.

PTI Vice President Sher Afzal Marwat had said that while all other parties were allowed to run the election campaign, hurdles were created for PTI, crippling its campaign.

Children Injured in Pakistan Blast

A roadside blast using a remote-controlled improvised explosive device, or IED, wounded seven people Tuesday, including four children in Peshawar, the capital of Pakistan’s northern province of Khyber Pakhtunkhwa.

According to area police, a preliminary investigation of the site found that 4 kilograms of explosives were concealed in a concrete block. Images from the site show the blast shattered windows of a nearby building.

Authorities said the wounded children, aged between six and 17, have been identified as Afghan nationals. Hospital authorities said none of the injured were in school uniform, indicating that the wounded were not school children.

"I am a roadside vendor and I had just arrived at the spot when a blast happened," Javed Khan, a wounded 17-year-old who had come to sell potato chips told VOA’s Deewa Service. Khan said the injured children were his relatives. Hospital authorities say one 6-year-old is in critical condition.

The area where the incident occurred just after 9 a.m. has several educational institutions nearby, including the Army Public School that terrorists attacked nine years ago, this month. Around 150 people, mostly children, were killed in that brazen attack that shocked the nation.

Speaking to media near the site of Tuesday’s blast, Kashif Abbasi, a senior officer with Peshawar Police said the target was most likely a police vehicle that was on a routine patrol.

"As soon as the police mobile [patrol vehicle] drove by the site, the IED blast occurred," Abbasi said.

Nearly two months before Tuesday’s attack, a similar incident in the area killed a soldier and injured six others.

So far, no group has claimed responsibility.

Soldier martyred in exchange of fire with terrorists in S Waziristan

The Inter-Services Public Relations (ISPR) said that a soldier lost his life in a gun battle with terrorists on Tuesday in South Waziristan district’s Sararogha area.

The military’s media wing, in a statement, said that when the exchange of fire between the soldiers and terrorists took place, the troops “effectively engaged the terrorists' location”.

As a result of the firing, the soldier who was martyred was identified as sepoy Ahmed Ali, 26, a resident of the Charsadda district. The military’s media wing mentioned that the soldier fought “gallantly”.

In response, the military has launched a sanitisation operation “to eliminate any terrorists found in the area”.

“Security forces of Pakistan are determined to wipe out the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve,” the statement added.

Terror activities are on the rise in the country, with the outlawed Tehreek-e-Taliban Pakistan (TTP) and other banned outfits attempting to rage war against security forces and civilians as well as challenging the writ of the state.

Pakistan saw a notable surge in militant activities in November as the attacks rose by 34% following a two-month decline

According to data from the ‘Pakistan Institute for Conflict and Security Studies’ (PICSS), a total of 63 attacks took place which resulted in 83 fatalities, including 37 security forces personnel and 33 civilians.

Additionally, 89 individuals sustained injuries, comprising 53 civilians and 36 security personnel.

Pakistani security forces responded with precision, eliminating at least 59 militants, while 18 suspected militants were apprehended. Analysis of October 2023 data underscores a 34% surge in militant attacks, a 63% rise in fatalities, and an 89% increase in the number of wounded during November 2023.

According to the PICSS data, the cumulative toll for the first 11 months of 2023 reflects 599 militant attacks, resulting in 897 fatalities and 1,241 injuries. This signifies an 81% escalation in militant attacks, an 86% surge in deaths, and a 64% rise in injuries compared to the corresponding period in 2022.

At least 566 terrorists were neutralised during 18,736 intelligence-based operations (IBO) executed by security forces across the country in 2023, it emerged on Saturday.

The IBOs also resulted in the arrest of 5,161 terrorists. The evidence of recent terrorist incidents were traced back to sanctuaries in Afghanistan.

Throughout the year, security forces acted decisively, bringing many wanted terrorists to justice swiftly. The operations yielded tangible outcomes, marking a significant dent in the operational capabilities of these nefarious elements.

The efficacy of intelligence operations also extended to facilitating the reintegration of key figures into the national mainstream.

Gulzar Imam Shambay and Sarfraz Bangulzai, key commanders of the banned militant organisation Baloch National Army, chose to leave the path of terrorism, showcasing the potential for rehabilitation and reconciliation.

Balochistan, Khyber-Pakhtunkhwa (K-P), Punjab, Gilgit-Baltistan (G-B), and Sindh emerged as focal points for extensive operations. A total of 15,063 intelligence-based operations were executed in Balochistan, resulting in the killing of 109 terrorists.

In Khyber-Pakhtunkhwa, 1,942 intelligence-based operations were conducted, leading to the elimination of 447 terrorists, while Punjab witnessed 190 operations.

Additionally, 14 IBOs occurred in Gilgit-Baltistan, and 1,987 took place in Sindh, with 10 terrorists meeting their demise in Sindh.

The war against terrorism has not been without its toll. Over 1,000 individuals, including more than 260 officers and soldiers of the Pakistan Army, sacrificed their lives for the motherland in the face of terror attacks.

Their selfless contributions symbolise the unwavering commitment of both the forces and the people in the ongoing struggle.

Amidst the sacrifices, Pakistan's forces have taken numerous steps to ensure peace. These endeavours instil hope for a future marked by stability and prosperity.

The determination to continue the fight against terrorism remains unyielding, with the full support of the people bolstering the resolve of the security forces.

As the new year approaches, the security forces, in collaboration with law enforcement agencies, are poised to usher in a new dimension of the war against terrorism.

Seven terrorists eliminated, weapons seized in Zhob: ISPR

RAWALPINDI (Dunya News/Web Desk) – Seven terrorists were killed in Zhob district of Balochistan near the Pak-Afghan border as security forces raided the area on receiving information about their presence, the Inter-Services Public Relations said on Monday.

Sharing the details, the military’s media wing said a large quantity of weapons and ammunition was also seized after the security forces conducted an intelligence-based operation.

The eliminated militants were involved in terrorist activities, including attacks on officials and law enforcers as well as killing innocent citizens.

A search operation was in progress to clear the area, the ISPR said, adding that the security forces would take every effort to establish the state writ and ensure national security.

Balochistan and Khyber Pakhtunkhwa have been witnessed a surge in terrorism acts in recent months after different nationalist groups and the Tehreek-e-Taliban Pakistan (TTP) based across the western borders intensified their attacks.

Earlier this month, the interior ministry had informed the Senate that the TTP reorganised itself during the peace talks, adding that recruitment training of suicide bombers in the merged tribal districts of Khyber Pakhtunkhwa after the return of terrorist organisation was an alarming development.

Zhob not only borders Afghanistan in the west but also South Waziristan district of Khyber Pakhtunkhwa in the north. Its location is quite significant given the fact that the southern parts of Khyber Pakhtunkhwa have again become a centre of terrorism activities after the PTI government launched the disastrous peace talks with the TTP.

It is important to have a stable law-and-order situation in the country ahead of the general election.

Security forces were using the building as a base camp, two security officials told Reuters and added that they fear that ammunition stored inside might have also exploded.

The military's media wing added that sanitization operations were being conducted to "eliminate any other terrorist present in the area".

Several people were wounded and in critical condition, said Aizaz Mehmood, an official of the state-run rescue service.

All bazaars and markets were closed in the area, while all government and private educational institutions were also closed until further notice on the day of the attack.

Last week, a sepoy embraced martyrdom and nine militants — including a highly wanted terrorist — were killed in two different IBPOs carried out by security forces in KP’s Tank and South Waziristan.

Pakistan has witnessed an uptick in terror activities in the past year, especially in KP and Balochistan after the banned militant Tehreek-i-Taliban Pakistan ended its ceasefire with the government in November 2022.

According to an annual security report issued by the Centre for Research and Security Studies, Pakistan witnessed 1,524 violence-related fatalities and 1,463 injuries from 789 terror attacks and counter-terror operations in 2023 — marking a record six-year high.

KP and Balochistan were the primary centres of violence, accounting for over 90 per cent of all fatalities and 84pc of attacks, including incidents of terrorism and security forces operations.

4 terrorists killed in intelligence-based operation in North Waziristan: ISPR

Security forces killed four terrorists in an intelligence-based operation (IBO) in Khyber Pakhtunkhwa’s North Waziristan district, the military’s media affairs wing said on Friday.

According to a press release from the Inter-Services Public Relations (ISPR), the IBO was conducted on the reported presence of terrorists in the area.

“During the conduct of the operation, intense fire exchange took place between own troops and the terrorists, as a result of which four terrorists were sent to hell,” it said.

Weapons, ammunition and explosives were also recovered from the slain terrorists, who remained actively involved in numerous terrorist activities in the area, the ISPR said.

It added that a sanitisation operation was being conducted to eliminate any other terrorists found in the area.

“Locals of the area appreciated the operation and expressed their full support to eliminate the menace of terrorism,” the ISPR statement concluded.

A day earlier, two terrorists were killed in separate operations in KP’s Khyber and Dera Ismail Khan districts.

On Wednesday, two soldiers were martyred in an exchange of fire with terrorists in Lakki Marwat. Two militants were also killed in the engagement.

Pakistan has witnessed an uptick in terror activities in the past year, especially in KP and Balochistan after the banned militant Tehreek-i-Taliban Pakistan ended its ceasefire with the government in November 2022.

According to a security report issued by the Centre for Research and Security Studies last month, Pakistan experienced 97 militant attacks in February, resulting in 87 fatalities and 118 injuries.

The report highlighted a significant escalation in violence in Balochistan, juxtaposed with a decline in tribal districts and mainland KP.

2 officers among 7 soldiers martyred in terrorist attack on post in North Waziristan: ISPR

Six terrorists were also neutralised in the subsequent clearance operation.

According to the military’s media affairs wing, in the early hours of March 16, 2024, a group of six terrorists attacked a security forces’ post in the general area of Mir Ali of North Waziristan District.

“As own troops foiled the initial attempt of intrusion, the terrorists rammed an explosives-laden vehicle into the post, followed by multiple suicide bombing attacks, which led to the collapse of a portion of a building, resulting into shahadat (martyrdom) of five brave sons of the soil,” ISPR added.

The martyrs of the initial attack include Havildar Sabir, a resident of District Khyber, Naik Khurshid (resident of District Lakki Marwat), Sepoy Nasir (resident of District Peshawar), Sepoy Raja (resident of District Kohat) and Sepoy Sajjad (resident of District Abbottabad).

“During the conduct of the ensuing clearance operation, own troops led by Lieutenant Colonel Kashif, effectively engaged and killed all six terrorists,” ISPR said.

“However, during the intense exchange of fire, leading his troops from the front, Lieutenant Colonel Syed Kashif Ali (age: 39 years, resident of Karachi) and Captain Muhammad Ahmed Badar (age: 23 years, resident of District Talagang), having fought gallantly, paid the ultimate sacrifice and embraced shahadat,” ISPR added.

The military’s media wing said sanitisation operation was being conducted to eliminate any other terrorist present in the area, “as security forces of Pakistan are determined to wipe out the menace of terrorism from the country and such sacrifices of our brave soldiers further strengthen our resolve”.

Prime Minister Shehbaz Sharif and President Asif Ali Zardari, in separate statements, condemned the attack.

The prime minister called the attack a “coward” move by the terrorists.

“The security forces have foiled the sinister designs of the terrorists,” PM Sharif said, according to the prime minister’s office.

“I, and the whole nation, are proud of the martyrs who sacrificed lives,” he said.

He prayed for the departed souls and offered condolences to the bereaved families.

President Zardari condemned the terrorist attack and extended condolences to the bereaved families.

In a post on X, the head of state paid tribute to army officers and soldiers who embraced martyrdom in the attack. He also expressed the nation’s commitment to completely eradicate terrorism.

The president prayed to elevate the rank of martyrs and give patience to their families.

National Assembly Speaker Sardar Ayaz Sadiq also condemned the attack.

According to a post on X by the National Assembly’s official account, the speaker expressed deep sorrow and regret over the loss of precious lives, and paid tribute to the martyrs including Lt Col Kashif and Captain Ahmed.

“The nation will never forget the sacrifices of its soldiers,” the statement quoted the National Assembly speaker as saying. “Terrorists are following the nefarious intentions of the enemy in which they will never succeed.”

The speaker said that the entire nation was standing together with the security forces to crush the nefarious intentions of terrorists.

Pakistan has witnessed an uptick in terror activities in 2023 year, especially in KP and Balochistan after the banned militant Tehreek-i-Taliban Pakistan ended its ceasefire with the government in November 2022.

The ISPR said earlier this month 10 militants were killed in two separate operations by security forces in the North Waziristan district. It added that Pakistan expected the Afghan government to fulfil its obligations and deny the use of Afghan soil by terrorists.

Last month, a late-night attack on a police station in Dera Ismail Khan was repulsed. Gunmen had mounted an attack using heavy weapons but fled in the cover of darkness when police personnel fired back.

In December last year, 23 soldiers were martyred and more than 30 troops wounded after militants belonging to the Tehreek-i-Jihad Pakistan (TJP) stormed a compound used by the military in Dera Ismail Khan’s Daraban area.

According to an annual security report issued by the Centre for Research and Security Studies, Pakistan witnessed 1,524 violence-related fatalities and 1,463 injuries from 789 terror attacks and counter-terror operations in 2023 — marking a record six-year high.

Security forces foil attack on Gwadar complex, kill 8 terrorists

The security forces on Wednesday repulsed an attack by militants on a complex outside the strategic port of Gwadar, killing all eight of them, officials said.

China has invested heavily in the mineral-rich southwestern province of Balochistan, including developing Gwadar, despite a decades-long separatist insurgency.

Armed with guns and bombs, the militants stormed the Gwadar Port Authority (GPA) complex just outside the port that houses offices of government departments, intelligence agencies and paramilitary forces, said Saeed Ahmed Umrani, a government commissioner.

The militants detonated a number of bombs before launching a shooting attack and trying to storm the complex, he said.

In a post on social media platform X, Balochistan Chief Minister Sarfraz Bugti said eight militants were "neutralized by security forces", adding: "The message is loud & clear. Whosoever chooses to use violence will see no mercy from the state."

There were reports of at least one soldier killed and others wounded, Umrani said. The military did not give details.

The Baloch Liberation Army (BLA), the most prominent of several separatist groups in Balochistan, claimed responsibility for the assault in a statement, saying its militants attacked Pakistan intelligence agencies' offices.

The BLA has previously been involved in attacks on Pakistani and Chinese interests in the region and elsewhere.

The deep-water port is key to the China-Pakistan Economic Corridor (CPEC) that also encompasses roads and energy projects and is part of Chinese President Xi Jinping's Belt and Road Initiative.

Chinese targets have previously come under attack by several Baloch militant groups in the country.

In January, security forces successfully repulsed terrorist attacks in Balochistan's Mach and Kolpur areas, killing more than a dozen BLA attackers.

The Inter-Services Public Relations (ISPR), the military's media wing, reported that multiple terrorists, including suicide bombers, launched attacks on Mach and Kolpur complexes in Balochistan.

Law enforcement agencies responded effectively, resulting in the neutralization of at least nine terrorists.

However, four courageous members of the security forces, engaged in fierce combat, sacrificed their lives, along with two innocent civilians, in the intense exchange of fire.

In November, two vehicles of the security forces moving from Pasni to Ormara in Gwadar district were ambushed by terrorists.

At least fourteen soldiers were martyred in the attack.

Balochistan has been in the grip of a bloody separatist insurgency since 2006 which has been exasperated by militant, sectarian, and ethnic violence over the years.

Civil and military officials have repeatedly claimed that “hostile agencies” have also been fueling terrorism to destabilize Pakistan for their geopolitical interests.

The involvement of “hostile agencies” was confirmed in March 2016 when Pakistani intelligence agencies arrested Kulbhushan Jadhav, a serving commander of the Indian Navy in the Mashkhel area of Balochistan after he crossed over from neighboring Iran.

Pakistani forces thwart BLA attack near Naval air station in Balochistan’s Turbat: reports

A group of banned Balochistan Liberation Army has targeted a naval base, reports said as gunfire and several blasts have been reported from the region amid a surge in terror attacks.

Unverified reports claimed that BLA militants stormed naval air station, PNS Siddique in Turbat, but forces successfully thwarted the attack, killing several attackers.

Security forces deployed in high-security regions responded swiftly to the incident with retaliatory gunfire.

Commissioner Makran Division Saeed Imrani told a local publication. He said around five militants attempted to enter the naval base, but security forces engaged them, and it started gunfire.

Following the blasts and gunfire, Pakistan Navy, FC, and police teams have reached the site, while operation against the attackers continued.

The banned Baloch militant organization Baloch Liberation Army claimed responsibility for attacks while ISPR is yet to respond to the development.

This is the second major attack in Balochistan in a week. Last week, the same Baloch terror group attacked the Gwadar Port Authority’s residential complex in Gwadar.

Five Chinese nationals and one Pakistani were killed in an attack on their convoy in Bisham tehsil of Khyber Pakhtunkhwa’s Shangla, according to the regional police chief and a station house officer (SHO).

Reuters quoted Mohammad Ali Gandapur, the regional police chief, as saying that a suicide bomber rammed an explosives-laden vehicle into a convoy of Chinese engineers which was on its way from Islamabad to their camp in Dasu.

“Five Chinese nationals and their Pakistani driver were killed in the attack,” Gandapur said.

The provincial police had reached the spot and started relief operations. The rest of the people in the convoy have been protected, Gandapur said.

Bisham SHO Bakht Zahir, while talking to Dawn.com, also confirmed that the incident claimed six lives, of which five were Chinese engineers and one was a Pakistani.

He said it was a “suicide blast” and the authorities concerned were collecting evidence. Security arrangements were tightened at the spot and the bodies were being shifted to a hospital, he further said.

“We will investigate from where and how the vehicle of a suicide bomber came and how it happened,” the SHO said.

Rescue 1122 station head Sheraz Khan said that the bodies and the injured driver were being shifted to the Bisham Tehsil Headquarters Hospital.

The rescue official said that after the blast, the vehicle with the Chinese passengers fell into a gorge and caught fire. A rescue team then reached the spot and put out the fire, he added.

Anwaar ul Haq's condemnation over above cowardly attack

"My heartfelt condolences to the families of the victims of the cowardly terrorist attack on Chinese nationals in Basham, KP. We stand in solidarity with our Chinese brothers and sisters, and we will spare no effort in bringing the perpetrators to justice."

These attacks are nothing but a pathetic and worst effort from the enemies to sabotage the Pak-China relationship

China seeks answers after engineers killed in Bisham

China has demanded a thorough probe into the deadly blast and security for its citizens after five Chinese nationals working on the Dasu dam project perished in a suicide bombing in Bisham on Tuesday.

In response, Islamabad has announced a swift probe to hold the “perpetrators and accomplices” accountable for the attack.

Besides five Chinese citizens, one Pakistani national — the driver — was also killed after a suicide bomber rammed into the bus transporting staff of the Dasu dam project in Bisham, Shangla district, on Tuesday afternoon.

According to police, the bus was travelling from Islamabad to Kohistan when it came under the attack on Karakoram Highway. “It was a suicide attack on the Chinese convoy and an explosive-laden vehicle approaching from Kohistan hit the bus,” Bisham Sub Divisional Police Officer (SDPO) Juma Rehman told Dawn. SDPO Rehman said that following the attack, the bus caught fire and fell into the ravine.

“A huge amount of explosives were used in the attack, the force of which threw the bus into the ravine,” he said. The officer said that police cordoned off the area to collect evidence. “We have also collected body parts of the suspected suicide bomber from the site,” SDPO Rehman said.

‘Chaotic scenes’

Hayat Khan, an eyewitness, told Dawn that he was preparing for noon prayers at his home when two loud explosions were heard. “I came out of the house and saw a thick plume of smoke with everyone rushing towards the nearby nullah,” Mr Khan said.

Sheraz Khan, the official in charge of Rescue 1122 station in Bisham, described chaotic scenes after the rescuers reached the site of the attack. “The area was engulfed in smoke as the bus that had fallen into the ravine was on fire,” he said. The rescuers had to climb down the ravine to put out the flames and retrieve the bodies. The bodies were later shifted to the tehsil headquarters hospital in Bisham.

Bisham SHO Bakht Zahir Khan said that the blast was so intense that it completely destroyed the bus. “We found some of its part on nearby trees which showed the intensity of the blast,” he said. He said the Chinese nationals travelling in other buses were shifted to safer places from the site.

Dr Rehmat Ali, who works at the Dasu hydropower project, told Dawn at the THQ hospital in Bisham that five Chinese nationals, including a woman, were killed in the blast. Mr Ali said the victims’ bodies had been dispatched to Islamabad and the driver’s body to his town, Pattan area of Kohistan district.

In response to a similar attack in 2021, Pakistan had increased the security of the Chinese nationals and it was decided that the Chinese nationals would travel in the form of a convoy. On July 14, 2021, nine Chinese and four Pakistanis were killed after a suicide explosion targeted their vehicle.

Work on dam suspended

Meanwhile, work on the Dasu project was suspended following the attack, as colleagues expressed grief over the tragic fate of the five engineers and their driver.

The official sources confirmed to Dawn that the Chinese engineers and their Pakistani counterparts did not attend follow-up duty shifts, and night shifts to express sorrow for the killing of their co-workers in an attack earlier in the day.

“The multilayer security of the Chinese national executing the Dasu dam, and the residential campus has further been enhanced following the suicidal attack on engineers of one of the flagship energy projects of Sino-Pak friendship,” Irfanullah Mehsud, deputy commissioner of Upper Kohistan, told Dawn.

‘Punish the perpetrators’

The suicide attack evoked a strong response from Beijing, which asked Islamabad to punish the perpetrators. ’The Chinese Embassy and Consulates General in Pakistan strongly condemn this terrorist attack, express deep condolences to the victims and sincere sympathy to the bereaved families, and are making every effort to handle the aftermath together with the Pakistani side,“ a statement by the embassy said.

It said an “emergency plan” had been launched immediately, requesting the Pakistani side to thoroughly investigate the attack and severely punish the perpetrators. The statement said the Chinese mission in Pakistan was taking “all necessary measures to protect” the Chinese citizens, institutions and projects in Pakistan.

PM visits embassy

Soon after the bombing, Prime Minister Shehbaz Sharif along with his cabinet members visited the Chinese embassy to assure Beijing about security for its citizens and promise a comprehensive probe into the suicide bombing.

As he arrived at the embassy to offer condolences, PM Shehbaz asked the Chinese envoy to relay his condolences to the China president, the premier, and the families of the deceased. He, however, assured the envoy of a high-level probe into the explosion.

“We will not let such nefarious attempts to undermine the Pak-China friendship succeed. The enemies of the China-Pakistan Economic Corridor have again tried to interrupt it through such cowardly attempt but the enemy will never succeed in its evil designs.”

The Chinese ambassador thanked the prime minister for visiting the embassy and showing personal interest in the investigation of the incident. Mohsin Naqvi, the interior minister who was accompanying the PM, also vowed a comprehensive probe into the explosion.

Army blames ‘foreign elements’

In a similar statement, the media wing of the Pakistan Army said that the incident was aimed at hurting the Sino-Pak ties. The Inter-Services Public Relations (ISPR) said that the series of incidents over the past few days, including the Gwadar and Turbat attacks, were aimed at destabilising the country.

“Strategic projects and sensitive sites vital for Pakistan’s economic progress and the well-being of its people are being targeted as a conscious effort to retard our progress and sow discord between Pakistan and its strategic allies and partners, most notably China,” the statement read.

The army, without naming any country, blamed ‘foreign elements’ for aiding and abetting terrorism in Pakistan. It, however, pointed out that the “elements patronising terrorism in Pakistan were being continuously exposed”.

“With the unwavering support of the resilient nation and our iron-clad ally China, we will ensure that all those involved in aiding terrorism, directly or indirectly, are held accountable and find their due comeuppance. Together we will prevail over adversity and evil,” it maintained.

Condemnations

President Asif Ali Zardari condemned the attack on the Chinese nationals in Bisham and expressed his deep grief and sorrow over the casualties.

The Foreign Office also expressed commitment to bring the perpetrators to justice. “Today’s attack was orchestrated by the enemies of Pakistan-China friendship. We will resolutely act against all such forces and defeat them,” FO said.

During a press briefing, US State Department spokesperson Matthew Miller also condemned the attack on the Chinese convoy. “We are deeply saddened by the loss of life and injuries sustained. We share our heartfelt condolences with those affected by the attack. The Pakistani people have suffered greatly at the hands of terrorists. I note that PRC nationals in Pakistan have also been the victims of terrorist attacks and no country should suffer the acts of terror,” he said.

PM orders thorough probe into Besham incident, vows to bring culprits to justice

Prime Minister Shehbaz Sharif ordered a thorough joint investigation and utilization of all state resources on Wednesday to nab the perpetrators of the Besham suicide attack.

The attack claimed six lives, including five Chinese engineers who were working on the Dasu Hydel Power Project.

The prime minister offered deepest condolences to the families of the victims, assuring that the attackers of the barbaric act would be brought to justice swiftly.

Chairing a high-level emergency meeting in the aftermath of the attack, the prime minister appreciated the law enforcement agencies and locals’ “alacrity” that saved several precious lives.

The meeting was attended by Chief of the Army Staff Gen Asim Munir as well as federal ministers, chief ministers, chief secretaries, and inspector generals of police of respective provinces, a PM Office press release stated.

The meeting discussed in detail the heinous attack on civilians working on a development project that would ensure energy and water security in Pakistan.

The prime minister underscored the enduring bond between the people of Pakistan and China and conveyed that the whole nation was saddened by the loss of Chinese lives.

He stated, “Terrorism is a trans-national threat that has been instrumentalized by the enemies of Pakistan to stymie Pakistan’s progress and development. The acts targeting Pakistan-China friendship are particularly aimed at creating mistrust between the two iron brothers.”

The participants of the meeting expressed resolute commitment to completely rooting out terrorism from the country and expressed serious concerns over sanctuaries available to terrorists across the borders. They emphasized the need for a regional approach to countering terrorism.

During the meeting, the COAS reiterated the armed forces’ resolve to eliminate the scourge of terrorism afflicting the country. COAS Gen Munir stated that the nation had steadfastly fought the war on terror for the last two decades and defeated the nefarious designs of Pakistan’s adversaries.

Noting the recent surge in terrorist incidents, the army chief remarked that the country’s enemies had once again underestimated the resilience and grit of the state and the people of Pakistan.

He said, “We shall fight terrorism till every terrorist casting an evil eye on Pakistan, its people, and their guests, is eliminated; we shall not leave any stone unturned to ensure that every foreign citizen, especially the Chinese nationals, contributing to the prosperity of Pakistan, is safe and secure in Pakistan. We shall fight terrorism with all our might, to the very end.”

Zardari vows swift action against perpetrators of Besham attack

President Asif Ali Zardari, in a visit to the Embassy of the People’s Republic of China on Wednesday, extended heartfelt condolences on behalf of the government and people of Pakistan following the tragic killing of Chinese citizens in a recent terrorist attack in Besham.

The attack claimed six lives, including five Chinese engineers who were working on the Dasu Hydel Power Project.

According to a press release issued by the President’s Secretariat, Zardari strongly condemned the heinous act, expressing solidarity with the Chinese people in their time of mourning.

The president said that the Pakistani nation shared the grief of the Chinese people, adding that the people of Pakistan stood in solidarity with the Chinese people in this hour of grief.

Upon his arrival, Zardari was received by the ambassador of the People’s Republic of China to Pakistan, Jiang Zaidong. The Secretary of the Ministry of Foreign Affairs was also present on the occasion.

During the meeting, the president said that enemies in the region couldn’t accept the fact that Pakistan and China were further strengthening their bilateral ties.

He assured the Chinese Ambassador that the criminals involved in the gruesome act would be apprehended and brought to justice. He further said that all necessary measures would be taken to ensure the security of the Chinese citizens working on various projects in Pakistan.

The Chinese Ambassador thanked the president for personally visiting the embassy to offer condolences. He appreciated that Pakistanis from all walks of life had condemned the terrorist attack.

Zaidong highlighted that Chinese workers had made outstanding contributions towards Pakistan’s socio-economic development. He said that terrorists were enemies of humanity and needed to be hunted down for targeting innocent people.

He underscored the need for increasing counterterrorism cooperation and providing enhanced security to Chinese workers in Pakistan. The ambassador reiterated his country’s resolve to further strengthen cooperation with Pakistan and continue its support for China Pakistan Economic Corridor (CPEC) and other projects.

While registering his remarks in the visitor’s book at the Chinese Embassy, the president stated that the inhuman attack struck at the core of shared values and the enduring friendship between the two countries.

“This incident was orchestrated by the enemies of Pakistan-China friendship”, he added. He also wrote that Pakistan would never allow terrorists to undermine our shared goals for peace, prosperity and security in the region.

Modern warfare tactics escalating terror threat in K-P

In the wake of the United States withdrawal from Afghanistan, security challenges in Pakistan have exacerbated, as evidenced by the recent surge in attacks in Khyber-Pakhtunkhwa (K-P). However, what is perhaps more alarming is the fact that perpetrators are employing sophisticated weaponry and thermal technology left behind by the United States’ forces.

This is evidenced by an incident which took place earlier in March, in Peshawar as terrorists, equipped with thermal imaging, ambushed a police mobile on Warsak Road, mere kilometres from the Khyber Pakhtunkhwa Assembly. The assailants utilised thermal technology and snipers to kill three policemen, and then set their patrolling vehicle on fire. This attack echoes a similar tragedy from last year, where terrorists struck using night vision and sniper rifles in Peshawar's Sarband area, claiming the lives of three police officers, including DSP Sardar Hussain.

Such incidents aren't isolated. Throughout 2022 and early 2023, southern districts like Dera Ismail Khan, Laki Marwat, Tank, and Bannu witnessed a spate of attacks employing American thermal technology, as per police sources familiar with the matter. In light of these revelations, security experts warn of the dire implications of this trend. Dr Khurram Iqbal, an expert in security affairs and assistant professor at the Department of International Relations and the National Defense University (NDU), highlighted the evolving dynamics ever since the Taliban came into power in Afghanistan.

"There is evidence to suggest direct support from the Afghan Taliban to organisations like the Tehreek-e-Taliban Pakistan (TTP)," he emphasised, inferring that the narrative of terrorists procuring weaponry from the market was giving way to Taliban-backed extremism. In this regard, Inspector General of Police K-P, Akhtar Hayat Gandapur, stressed the urgent need for modernization within law enforcement.

“The provincial police must adapt with state-of-the-art equipment and strategies. Our officers are bravely confronting an evolving threat landscape, but they require adequate resources and support to effectively combat these sophisticated tactics,” asserted IG Gandapur. However, the stark reality is a glaring disparity between police resources and the evolving threat landscape. Official documents reveal antiquated infrastructure and equipment, juxtaposed against the onslaught of modern warfare tactics. With over 400 police stations and more than 500 checkpoints in the province, many lack basic security features, rendering officers vulnerable in the face of escalating dangers.Albeit to address these challenges, the K-P government has recently decided to spend Rs 3 billion for a security division within the provincial police department, and procure armoured vehicles, bulletproof vests, and thermal imaging technology, it remains to be seen whether the plan will actually see light of day.

This new wave of terrorism is certainly disturbing

During the first quarter of 2024, Pakistan witnessed 432 violence-linked fatalities and 370 injuries among civilians, security personnel, and outlaws, resulting from as many as 245 incidents of terror attacks and counter-terror operations.

This includes 281 fatalities among civilians and security forces personnel.

Khyber Pakhtunkhwa (KP) and Balochistan provinces, both bordering Afghanistan, accounted for over 92 per cent of all fatalities and 86pc of attacks (including incidents of terrorism and security forces operations) during this period. Individually, the former suffered 51pc and the latter 41pc of all fatalities in the first quarter of 2024.

The data indicates that the remaining regions were relatively peaceful, suffering less than 8pc of all fatalities.

432 violence-linked fatalities and 370 injuries recorded; new militant group emerges

Interestingly, militant organisations claimed responsibility for less than 20pc of the total casualties attributed to terrorism in the first quarter of 2024.

A new militant group named Jabhat Ansar al-Mahdi Khorasan (JAMK), affiliated with the Gul Bahadur group, has emerged.

These are the key findings of the security report issued by the Centre for Research and Security Studies (CRSS).

In addition to the casualties of terrorism and counter-terrorism, there were 64 incidents of sabotage in the country targeting properties of the government, politicians, private, and security properties.

In the first quarter, Balochistan recorded a staggering 96pc surge in violence, with fatalities jumping to 178 from 91 in the last quarter of 2023.

Sindh saw a nearly 47pc rise in violence, though the number of fatalities was very low. However, the regions of KP, Punjab, and Gilgit-Baltistan (GB) recorded encouraging decreases in violence by 24pc, 85pc, and 65pc, respectively.

Pakistan reports 432 militancy-related deaths in three months, KP, Balochistan provinces bear brunt

Pakistan recorded 432 fatalities as its Balochistan and Khyber Pakthunkhwa (KP) provinces bored the brunt of renewed militant violence in the last three months, an Islamabad-based think-tank said on Monday.

The 432 violence-linked fatalities among civilians, security personnel, and outlaws resulted from as many as 245 incidents of militant attacks and counter-terrorism operations. These included 281 civilians and security forces personnel, the Center for Research and Security Studies (CRSS) said in its report for the first quarter of 2024.

“The northwestern Khyber Pakhtunkhwa (KP) and the southwestern Balochistan provinces — both bordering Afghanistan, accounted for over 92 percent of all fatalities and 86 percent of attacks (including incidents of terrorism and security forces operations) during this period,” the report read.

“Individually, the former suffered 51 percent and the latter 41 percent of all fatalities in Q1, 2024.”

In addition to the casualties, there were 64 incidents of sabotage across the country targeting properties of the government, politicians, individuals, and security agencies, according to the report.

Balochistan recorded a staggering 96 percent surge in violence, with the number of fatalities jumping to 178 from 91 in Q4 2023. The Sindh province also saw a nearly 47 percent rise in violence though the number of fatalities was very low. However, the regions of KP, Punjab, and Gilgit-Baltistan (GB) recorded encouraging decreases in violence by 24 percent, 85 percent, and 65 percent respectively.

Despite a notable decrease in violence in GB during this period, the GB home minister issued a threat alert on March 31 regarding the possibility of attacks by the banned Tehreek-e-Taliban Pakistan (TTP), the report noted. The alert came following a suicide attack on a convoy of Chinese engineers in the Shangla district, resulting in the deaths of five Chinese nationals and their Pakistani driver.

“In Q1 2024, civilians and security forces personnel suffered over 65 percent (281) of all fatalities in nearly 200 terror attacks, compared to outlaws suffering only 35 percent (151) in around 48 counter-terror operations,” the report read.

“The attacks on security officials and civilians outnumbered the security operations conducted against the outlaws, by almost fourfold. Moreover, civilians bore the heaviest brunt of violence suffering 154 fatalities (36 percent) which is more than any other category of victims, and thus emerging as primary victims of violence in this period.”

The report comes amid a surge in militancy in Pakistan’s western regions that border Afghanistan. Violence initially picked up after the Pakistani Taliban called off their fragile, months-long truce in Nov. 2022.

In the last more than a year, the country has witnessed several attacks claimed by religiously motivated and separatist militant groups, with Islamabad accusing Kabul of providing sanctuaries to some of these outfits.

The Afghan Taliban government insists it doesn’t allow anyone to use Afghan soil for violence against any country.

2 Pakistan soldiers dead as armed men target bomb disposal team

At least two soldiers were killed and four others injured when unidentified armed men opened indiscriminate fire on a Pakistan Army bomb disposal team near the port city of Gwadar in Balochistan province.

The bomb disposal team was clearing landmines in the Ankara Dam area when they were attacked on Sunday, the Dawn newspaper reported on Monday.

“The firing incident took place some 25 km from the port city (Gwadar), which claimed two lives and injured four others,” said Gwadar SSP Mohsin Zohaib, adding that after the incident, the injured were shifted to a nearby hospital.

Security forces have launched a search operation in the area to trace the attackers.

No group has claimed responsibility for the attack.

The separatist Balochistan Liberation Army (BLA) has, in the past, claimed most of the attacks in Gwadar.

The BLA is opposed to China's investments in Balochistan and accuses China and Pakistan of exploitation of the resource-rich province, a charge rejected by the authorities.

On March 24, the BLA also claimed responsibility for an attack on the Gwadar Port Authority Complex.

Security forces had killed eight militants of the banned separatist group in the gunfire.

Balochistan, bordering Iran and Afghanistan, is home to a long-running violent insurgency.

Baloch insurgent groups have previously carried out several attacks targeting the USD60 billion China-Pakistan Economic corridor projects.
